WATER BOARD
REGULAR
AUGUST 29, 1979
1 . The meeting was called to order by President Shirley at 7 : 30
P.M. in the Council Chambers .
Present : Chairmen Shirley, Juenemann
Absent : Mohlis
Also Present : City Engineer R. Rosene, General Services Superintendent
W. Hince, and Assistant Superintendent G. Bauer
2 . Engineer Rosene reviewed a summary report of his findings
resulting from a study of Farmington' s water system over the past
one and one half years . His major findings include the following :
A. No iron bacteria was present , indicating a properly administered
chlorination program.
B. There is high iron content in the discharge of wells 1, 2 , and
3 immediately after startup. However, the iron content drops
to a tolerable level shortly thereafter.
C. There is an accumulation of iron floc, particularly in the
water mains whose velocity is low. The presence of the iron
floc is the source of the rusty water complaints . Mr. Rosene
indicated there is no easy solution to the problem, since it
is likely that the iron floc has accumulated over many years .
The pressure increase of a few years ago likely has caused
an increased amount of iron floc to break loose in the mains .
Rosene recommended the following action:
A. A vigorour and regular flushing of the system
B. Inspection of the reservoir interior (scheduled for
September 5, 1979) .
C. Minimize dead ends .
D. Install filters at a few customers as a means to observe
and study the particulate that is filtered out.
Engineer Rosene also presented the Board with a proposal for a
detailed analysis of the Farmington water supply. The estimated
cost is $10, 400 . The study would include a computer analysis of
the distribution system, plus include projections and recommendations
to allow for an orderly growth. The Board deferred any decision on
this proposal until a later date .
3. Motion by Shirley, second by Juenemann to approve the minutes
of the meetings on June 25 , 1979 and July 23, 1979 . APIF, motion
carried.

4. Motion by Juenemann, second by Shirley to renew the three
certificates of deposit at $5 , 000 . 00 each for one year at 1st
National Bank of Farmington. APIF, motion carried.
5. Motion by Shirley, second by Juenemann to approve the various
bills presented to the Board totaling $7 ,809 . 24 and order payment
of same. APIF, motion carried.
