COUNCIL MEETING
A regular monthly meeting of the Village Council of the Village of Farmington was
held in the council chambers on January 7th, 1952 with all members present.
The minutes of the last regular meeting add of the special meeting held since
that date were read and approved.

to transfer $500.00 to the Farmington Youth Commission.
Upon motion by Reuben Petersen, sedonded by Eugene Kuchera, the official bonds of
C.B. Whittier, Village Treasurer and J.R. Klotzbeacher, Constable were approved
and ordered placed on file.

The Village Clerk's Financial Statement for the year ending December 31, 1951 was
presented and reviewed. Upon motion by A.H. Field, seconded by Eugene Kuchera,
the Financial Statement was approved, ordered placed on file for public inspection,
a copy thereof published in the Dakota County Tribune, and a copy thereof filed
-with the Public Examiner, State of Minnesota, in accordance with the requirements
of law.
A request having been received from the Village Treasurer, it was moved by Reuben
Petersen, seconded by A.H. Field, that the First National Bank of Farmington, Minn.
be designated as the depositary of all village funds, that the collateral pledged
by the said bank be approved, and that the Federal Reserve Bank of Minneapolis,
Minn. be designated as the place of sakekeeping of said collateral.
Upon motion by Reuben Petersen, seconded by A.H. Field, the application of the
Clifford Larson Post #189, The American Legion, for an "On-Sale Club Liquor License"
was approved at the fee of $100.00 as set by law, and a license ordered issued.

The applications for building permits and the recommendation of the Building &
Pla Commission were duly considered. Upon motion by A.H. Field, seconded by
IIIReuben etersen, a building permit was ordered issued to Donald-Halsted to erect
a new private dwelling on Lot 3, Block 2, Shepley's Addition to Farmington.
Upon motion by H.M. Johnson, seconded by Reuben Petersen, the Village lot #1H
on Third Street was rented to Wilroy Motors for use as a Used Car Lot at a fee of
$25.00 per month.
Upon motion by H.M. Johnson, seconded by Reuben Petersen, Mrs. Robert Feely was
appointed a member of the Farmington Youth Commission, replacing Mrs. Betty Turek,
who resigned recently.

A request for a non-conforming use permit was received from Woodcraft Mfg. Co. for
an addition to the existing commercial building on Lots 7-8-9-, Block 29, Village
of Farmington, Minn. After due consideration, a public hearing on the matter was
set for April 28, 1952 at 8:00 P.M. in the council chambers and the Clerk was
directed ti publish notice of said hearing in the Dakota County Tribune in
accordance with the provisions of Village Ordinance No. 119.
A petition was received for the improvement of 4th street from the required number
of property owners awning property abutting on the said street. After due
consideration, a hearing on the proposed improvement was set for April 28, 1952
at 8:30 P.M. in the council chambers and the Clerk directed to publish a notice
of said hearing in the Dakota Countyb Tribune as required by law.
Mr. D.B. Whittier, Chairman and Mr. O.J. Lubke, Secregttary of the Farmington Youth
Commission appeared before the council and discussed the proposed recreation
program. Upon motion by H.M. Johnson, seconded by Reuben 'etersen, the Clerk was
directed to transfer $500.00 from General Fund to the Youth Commission.
Application for "On-Sale & 0ff-Sale Non-Intoxicating Beverage" licenses were
reviewed. Upon motion by A.H. Field, seconded by xeuben Petersen, the following
licenses were ordered issued:

A group of property owners from the Wells & Kraft 5-acre lots appeared before the
council to discuss the possibility of the owing of streets in that area. After
considerakle discussion, the group was requested to submit a proposed plan to the
Council for discussion & consideration.

A special meeting of the Village Council of the Village of Farmington, Minn.
was held in the council chambers on April 28, 1952 with all members present.
The public hearing on the application for a "non-conforming" use permit by
Woodcraft Mfg. Company was opened at 8:00 P.M. with Village Attorney John
McBrien presiding. No objections being raised, a .proposed resolution
entitled; "RESOLUTION GRANTING PERMIT FOR NON-CONFORMING USE" was introduced
and assigned No. 1-52. H.M. Johnson moved its adoption, seconded by Reuben
Petersen. Upon being put to vote, there were: AYES, 5; NAYES, 0; and the
resolution was declared adopted and passed. .
The applications for Building Permits and the recommendations of the BuildingJE
and Planning Commission were duly considered. Upon motion by Eugene Kuchera,
seconded .by Reuben Petersen, the following permits were ordered issued:
Woodcraft Mfg. Co. - addition to commercial building -
Lots 7, 8, & part of 9, Block 29.

The Clerk read a letter from the Board of Health stating that an application
for a permit for a sewer extension was still pending with the -6ommission pending
certain requirements set up by the Commission. The Clerk was directed to write
to the Board of Health informing them that inasmuch as the Village Council had
heard nothing further from the property owners concerned, that they may consider
the request for sewer extensions withdrawn.
At 9:00 P.M. the hearing on the proposed Fourth Street Improvements was held.
Property owners concerned were given an opportunity. to express their opinions.
No objections to the proposed construction were voiced. The Council tabled
the matter until a later date. _
The matter of the sale of sidewalk blocks was discussed. Motion by Rehben
Petersen, seconded by Eugene Kuchera, that the price of said blocks be set at
20 cents each.

A regular monthly meeting of the Village Council of -the Village of Farmington, Minn.
was held in the council chambers on May 5, 1952 with all members present.
The minutes of the last regular meeting and of the special meeting held since that
date were read and approved.
Gordon Bezdicheck, Pees. of the Commercial Club, appeared before the Council re-
questing that they donate a sum of $100.00 Zor eight band concerts in the months
of June and August. After due consideration, the matter was referred to the
Farmington Youth Commission.
The matter of a new floor covering at then Municipal Liquor Store was discussed.
Motion by Reuben Petersen, seconded by Eugene Kuchera, that medium weight
linoleuk be laid and that the cost be shared equally by the Village and the
landlord.

A petition, signed by eleven property owners, requesting the opening of Seventh
Street from Walnut Street to Ash Street was presented to the Council by J.F.
Wolkow. The property owners present were informed that since not all Abutting
property owners were in favor of opening 7th street, it would be impossible to
grant.their request without condemnation proceedings and that it had been the
111 policy of the Village Council to open streets only when the property owners
dedicated land for this purpose. The propertyers then inquired if there
owners was any possibility that all the would dote land for this purpose.
After°a very lengthy dissuasion, a proposed plan was agreed upon by all the
property present and tentatively approved by the council as follows:
• 1. Seventh Street to be opened from Walnut street to Ash Street by
the decication of 80 feet of land by all abutting property owners.
,• 2. Dedication of 80 feet by George & Myra Flynn in the center of Lot 6,
Wells & Braft Lots, for a street connecting 6th Street & $th Street.
. 3. Dedication of 80 feet by games Corrigan & wife an the South line of
Lot 4, Wells & Kraft Lots. for a street connecting 7th & 8th streets.
4. Dedication of 40 feet by Dakota County Farm Bureau Service Assobiation
an the South line of Lot 5, Wells & Kraft Lots, and the dedication of

of 40 feet by George &kens & wife on the North Line of Lot 8,
Wells & Kraft Lots, for a street connecting 7th & 9th streets.
The property owners were requested by the Council to have the area platted
showing streets, alleys, and lots and submit to the Council for final formal
approval.
Upon motion by A.H. Field, seconded by Eugene Nuchera, the Council approved
mor Ingerson's appeentment of Ray A. Briesacher as Justice of the Peace
OW to fill the vacant► now existing ,i for the term expiring Dec. 31,1953.
Upon motion by A.H. Field, seconded by Eugene Kuchera, the resignation of
Thomas A. Haley as Chief of Police was accepted and the Clerk directed to
pay •him one week's earned vacation salary.
Upon motion by Reuben Petersen, seconded by Eugene Kuchera, J.R. Klotzbeacher
was appointed Chief of Police, effective immediately, and instructed to assume
all -the duties of the Police Dept. for the present at a salary of, $350.00
per month. ,

authorized to execute a lease with Rosholt Equipment Co. for$ the rental of a
street sweeper at a rental fee of $185.50 per month.
Upon motion by A.H. Field, seconded by Eugene Kuchera, Roland Engelman was
designated dog catcher and authorized to retain one-half of'all license lees
collected as reimbursement for his services.
Upon motion by H.M. Johnson, seconded by A.H. Field, the Liquor Store Manager was
directed to order "heavy grade" linoeleum for floor covering the the liquor store
instead of medium grade as previously authorized.
Emil Sprute appeared before the council relative^to parking an Fourth Street during
baseball games. After due consideration, Eugene Kuchera was directed to contact
III the baseball association and authorize "No Parking During Game" to be placed an
the East side of Fourth Street and the Police Dept. ordered to see that this was
enforced.

COUNCIL MEETING
A regular meeting of the Village Council of the Village of Farmington, Minn.
was held in the council chambers on July 7th, 1952 with all members present.
The minutes of the last regular meeting were read and approved.
Mr. R.C.`Copenhaver, C.E. Cadwell, H.W. Hosmer, iiii#George Mussman, and E.Y.
Gerster of the Building & Planning Commission were present to discuss with the
Council policies regarding the issuance of building permits. The main dis-
cussion centered around the question of permitting basement homes to be erected.
IIIAfter due consideration, the Mayor directed Attoeney John McBrien to collect
facts and data on this problem, discuss it with the members of the Building
Commission and the council, and attempt to make a recommendation to the 4ext
meebing of the Council.
Mayor Ingerson then made a presentation of a plaque and a watch to T.J. Feely
frau a group of citizens for 41 years of faithful service to the local school
and community.

Mr. T.J. Feely, I.G. Empey, F.E. Henneberry, and Chester Brinkman of the Water
Board appeared before the Council regarding the call for bids on the new well
and pump. After due consideration, the Water Board was directed to proceed
to call for bids in accordance with the specifications supplied by their
engineer. Mayor Ingerson directed Attorney McBrien to prepare the call for
bids and to notify the Council of$ the date and time that the Water Board would
meet to open the bids so that members of the Council could be present.
Roger Clay and Russell Royce appeared before the Council inquiring if the hearing
on the matter of the trains parked in the Village of Farmington each night, was
being held. They were informed that a special meeting of property owners con-
cerned and the superintendent of the railroad had been set for Monday, July 20th
at 8:00 P.M. and that any citizen was welcome to attend.
Mr, H.A. Davis, surveypr, and a group of property owners appeared before the
council with a proposed plat of some of Wells & Kraft 5-acre lots showing the
designation of streets, alleys, etc. Inasmuch as several dedication deeds
were required from other than the platting property owners and inasmuch as not
all the platting property owners had signed the plats, the official acceptance of
the plats was tabled until these details had been accomplished.

The resignation of Chas. N. Weisbrich as Street Superintgndent was received and
accepted. After a discussion and upon motion by Reuben retersen, seconded by
H.M. Johnson effective August 1, 1952 Bill B. Hince was named Street. Supt. at
a salary of $260.00 per month and Clarence Griebenow named Ass't. Street •Supt.
at a salary of $215.00 per month.
Mr. O.J. Lubke of the Farmington Youth Commission explained to the Council the
summer recreation program and stated that additional funds were necessary to carry
the program to completion. Upon motion by Reuben Petersen, seconded by H.M. Johnson,
the Clerk was directed to transfer $500.00 from the General Fund to the Farmington
Youth Commission.
The a}plications for building permits and the recommendationg of the Building &

A written complaint was received from six property owners regarding the open cesspool
and outside toilet existing on Lot 9, Block 29, Town of Farmington. After due
discussion, it was moved by A.H. Field, seconded by Reuben Petersen, that the owner
be given notice to eliminate both of the above and hook up to city sewer at the
earliest possible date.
A group of property owners frau the northeast section of Farmington and four officials
of the Milwaukee railroad met with the council regarding the smoke and noise caused
by$ the parking of locomotives within the Village. After a lengthy discussion, the
Railroad officials agreed to move the locomtives to the east side of Highway #218
on week-end and holidays and toi investigate the possibility of making a permanent
move to 'the sage location. They agreed to make a report$ to the Council on this
possibility by September 1, 1952.
After a report of his finding by Attorney John McBrien and consideration of the re-
commendations of the Building & Planning Commission, a proposed resolution entitled:
"RESOLUTION ESTABLISHING PROCEDURE & REQUIREMENTS FOR BUILDING PERMITS FOR BASEMENT
HOMES" was introduced and assigned No. 2-52. H.M. Johnson moved its adoption,
seconded by Reuben Petersen. Upon being put to vote, there were: AYES, 5; NATES, 0;
and the resolution was declared a dopted and passed. .

been promised to be made to the council by September 1, 1952. In view of the
fact that no report had been received, the Village Attorney was directed to write
to the Milwaukee Railroad Co. to find out what the status of their plans was at
this time and report to the council.

Chas. Kohls appeared beforeithe Council inquiring when Seventh Street-would be opened.
After discussion, the Cpuncil informed Mr. Kohls that Seventh Street would be opened
as far as Corrigan's Addition this fall and all the way to Ash Street next spring.

Being 9:00 P.M., the Mayor inquired if any bids had been received in response to
our advertisement for Curb and Sidewalk construction published in the Dakota
County Tribune. The Clerk informed the Council that two bids had been received,
rely: F.A. Kelly and Art Boller.
Whereupon it was moved by H.M. Johnson, seconded by Reuben Petersen, that bids be
clpsed. Motion carried.
The Cler3 was directed to open and read the bids which were as follows:
F.A. Kelly: $2.00 per lineal foot for Curb & Gutter
1.50 per lineal foot for four foot sidewalk.
Art Bolier: 1.95 per lineal foot for Curb & Getter
.45 per square foot for sidewalk.
Whereupon it was moved by H.M. Johnson, seconded by Reuben Petersen, that the bid of
F.A. Kelly be accepted. Upon being put to vote, there were: ALES, 3; NAPES, 0;
and the motion was declared passed.
A public hearing was then held on the proposed sidwwwalk assessment an Elm Street.
No property owner appearing in objecthion to said assessment, a proposed resolution
entitled: "RESOLUTION ADOPTING ASSESSMENT" was introduced and assigned No.10-52.

Officials of the Northern Natural Company - Pe les Natural Gas Division,
including Mr. Richard Bernard and Mr. C.A. Cove appeared before the council
requesting a renewal of their franchise in Fa gton for a period of another
25 years. Mr. Bernard informed the council that they IMO would agree to
connect up the applications now on file ) of which there were
twenty-two (22) if the Council could see their way clear to grant the franchise
at this time.
After considerable discussion and consideration, it was moved by H.M. Johnson,
seconded by Reuben Petersen, that the matter be tabled until the next regular
meeting on December 8, 1952.

Upon motion by H.M. Johnson, seconded by Eugene Kuchera, the Clerk was directed

The application for a permit, by McHugh Bros. to move a private garage building
from tne,rear of #425 Third Street to #427 Third street and to build an additiin
thereto and the recommendations of the Building & Planning Commission concerning
the said application were duly considered. Thereupon its was moved by
Reuben Petersen, seconded by A.H. Field, that,inasmuch as the proposed project
does not comply with Village Ordinance No. .120 (Fire Limits) the application
for permit be rejected. Upon being put to vote there were: Ayes, 5;. Nayes, 0;
and the Clerk was instructed to notify the applicant that the permit had been
denied.
Village Attorney McBrien reported that he had again received complaints relative
to the trains parked an the tracks adjacent to Pine Street and that Councilman
Petersen and humself had inspected the houses of the objecting property owners.
He showed pictures displaying the damage to the houses and reported that he
had made contact with the Railroad officials and expected to hear something
more definite in the near future.
Teo reptesentatives of the State Civilian Defense orifice and Mr. Musaman and
Mr. Shirley of the local Civilian Defense Committee appeared before the Council
with a proposed agreement for the assignment of certain defense materials.
After considerable discussion and due consideration, the matter of the agreement
was tabled until the Village Attorney could chedk the legegity of said agreement
with the Attorney General.III -
Mr. Harrison and Mr. C.A. Covey of the Peoples Natural Gas Co. appeared before
the Council regarding the question of renewing their franchise. Mr. Harrison
explained in detail the problems of theircompany and the reasons for requesting
renewal at this time. Mr. R.'. Nordquist, Richard Beyer, Donald Whittier, •
and A.C. Smith 9 representing a committee from the Farmington Commercial Club
also appeared. After considerable discussion, Mr. Harrison assured the
Council that his Company would do the following, if the fra a $"anted
at this time: (1) Guarantee gas service to the new school,%oa�'po ntsAt the
corner of Maple &-Fourth streets or Maple and Sixth Streets (as the Board may
decide) within a period of 2-3 years; (2) Remove all the 5 degree shut-offs •
on commercial building; (3) Connect up all residential, commercial, and
industrial applications now on file. (4) Connect up with gas the residence
of John P. Sauber, if the c cil would approve; (5) Remove all the present
