MINUTES
WATER BOARD
REGULAR
DECEMBER 28, 1992
1. The meeting was called to order by Chairman Shirley.
Members Present: Wier, Sauber.
Members Absent: None.
Also Present: City Engineer Kaldunski, Finance Director Henneke.
2. MOTION by Shirley, second by Wier to approve the minutes of November 23,
1992. APIF, MOTION CARRIED.
3. Ms. Gerry Drewry was present to discuss a possible public relations campaign
regarding water meters. It was decided to hire Drewry Communications to prepare
materials for publicizing the water meter program. The limitations of allowed
payment is to be $1,000. MOTION by Shirley, second by Wier to hire Drewry Communi-
cations for publicizing the water meter program with a $1,000 price limit. APIF,
MOTION CARRIED.
4. Fees and charges were discussed. A table of fees and charges made by the
Board was examined with a suggestion that there be a general setting of fees
according to the chart presented. Most fees reflected a 3% increase over 1992
fees. These fees and charges are reflected in the proposed City Council resolution
to be approved on January 4, 1993. MOTION by Wier, second by Shirley to adopt
these fees as presented. APIF, MOTION CARRIED. (Refer to Council Resolution
No. R1-93 for current amounts.)
5. A bill was received from the developer of Silver Springs Addition to request
payment of $45,656.09 for extra costs due to oversized water mains installed
on 187th Street. MOTION by Shirley, second by Wier to allow payment of this
bill. APIF, MOTION CARRIED.
6. An update on water meters was presented by Engineer Kaldunski. Policies
were reviewed with changes made in the draft for hardship cases which were as
follows:
a. 3rd Paragraph - Omit the word "assessment".
b. 5th Paragraph - Change first sentence to read "Payment for this work shall
be billed to property owner separately by the City."
c. Add Paragraph 6 - "Hardship cases shall be approved by the Water Board. Board
decisions shall be final. Individual applications are
needed."
d. Add Paragraph 7 - "This hardship policy shall expire on October 1, 1993."
MOTION by Shirley, second by Sauber to approve the hardship policy with changes
as noted above. APIF, MOTION CARRIED.
7. The procedure for water meter distribution and inspection was outlined. Water
meters are to be distributed by City Hall personnel upon completion of an application.
The application to be used is that which has been used for meter horns.

8. Rates were discussed, but further study is needed to establish these.
9. The budget discussion was postponed pending the rate study in the above item.
10. MOTION by Wier, second by Shirley to pay the bills in the amount of $8,304.46.
APIF, MOTION CARRIED.
