HomeMy WebLinkAbout1968Ir 5 FARMINGTON PLANNING COMMISSION Minutes of special meeting held Jan. 2, 1968: Chairman Rademacher called meeting to order at 5:30 p.m. Members present were Roy Rademacher, Dan Nicolai and Warren Sifferath. Dr. Ralph Nordin and Mr. Gunner Mortensen presented their intentions regarding the building of a 17-unit apartment building at the northeast corner of Third and Walnut streets. III After considerable discussion, a motion was made by Nicolai and seconded by Sifferath that the following recommendation be presented to the Village Council: The location and proximity to the downtown area appears to be ideal. However, the lot size indicates this to be an in- tensive land use and might establish an awkward precedent. All members present voted in favor of the recommendation. FARMINGTON PLANNING COMMISSION January 24, 1968 The Regular Meeting of the Planning Commission was held on January 24, 1968 in the Village Hall with Roy Rade- macher , Roger Shirley, Warren Sifferath, Dan Nicholai and V.J. McDermott present. Mr. Charles T. Tooker presented base maps of a two mile radius of Farmington. A lengthly discussion was held. Same corrections were made. A final map was to be pre- sented at the next meeting. III A formal acceptance of Dick Johnson's resignation was made. Being no further business a nation was made by Warren Sifferath to adjourn the meeting was seconded by V.J. McDermott and all voted in favor. Repsectfully Submitted, Rosemary Swedin Secretary FARMINGTON PLANNING COMMISSION March 8, 1968 The Regular Meeting of the Planning Cammission was held on March 8, 1968 in the Village Hall with Roy Rademacher, Roger Shirley and Warren Sifferath present. Mr. Charles T. Tooker presented maps of existing land use and traffic flow and present housing conditions. Lengthly discussion was held. IIIMotion by Roger Shirley seconded by Warren Sifferath and all voted in favor to approve payment of an invoice for Phase I 8 II of the Planning Program. Rosemary Swedin Secretary *Discussed with Mayor Ordinance connection with by laws (elections) 6 FARMINGTON PLANNING COMMISSION April 3, 1968 The Regular Meeting of the Planning Commission was held on April 3, 1968 in the Village Hall with Roy Rademacher, Roger Shirley, Warren Sifferath, V.J. McDermott present. Also attending were William Hince and Harvey F. Snyder. Minutes were read, corrections made and approved. Mr. Charles T. Tooker presented corrected maps of Land Use, Housing Conditions and Average Daily Traffic Flow. He Also presented maps of Roadway Widths and Surface Types, Topographic Relief, Water 6 Wetland Features, Soils Assoc. , Caimunity Facilities such as the hospital, schools and park areas. Set the next meeting for May 1, 1968. Being no further business a motion was made by Roger Shirley seconded by V.J. McDermott to adjourn the meeting and all voted in favor. Respectfully Submitted, Rosemary Swedin Secretary to Planning Camnission FARMINGTON PLANNING COMMISSION May 1, 1968 The Regular Meeting of the Planning Commission was held May 1, 1968 in the Village Hall with Warren Sifferath and Roger Shirley present. Also attending were William Hince and Harvey Snyder. Minutes were read and approved. Mr. Charles T. Tooker presented maps of the Business District and their use, conditions of structures surrounding the business district. Discussed talks he held with representatives of the various industries and what attitudes they held about Farmington. It was suggested that the Planning Commission meet with various groups and organizations in Farmington to discuss the Planning Program and relate the facts thus acquired. Would like to also obtain their ideas concerning the program thus far. Set the next meeting for May 28, 1968. Being no further business the meeting was adjourned. Respectfully Submitted, Rosemary Swedin Secretary to Planning Commission FARMINGTON PLANNING COMMISSION June 26, 1968 The Regular Meeting of the Planning Commission was held on June 26, 1968 in the office of the Metropolotan Mosquito Control with Roy Rademacher, Dan Nicholai and Roger Shirley present. Also attending were William Hince and Harvey Snyder. Motion by Roger Shirley seconded by Dan Nicholai to approve the minutes and all voted in favor. IPPP 7 Glen Herron, Duane Parker and Leslie Lindell, members of the Swimming Pool Carunittee were present to discuss a proposed site for a future swimming pool for Farmington. Set a meeting for June 27, 1968 to further discuss the site. Motion by Roger Shirley seconded by Dan Nicholai to approve the payment of a bill for Phase 2 and 3 of the Planning Program and all voted in favor. Mr. Charles T. Tooker presented studies he had completed on Growth Potential Analysis, Liabilities and Assets, Industrial Districts, Business District and Public Utilities and held a discussion. Mr. Tooker would like to ask for ideas from the Planning Can- mission and Council Members as to what their community goals are. Being no further business the meeting was adjourned. Swedin Secretary FARMINGTON PLANNING COMMISSION July 31. 1968 The Regular Feting of the Planning Commission was held on July 31, 1968 in the office of the Village Clerk with Roy Rademacher, Roger Shirley and Warren Sifferath present. Also attending was Bill Hince. Motion by Roger Shirley seconded by Warren Sifferath to approve the minutes and all voted in favor. Mr. Charles T. Tooker presented a preliminary sketch plan of future proposed areas for commercial, industry, public use, open space and majot highways. Warren Sifferath was instructed to contact the School Board and the Camiercial Club for a possible joint meeting on August 27, 1968 at 8:00 p.m. It was requested of Mr. Tooker to resent a detailed map of the downtown area for this meeting. Set the next meeting for August 27, 1968 at 7:00 p.m. Being no further business a motion by Warren Sifferath seconded by Roger Shirley to adjourn the meeting and all voted in favor. Swedin Secretary Planning Commission FARMINGTON PLANNING COMMISSION SPECIAL MEETING August 27, 1968 A Special Meeting of the Planning Commission was held on August 27, 1968 in the Elementary School with all members present. This was combined meeting with the School Board and the Commercial Club. Mr. Charles T. Tooker presented the maps thus far accumulated and gave a brief explanation of each. A lengthy discussion was held to obtain the groups views and ideas of the sketch maps. The meeting was adjourned. Respectfully Submitted, Rosemary E. Swedin Secretary 8 FARMINGTON PLANNING COMMISSION September 25, 1968 The Regular Meeting of the Planning Commission was held on September 25, 1968 in the office of the Police Department with Roy Rademacher, Warren Sifferath, Dan Nicholai, Gordon Rotty and Roger Shirley present. Motion by Warren Sifferath seconded by Dan Nicholai to approve the minutes of the last meeting, and all voted in favor. Motion by Dan Nicholai seconded by Warren Sifferath to approve the bill to Beckman, Swenson and Associates be forwarded to the Council for payment, and all voted in favor. Discussed the previous meetings held with the various groups and ideas that were gathered. Mr. Charles T. Tooker presented a revised sketch map showing future roadways and proposed school property site. He also presented a revised sketciNf the downtown areas with less park area and more commercial. Being no further business the meeting was adjourned by a motion for Dan Nicholai seconded by Warren Sifferath and all voted in favor. The next meeting was set for October 23, 1968. Respectfully Submitted, Rosemary Swedin Secretary FARMINGTON PLANNING COMMISSION October 23, 1968 The Regular Meeting of the Planning Commission was held on October 23, 1968 in the office of the Police Department with Roy Rademacher, Dan Nicholai, Warren Sifferath, Roger Shirley, and Gordon Rotty present. Motion by Sifferath seconded by Shirley to approve the appointment of Gordon Rotty to the Planning Commission and all voted in favor. Motion by Sifferath seconded by Nicholai to approve the minutes as read and all voted in favor. Met with /tr. Robert Corniea to discuss the Non-Conforming Use Permit he was applying for on the corner of Fourth Street and Oak Street. Decided to obtain more completed information and further discuss on November 4, 1968. Discussed Sketch plans of the downtown area and made some revisions with Mr. Charles T. Tooker. Discussed sketch map showing future industry, school, commercial and residential areas. Mr. Tooker suggested to the Commission they hold a special meeting to discuss the proposed zoning ordinances he presented before the next regular meeting. This meeting is set for November 20, 1968 at 7:30 p.m. Motion by Sifferath seconded by Nicholai to adjourn the meeting and all voted in favor. Next meeting set for November 27, 1968 at 7:30 p.m. Respectfully Submitted, Rosemary Swedin Secretary A 9 FARMINGTON PLANNING COMMISSION SPECIAL MEETING November 4, 1968 A Special Meeting of the Planning Commission was held on November 4, 1968 with all members present. Discussed the Non-Conforming Use Permit of Mr. Robert Corniea for the corner of Fourth Street and Oak Street. Motion by Roger Shirley seconded by Roy Rademacher that the Planning Commission of Farmington recommend to the Village Council of Farmington that they approve the building permit of Mr. Robert Corniea for construction of a building as shown on his sketch on the NE corner of Fourth and Oak Street. Said building to be used for commercial use only and not for warehouse purposes, and all voted in favor. Being no further business the meeting was adjourned. Also attend- ing were G.M. Gorgos and Charles Tooker. Minutes of the meeting of October 23, 1968 and the special meeting of November 4, 1968 were read and approved on a motion by Nicholai seconded by Roy Rademacher and all voted in favor. Discussed the proposed zoning ordinance with Charles T. Tooker and some changes were recommended to be presented at the Dec. 11 for final consideration and approval. The next meeting was set for Dec. 11, 1968. Being no further business the meeting was adjourned. Respectfully Submitted, Roy Rademacher Acting Secretary FARMINGTON PLANNING COMMISSION December 11, 1968 The Regular Meeting of the Planning Commission was held on December 11, 1968 in the office of the Police Department with Roy Rademacher, Dan Nicholai, Roger Shirley, and Warren Sifferat sent. Also attending was Charles Tooker of Beckman, Swenson and Assoc. rdon Rotty. Discussed a proposed four-plex to be constructed in Henderson Addition by Dan Miller. Motion by Dan Nicholai seconded by Roger Shirley to notify the Village Council that the proposed four-plex of Dan Miller in the Henderson Addition as shown in the sketch plan #66099 presented to the Farmington Planning Commission will comply with the proposed zoning ordinance if the following modifications are incorporated in said sketch plan: 1. Set back of all structures shall be at least 10 ft. from the No. property line, 30 ft. from the East property line and 30 ft. from the South property line. 2. At least 2 parking spaces per unit. 3. Driveways and parking lot shall be blacktopped. 10 Voting for were Roy Rademacher, Dan Nicholai, Roger Shirley, Gordon Rotty and Warren Sifferath, Against none. Discussed the Sibdivision Ordinance - and the Proposed Zoning Ordinance and made some recommendations to Mr. Charles Tooker. Mr. Tooker presented a Proposed Merger plan with Empire to be used as a guideline in future discussion of said subject. Motion by Sifferath seconded by Shirley to approve payment of phase 4 and a partial of Phase 5 and all voted in favor. Motion by Rotty seconded by Nicholai to approve minutes as cor- rected and all voted in favor. Set the next meeting for January 22, 1969 in the Village Hall. Respectfully Submitted, Rosemary Swedin Secretary FARMINGTON PLANNING COMMISSION January 5, 1969 The Regular Meeting of the Planning Commission was held on January 5, 1969 in the Council Chambers with Roy Rademacher, Warren Sifferath, Dan Nicolai, Gordon Rotty present. Also attending was Mr. Charles Tooker of Beckman, Swenson and Assoc. Motion by Roy Rademacher seconded by Gordon Rotty to approve minutes as corrected and all voted in favor. Discussed the Subdivision Ordinance. Mr. Tooker was asked to make same changes before the final draft was to be made. To put the plan into effect it first needs approval of the Planning Commission. Then it is recommended to the Council for adoption. It was brought to mind that the Council could enforce the Subdivision Ordinance to within two miles of the Village limits. A Public Hearing was tenatively set for March 12, 1969 regarding the Comprehensive Planning Program. Discussion on the following maps was held: 1. Business Development Scheme 2. Community Facilities Plan 3. Proposed Zoning District Map 4. Proposed Land Use Map Roy Rademacher was to invite the School Board to the February 26, 1969 meeting to get their views on the Planning Commission's proposed school sites as incorporated in the Planning Program.
