CITY COUNCIL MINUTES
WORK SESSION
MAY 20, 2019
Mayor Larson called the work session to order at 6:00 p.m.
Roll Call
Present-Larson, Bernhjelm and Hoyt
Absent-Craig and Donnelly
Also Present-Administrator McKnight, Community Development Director Kienberger, Planning
Manager Wippler, Police Chief Rutherford and Parks and Recreation Director Distad.
Quorums of the Planning Commission and Parks and Recreation Advisory Commission were also
in attendance.
Agenda
Motion by Hoyt, second by Bernhjelm, to approve the agenda. APIF, motion carried.
Bike/Ped Plan
Jody Rader of HKGI presented the draft Bike/Ped Plan and reviewed the process involved in the
development of the plan.
Rader reviewed six areas including:
• Reviewed the project goals
• Discussed the public engagement process that produced 650 responses
• Reviewed the results of the existing conditions survey
• Presented the draft plan and shared that 148 responses have been received
• Reviewed the plan recommendations
1. Trail alignments within new developments may vary from the Bike Ped Network
Plan and the 2040 Comp Plan, but should generally follow the alignments show
to connect to adjacent trails, per guidance from city staff.
2. The city will be responsible for winter snow removal along connector and
greenway trails as designated in the Bike Ped Network Plan.
3. All Farmington schools will be connected to trail and/or sidewalk facilities to
ensure Safe Routes to Schools. The city will coordinate with the school district to

ensure bicycle and pedestrian connections are continued to each school's main
entryway.
4. Established pedestrian priority zones to support design standards that
encourage walking in destination filled locations. These locations are noted in
the Network Plan as activity areas.
5. Consider enhanced safety measures for connector and greenway trails at all
roadway crossing where traffic volumes are high or where safety for all roadway
and trail users is a concern.
6. Improve communication of the bike ped network.
7. Develop encouragement and educational programs that promote a culture of
biking and walking in Farmington.
Councilmember Bernhjelm asked about next steps. Parks and Recreation Director shared that
the county will need to review the plan since they provided a grant. Bernhjelm asked if there is
any county funding. Distad stated that is a future discussion issue.
Distad shared that the plan will be brought to the city council for consideration at the June 17,
2019 meeting.
