WATER BOARD
REGULAR
MARCH 24, 1980
1 . The meeting was called to order by President Shirley at 7 : 30
P.M.
Present : Shirley, Juenemann, Mohlis
Absent : None
Also Present : City Engineer Rosene and General Services Super-
intendent W. Hince.
2. The Board discussed repair of the water reservoir tank. Portions
of the interior coating have been dislodged as a result of ice
formations over the past several seasons. Engineer Rosene recommended
that repair be made as soon as possible after April 15, 1980, so
that it will be completed prior to the summer season when useage
is greater. In a related matter, the Board took note of the in-
creased difficulty of obtaining permission from the adjacent property
owner for drainage of the tank on to his property. In this respect ,
the Board discussed the merits of installing a "T" near the tank
base, which would permit drainage of the tank to the West side.
Motion by Shirley, second by Mohlis to authorize Engineer Rosene
to contact Clint Kolb of Master Tank Company for a cost estimate
to recoat the water tank interior. Rosene is further authorized
to prepare a cost estimate for installation of a "T" near the tank
base. APIF, motion carried. Hince will contact property owner
Stegmaier for permission to drain the tank on his property.
3 . Rosene recommended that the Board consider purchase of up to
six inline filters to be installed at selected• locations . The filters
will trap most particulates in the water, which would permit analysis
of these trappings . Motion by Juenemann, second by Shirley to
authorize Board member Mohlis to contact H. R. Peterson Company
of St . Paul for purchase of six (6) filters plus an estimated
years supply of cartridges. APIF, motion carried. The Board .
then set the following criteria for installation of the filters :
A. Filters will be installed at locations to be determined
by General Services or the Water Board.
B. Residents at test locations may obtain a replacement filter
element at City Hall upon bringing in the old element .
C. After approximately one (1) year, residents at test locations
will be given the option to purchase the filter at cost .
The filter will be removed if the resident denies the purchase
option. Free filter element replacement will also end after
one year.
4. The Board discussed evidence that debris remains in the 18
inch main along County Road 31 . Present outlets are not large
enough to induce sufficient velocity in the main to permit a
satisfactory flushing. Motion by Juenemann, second by Shirley,
to authroize Engineer Rosene to prepare a cost estimate for install-
ation of a "T" in the main line near County Road 31 and the Ver-
million River, which will permit discharge into the river. APIF,
motion carried.
5. The Board discussed Engineer Rosene ' s proposed master plan and
distribution study of the Farmington water system. The Board
deferred action on this until the land use plan is adopted by the
City.
6. Engineer Rosene recommended that a regular flushing program
be maintained, with flushings suggested to occur during April .
July, September and November. The Board concurred with this re-
commendation.
7. Bills totaling $1 , 833.41 , were presented to the Board. Motion
by Mohlis, second by Juenemann to accept these bills and order
payment of same with the exception of the bill for .$625. 39, from
Peoples Natural Gas . APIF, motion carried.
