MINUTES
WATER BOARD
JANUARY 29 , 1979
1. The meeting was called to order by President Shirley at 7 : 30
P.M. in the Administrators office.
Present: President Shirley, members Mohlis , and Juenemann
Absent : None
Also present: William Hince, John Hawes
2 . Motion by Shirley, second by Mohlis to approve the minutes
of the December 26, 1978 meeting, APIF, motion carried.
3 . Motion by Juenemann, second by Shirley to approve the various
bills totaling $4804.08 presented to the Water Board, and order
payment of same. APIF, motion carried.
4. General Services supervisor, Hince met with the Board to discuss
the need to replace the tractor loader - back hoe with a new unit.
Inquiry was also made whether the Water Board would be willing to
loan the City the amount necessary to purchase a new unit. After
discussion, the Board agreed to loan the City funds to purchase a new
loader tractor - backhoe by way of a three (3) year note, in the
event purchase of a new unit is authorized by the City Council.
5 . Water rates were discussed as pertaining to metered accounts .
The present rate structure allows for reduced rates as consumption
increases . After discussion, the Board opined that a flat rate
would encourage less wastefulness . Board member Mohlis will research
this item and present his findings to the Water Board at a future
date.
6 . President Shirley advised the Board that any future claims
against the Water Board will be processed by the Water Board
instead of the City' s Finance Director.
7 . Annual pumping records were reviewed by the Board.
8 . John Hawes , City Finance Director, met with the Board. After
discussion, Hawes agreed to reformat the bills that the Water
Board receives from General Services . He also agreed to provide
the Water Board with a monthly cash flow report.
9 . The Board discussed the continuing problem some residents are
experiencing with rusty water. The Board also noted that the expected
report from Engineer Rosene is long over due. Finally the Board
discussed their desire to initiate a regular and thorough flushing
program to be started as soon as weather permits .
