WATER BOARD
REGULAR
October 17, 1989
1 . The meeting was opened by President Shirley at 7: 00 P. M. in
City Hall .
Present: Shirley, Sauher , Juenemann
Absent: none
2° The monthly financial report was reviewed , as welt as the
, monthly accumulation of bills that were presented to the
Board for approval . It was noted that the Water
Availability Fund now totals $33,867. Motion by Juenemann ,
Isecond by Sauber to authorize payment for the monthly
accumulation of bills, totaling $408'2. 62. APIF, motion
3. The Board briefly discussed the fencing project that was
recently completed at well no. 4, after which the Board
reviewed the landscaping plan for the area enclosed within
the fence. .

A. City Administrator , Larry Thompson , joined the meeting as
the Board discussed water use and misuse, and the effects
meters would have on water consumption. Thompson related
that the City has received many calls from residents who are
low volume users complaining that they are paying the same
rates as those residents who use greater volumes of water ,
and corresponding sewer service. Several examples of
excessive water use in the form of over-watering of lawns
were cited as the discussion continued. Concern was
expressed that excessive water consumption may overtax the
City 's facilities before we have the financial wherewithal
to expand our pumping and storage capacity. The Board will
decide at the next regular meeting whether or not to proceed
with authorization to spend $2000 for a study to determine
the need and effects of water meters.

5. The -proposed public works facility was discussed. Thompson
stated that if the facility is approved , each City
Department will be required to fund their share of the '
maintenance cost of this facility. The Water Department 's
share is estimated at 7%.
