SUBJECT: Bike Pedestrian Plan Presentation

INTRODUCTION
Dakota County approved a Statewide Health Improvement Partnership (SHIP)grant in the amount of
$32,000 with the City of Farmington to create a Bike Pedestrian Plan(Plan).As a result of the city receiving
this funding, the city council approved an agreement with Hoisington Koegler Group, Inc (HKGI) in
October 2018 to work with the city to develop the plan. The city council also approved the creation of a
Bike Pedestrian Plan Committee(committee)comprised of members representing many different user
groups within the community to provide guidance with the development of the plan.
DISCUSSION
City staff and committee members have been working on the plan since November 2018. As a result of this
work, along with a public engagement process, the Network Plan and System Recommendations are in draft
form and are ready to be presented. Jody Rader from HKGI will be attending the meeting to present the
draft Network Plan and System Recommendations to city council, Park and Recreation Commission and
Planning Commission members. The presentation will provide an overview and highlight areas within the
draft plan including:
• public engagement process
• existing conditions
• network system plan
• outcomes and recommendations

The actions requested include:
• prior to the meeting download and view the Existing Conditions Report and draft Network Plan using
the link above
• listen to HKGI staffs presentation
• after the presentation ask questions and/or provide any comments to help provide guidance with
further developing the plan's phasing,priorities, and implementation strategies as these areas of the
plan will be developed during the final phase of the planning process
