MINUTES
WATER BOARD
REGULAR
JULY 29, 1991
1. Meeting called to order by Chairman Shirley.
Members Present: Shirley, Sauber, Wier.
Members Absent: None.
Also Present: City Engineer Kaldunski, Finance Director Wayne Henneke.
2. MOTION by Shirley second by Wier to approve the minutes of the June 24, 1991
meeting. APIF, MOTION CARRIED.
3. A fiscal review of the ability to provide water meters and means of doing so was
presented by Mr. Henneke. It was strongly suggested that the board should request
bonding through the City. It was determined that policies need to be developed
concerning installation, personnel to be used, means of reading, etc. , before a
definite amount can be established for bonding.
4. A report on the trip to Milwaukee to visit the Badger Meter Plant was given by
Engineer Kaldunski and Member Sauber.
5. A rate study concerning various charges made by metro area communities was
presented by Enginner Kaldunski.
6. A Metropolitan Council Policy was mentioned with some speculation as to what effect
the policy may have on present and future water board policies.
7. A report was made concerning the electrical interruption on Well #1. The well was
not yet in operation as of the meeting date.
8. The request for a water meter by Marvin Wier was presented. It was determined that
the board sell Mr. Wier a meter horn rather than have a water meter installed at
Dandy Sports Center.
9. Engineer Kaldunski updated the Board on City activities which may have an effect
on water business. At this time a sample of the water main on 1st Street was shown
to the board. It was decided to sample the water main on Spruce Street as work is
done to determine its condition. St. Paul Testing (Twin City Testing) is to examine
samples. MOTION by Shirley, second by Wier to have St. Paul testing examine the
water samples and to have gate valves installed on Spruce Street as they are needed
to isolate areas in event of repair. APIF, MOTION CARRIED.
10. An update on the alarm system for the wells and water tower was presented by Engineer
Kaldunski.
11. It was reported that Independent School District #192 had been negligent in providing
readings for meter at hydrant used for watering lawns. MOTION by Wier second by
Sauber to require the shcool district to install a permanent meter for irrigation.
The school will be required to pay for the installation. The board will read the
meter. APIF, MOTION CARRIED.
12. It was reported that Capitol Improvement monies may be available to the Water Board.
13. Information was given to the board concerning water quality standards. The City crew
was directed to locate iron pipes in the water system.
14. MOTION by Sauber second by Wier to approve the bills in the amount of $8,734.78.
APIF, MOTION CARRIED.
15. The meeting was adjourned.
