REGULAR
MAY 17, 1988
1. The meeting was called to order by President Shirley at 7:30 P.M. in City Hall.
Present: Shirley, Juenemann.
Absent: Sauber.
Also Present: City Engineer Kaldunski, Dan Edgerton of Bonestroo, Rosense.
2. The Board reviewed the bills presented. Included was the second installment
from the Bonestroo, Rosene Engineering firm in the amount of $6998.63 for the
Water Supply and Distribution Plan that they are preparing. Motion by Juenemann,
second by Shirley to authorize payment of all bills presented, totalling $9,075.25.

3. The Board expressed consternation at the City Finance Director's sustained
lack of support toward the Water Board by repeatedly neglecting to furnish
current status of the water funds to the Board.
4. The Board affirmed their resolution of the April, 1988 meeting in imposing a
partial water ban for City residents from June 1, 1988 through September 30, 1988.
Residents with even house numbers may sprinkle on even days and residents with odd
house numbers may sprinkle on odd days. The only exception to the odd-even
scheme will be for newly installed lawns or hand held sprinkling. In addition,
a total ban is in effect for all during the daily hours of 4:00 P.M. to 8:00 P.M.
6. The Board then discussed the draft Water Supply and Distribution Plan study
with engineers Kaldunski and Edgerton. In particular, comments on the draft
study by City Administrator Thompson and Engineer Kaldunski were reviewed. Dis-
cussion included the impact of water meters on water usage, the feasibility of
tying Empire Township's water supply with Farmington's, and the financial impact
of expanding the City's water system. Mr. Edgerton allowed that he will attempt
to include these items into the study where appropriate. Engineer Kaldunski
111 departed at the conclusion of this discussion.
6. Motion by Shirley, second by Juenemann to authorize Engineer Edgerton to
proceed with the conclusion of the water supply and distribution report. APIF,
motion carried.
Respectfully submitted,
