Whittier, Village Treasurer; Ray Briesacher, Justice of the Peace; J.R. Klotzbeacher, Constable; and the public officials & employees bond as furnished by the Aetna Casualty & Surety Co. were approved and ordered placed on file with the proper authorities. A request having been received from the Village Treasurer, it was moved by Reuben Petersen, seconded by Eugene Kuchera, that the First National Bank of Farmington, Farmington, Minn. be designated as the depositary of all village funds, that the collateral pledged by the said bank be approved, and that the Federal Reserve IIIBank of Minneapolis, Minn. be designated as the place of safekeeping of said collateral. The Village Clerk's Financial Statement for the year ending December 31, 1953 was presented and reviewed. Upon motion by A.H. Field, seconded by Eugene Kuchera, the Financial Statement was approved, ordered placed on file for public inspection, a copy thereof published in the Dakota County Tribune, and a copy thereof filed with the Public Examiner for the State of Minnesota in accprdance with the requirements of law. -11 152 Upon motion by H.M. Upon motion by H.M. Johnson, sedonded by Eugene Kuchera, the Clerk was directed to. transfer $500.00 from General Fund to the Farmington Youth Commission. Upon motion by A.H. Field, seconded by Eugene Kuchera, a temporary permit to move a trailer on to the SW4 of Lot a, Block 2, Humphrey's Addition was orddred issued to elmer Staupe et al. An application by R.J. McDonald for an "On-Sale & Off-Sale Non-Intoxicating Beverage License" was duly considered. Upon motion by A.H. Field, seconded by H.M. Johnson, the application was tabled. An application having been received for a "Non-Conforming Use Permit" on Lot 1 Markman's Addition from the Salem Evangelical United Brethren Church, a public hearing on the question duly called and held, upon motion by H.M. Johnson, seconded by Eugene Kuchera, a Non-Conforming Use Permit to erect a church was granted to the stated applicant. After a full discussion, upon motion by A.H. Field, seconded by H.M. Johnson, the Clerk was directed to advertise for bids for a new police car, trading in upon such pur- chase the present police car. No further business appearing, the meeting was duly adjo -a!d. � /;// .lI A.i/•A r owe i.. --011211, Village Clerk 153-- SPECIAL MEETING A special meeting of the Village Council of the Village of Farmington, Minn. was held in the council chambers on January 25th, 1954 with all members present. The Mayor inquired if any bids had been received for a new police car in answer to our adverisement in the Dakota County Tribune on January 15, 1954. The Clerk informed him that four bids had been received. Upon motion by H.Y. Johnson, seconded by Reuben Petersen, the bids were ordered closed. The Clerk was directed to open and read the bids, which were as follows: Community Auto & Oil Co. - 1954 Studebaker Champion - Net Cost: $700.00 Farmington Auto Col - 1954 Ford 6 Cyl. 2-dr. Upon being put to vote, there were: AYES, 4; MAYES 1; and the motion was carried. Mr. E.A. Westman, Consulting Engineer, of 1016 Metroploitan Bldg., Minneapolis, Minn. appeared before the council to discuss the street and road survey being conducted by the Minnesota Highway Dept. After consideration, the Council informed Mr. Westerman that they would take the matter up at a later date. Upon motion by Reuben Petersen, sedonded by A.H. After discussion, it was moved by H.M. Johnson, seconded by Reuben Petersen, that membership be purchased for F.E. Schrader, Fire Chief, if he so desired. A leeter from City of Minneapolis relative to the control of Natural Gas rates was read by the Clerk and referred to the Village Attorney for study and report at the next meeting for action. Upon motion by Reuben Petersen, seconded by H.M. Johnson, a special meeting was called for Monday, February 15, 1954 in the council chambers to consider the hiring of an architect to prepare plans for the proposed municipal liquor store bugilding, Motion by H.M. Johnson, seconded by Reuben Petersen, that the application for a Non-Intoxicating Beverage license by R.J. McDonald be tabled. Motion carried. Johnsf,•, 'illage erk 155 SPECIAL MEETING A special meeting of the Village Council of the Village of Farmington, Minn. was held in the council chambers on Febryary 15, 1954 with the following named members present, viz: Francis Ingerson, Reuben Petersen, H.M. Johnson, and Attorney John McBrien. The purpose of the special meeting was to discuss the matter of a new Municipal Liquor'Store building. Dr. R. Robert Elkin, Rev. Lawrence Rule, Rev. Robert Hansen, and Rev. James Schneider of the Farmington Ministeral Association appeared before the council to discuss the said matter. Various members of the Council traced the ligior situation in Farmington, cited the inadequacies of the present location, and stated the reasons that they 1011 were seriously considering the construction of a new store. The paetors indicated that they did not believe theta new liquor store was the primary need in Farmington and that other thibgs, such as a youth center or new municipal sewage disposal plant were more necessary. The Council invited the ministers ti inspect the present ligiom store after the council meeting. Mr. Bhifflet and Mr. Weichselbaum, of Shifflet, Backstrom & #46irCarter, architects, discussed the proposed plan with the council and stated that they would send a proposal for a contract between their firm and the Village of Farmington for consideration at the next meeting. The minutes of the last regular meeting and of the special meeting held since that date were read and approved. The applications for building permits and the recommendations of the Farmington Building & Planning Commission were duly considered. Upon motion by Eugene Kuchera, sedonded by Reuben Petersen, the application of M.E. Hoffman was approved and the following permit' ordered issued: ' M.E. Hoffman — private dwelling — So. 60 ftt of Lots 5 & 6, Elm ay Add. The matter of the charge to be made whenever the village grader was requested for use outside the Village was discussed and the charge set at $10.00 per hour. 111 The possibility of the annexation of Reinardy's division into the incorporate limits of the Village of Farmington was discussed and the council indicated a favorable reaction if and when proper application is made. Francis Byrne appeared before the Council rdlative to the opening of the alley in NW Block 2, Greenway Addition nA". Reihsen appeared beforev (f the Council to discuss the matter of the flouridation of the city water supply. The Council discussed the matter and stated that this was under the jurisdiction of the Water Board and that they would take the matter up with the Water Board. H.E. Haffner, Edwin Seurer and Albert Diesen appeared before the Council re- gistering a complaint regarding the storage of equipment at the fobaer Farming.bon D.JE Oil Station. After considerable discussion, the Council informed these men that there was no ordinance regulating this particular matter,#$#######A#M1 that they had attempted to correct the situation a short time ago, and consequently there was no action that they could take. The matter of speeding and reckless driving on the village streets was brought to the attention of the Council by a number of village residents. Police Chief Klotzbeacher was present and pointed out some of the difficulties the local police department was encountering in this matter. After considerable discussion, it was suggested that an educational campaign on the hazards be undertaken through the local newspaper by the Police Department. Attorney Mcen reported that he had discussed the matter of membership in the Minnesota Fire. Chief's Ass'' . with Chief F.E. Schroiier, and he was told that Chief Schroeder had belonged to the orgjnization at a previous time but that he was not particulaOily interested at present, in view of the increased membership fee. Matter was tabled. Mr. McBrien reported further thab he had investigated the matter of the control of natural gas rates as suggested by the letter from Mayor Hoyer of Minneapolis and that he had made inquiry to the League of Minnesota Municipalities. He recommended tabling the matter at the present time. Motion by H.M. Johnson, second by Reuben Petersen, that the matter be tabled. 157 D.B. Whittier, President of the local School Board, appeared before the Council relative the the question of the proposed constmction of a steam line from the new school site to the present school site. The ###### proposed line would cross Maple street midway between Fifth & Sixth streets, run down the alley in Block 1, Greeway Addition, and cross Locust Street to the present site. The Mayor directed Attorney McBrien to investigate the matter and inform the local school board as to the proper procedure required to obtain the necessary permit. III The matter of the amount of street work to be done this year was discussed. Reuben Petersen, Street Commissioner, stated that it was necessary that three blocks of seal coating (2 blocks on First 6treet & i block on Oak Street) must be done this year to protect the tarvia surfacing. The matter of the construction of at a now municipal liquor store building was discussed at length with the following persons present: Dr. R.R. Elkin, Rev. James Schneider, Rev. Robert Hanson, lev. Stanley, Wm. G. White, and George Sypal. Clerk H.L . Johnson reported that 28 letter in opposition to the pro— posed project had been received, viz: 23 letters from village residents, 4 letters from non—residents, and 1 letter from the youth of the Salem Evangelical United Brethren Church. After considerable discussion by all present, it appeared that no decision would be reached at the present time. Ho further business appearing, it was moved by H.M. Johnson/i age Clerk SPECIAL MEETING A. special meeting of the Village Council of the Village of Farmington, Minn. was held in the council chambers on March 8th, 1954 with all members present. The matter of entering into a contract for the drawing of plans and specifications for a new liquor store was discussed. Dr. R.R. Elkin, president of the Farmington Ministeral Association presented a list of 233 names who stated that _ they supported the actions of the said association in apposing the construction of a new municipal liquor store. A lengthy discussion of the pros & cons of the matter followed between the members of the Council and the members of the Farmington Ministeral Ass'n. After due consideration of all factors involved, it was moved by A.H. Field, seconded by Eugene Kuchera, to accept the contract of Shifflet, Backstrom & Carter, Architects, Minneapolis, Minnesota to prepare plans for the new municipal liquor store and to authorize the Mayor & Clerk to sign said contrast in behalf of the Village of Farmington. Upon being put to vote, the following vote was recorded: AYES, Ingerson, Field, Petersen, Kuchera, Johnson; NAYES, None; and the motion was declared unanimously passed, No further business appearing, the meeting was duly adjourned. The report of the Minnesota Department .of Health of the water supply in Farmington, pursuant to a recent examination, was reviewed and ordered placed on file with the Water Board. An application for a "Non-Conforming Use Permit" by Bernard Olson tp operate a Dairy Queen store on Lot 10, Block 1, A.H. Sprute's Addition was received and reviewed. Mr. B.A. Record, Building Insoector and Edwin Ebeling appeared beforei the Council requesting the return to Mr. Ebeling of his 3500.00 cash deposit relative to the improvements that were to be made on the house he moved into Farmington. The Building Inspector stated that he had inspected the building that the roof had been covered with shingles and that the siding of the side walls was nearly complete. In view of the recommendation of the Building Inspector, it was moved by A.H. Field, seconded by Reuben Petersen, that the Clerk be directed to return the cash deposit of 3500.00 to Mr. Ebeling. Motion carried. Mr. Vernard Marcell of Norther States Power Co. and Mr. J.0. Humphrey of the Central Electric & Gas Co. appeared before the Council requesting that the Council take appropriate action to- see that a directional sign be placed on the corner where Highway #65 turns south on the west edge of Farmington. They stated that it was very confusing to motorists inasmuch as they see the street light directly ahead and assume that the road continues straight into Farmington. They fu±her stated that their companies had electric light poles immediately adjacent and if they were to be knocked down during the winter months, it might cause considerable inconvenience to the residents of Farmington, A motion was made by H.M. Johnson, seconded by Eugene Kuchera, that the Village Council request the Minnesota Highway Dept. to erect an appropriate sign at this curve. Motion carried. Mr. B.A. Record pointed out to the Council that the street lighting on Willow 111 street from Fifth street to the Highway #218 was very inadequate. Upon motion by Reuben Petersen, seconded by Eugene Kuchera, the Clerk was directed to contact Central Electric & Gas Company requesting 2 street light to be placed on Willow street and Pi. e Street respectively between Fifth Street and the Service Lane adjacent to Highway #218. The matter of a cigarette machine for the Municipal Liquor ## # Store was discussed. After considering the cost of purchasing a machine and the possibility of renting a machine on a Commission basis, the matter was tabled pebding further information. 178 At 9:00 P.M. a public hearing was held on the proposed vacation of Locust Street from Sixth Street to a point 170 feet of said Sixth Street in accordance with duly published notice. D.B. Whittier, R.F.` Schulz, and F.J. Henneberry, representing the Board of Education of Ind. Cons. School Dist. #40, appeared in behalf of the petition. Mr. & Mrs. John Jensen appeared in opposition to the proposed vacation. Mr. Jemsen stated that he had a drainage problem at the present time and that the closing of that portion of Locust Street would aggravate the situation even more. After a full discussion, it was moved by H.M. Johnson, seconded by Reuben Petersen, that the hearing be continued to a later date, allowing the Council to obtain grade levels, drainage date, etc. and that all parties would be notified when the matter would be again brought up for consideration. Motion carried. A hearing was then held on the proposed assessment for the tarvia and curb constriction on 4th Street. Inasmuch as none of the property owners appeared in opposition, a proposed resolution entitled: "RESOLUTION ADOPTING ASSESSMENT" was introduced and assigned No. 4-54. A.H.
