COUNCIL MEETING
A special Meeting of the Village Councia of the Village of Farmington, Minn.
was held in the offices of The First National Bank of Farmington, on Friday,
December 30th, 1955 with the following named members present, viz: Francis
Ingersox , A.H. Field, Reuben Petersen, and H.M. Johnson.
The following bills were reviewed and upon motion by A.M. Field, seconded by
H.M. Johnson, ordered paid from the Liquor Fund:

• COUNCIL MEETING
A regular monthly meeting of the Village Council of the Village of Farmington,
was held in the council chambers on January 9th, 1956 with all members present.
The minutes of the Last regular meeting and of the special meeting held on
December 30, 1955 were read and approved.
Upon motion by Reuben Petersen, seconded by A.H. Field,, the official bonds of
C.B. Uhit#ier, Village Treasurer; Ray A. Briesacher, Justicerof the Peace;
and Jacob R. Klotzbeacher, Constable; were approved and ordered placed on
file with the proper authorities.
Upon motion by Reuben Petersen, seconded by A.H. Field, license fees for the
year, 1956, were set as follows:
Cigarette - $12.00 Milk & Cream - 10.00
Theatre - 30.00 Beer (On-Sale) - 75.00
Pool Hall - 20.00 Beer (Off-Sale) - 5.00
• Club Liquor License (On-Sale) - 100.00
The Village Clerk's Financial Statement for the year ending December 31, 1955
was presented and reviewed. Upon motion by A.H. Field, seconded by Reuben
Petersen, the Financial Statement was approved, ordered placed on file for
public inspection, a copy thereof published in the__Dakota County Tribune, and
a copy thereof filed with the Public Examiner for the State of Minnesota, in
accordance with the requirements of Law.
Upon motion by Reuben Petersen, seconded by A.H. Field, the application of the
Clifford Larson Post #189, The American Legion, for an "On-Sale Club Liquor
License" was approved at a fee of $100.00 and a licenseordered issued.

lipon motion by A.H. Field, seconded by Reuben Petersen, the Clerk was directed to
transfer $3,000.00 from the Liquor Fund to the P.I.R. Fund, in r®payment of some
of the funds previously borrowed.
A request having been received from the Village Treasurer, it was moved by Reuben
Petersen, seconded by A.H. Field, that The First National Bank of Farmington,
Farmington, Minn. be designated as the depositary of all village funds and that
the collateral pledged by the said bank be approved and that the Federal Reserve
Bank of Minneapolis, Minn. be designated as the place of safe-keeping of said
collateral.
Applications having been received, upon motion by Reuben Petersen, seconded by
Robert Feely, the following cigarette licenses for the year 1956 were ordered

Upon motion by H.M. Johnson, seconded by Reuben Petersen, the Clerk was directed

9:00 P.M. on February 6th, 1956.

The financial statement of the Farmington Youth Cmmmission for the year ending
December 31, 1955, as presented by Mrs. Rosemary Feely, Secretary, was read and
reviewed. After due consideration, upon motion by H.M. Johnson, seconded by
Reuben Petersen, the financial statement was approved, ordered placed on file,
and a copy thereof published in the Dakota County Tribune.
Upon motion by H.M. Johnson, seconded by Reuben Petersen, the purchase of a
Radiological Survey Meter and a Geiger Counter, for Civilian Defense use at a
III cost of cost of $52.14 as 'the Village share (50% from the village & 50% from%
Federal Government) was approved.

The application for temporary permit by Ralph C
Curtis to park a house trailer
on Lots 2 & 3, Block 10, Village of Farmington, was again considered. Mr. Francis
Snyder and Ralph Curtis appeared in favor of said permit and Mr. Stanley Gordner
appeared in opposition. The Clerk presented a letter granting written permission
##00 to park said trailer by three of the four adjoining property owners. In
vieww of the fact that the village ordinance states that written permission must be
obtained from ALL the adjoining property owners, it was moved by A.H. Field,
seconded by H.M. Johnson, that the permit be denied for lack of compliance with
111 Village Ordinance. Motion carried. 'he Clerk was then directed to notify Mr.
Curtis, in.writing, that the permit had been denied. .
Mr. Van Slyke, Mr. Ardell Hansen, and Mr. S.N. Mickelsonappeared in behalf of
the Dakota.County Electric Cooperative, requesting the Village to sell their
• organization the South 20 feet of Lot 20, Park Addition. Mr.-Van Slyke Wormed
the Council that this was a strip of property immediately adjoining their present
property on the South and that they intended to use this additional property as
an entry to the rear of their building for loading and unloading and that it
would facilitate the parking of cars south of their building, which was very
necessary due the # # fact that Third Street was extremely narrow at that point.
Mr. McBrien reported that an alley was platted, on the north side of Lot 22 and
that the alley ctuld be opened if and when the council decided to do so.

After due deliberatint,a proposed resolution entitled: "RESOLUTION FOR SALE
OF REAL ESTATE" was intfoduced and-assigned No. 1-56. A.H. Field moved its
adoption, seconded by H.M. Johnson. Upon being put to vote, there were:
AYES, 5; NAYES, 0; and the resolution was declared adopted and passed.
L„letter was read from'the Mayor of St. Paul, Minnesota urging opposition
to the Fuibright &Harris bills , now being considered in the U.S. Senate
and House of Representatives, respectively. After due discussion, a pro-
posed resolution entitled: "RESOLUTION OPPOSING PASSAGE OF-FULBEiIGHT &
HARRIS BILIS" was introduced and assigned No. 2-56. • A.H. Field moved
its adoption, seconded by Robert Feely. Upon being put to vote, there
ware: AYES, 5; NAPES, 0; and the resolution was declared adopted andIII
passed. Attorney McBrien was directed to transmit copies of the foregoing
resolution to our Senators 4 Congressman.

Upon motion By H.M. Johnson, seconded by Robert Feely, the Clerk was directed
to transfer $2,000.00 from the Liquor Fund to the General Fund.
Application for building permits and the recommendations of the Farmington
Building & Planning Commission were duly considered. Upon motion by H.M.
Johnson, seconded by Robert Feely, the following permit was ordered issued:
Edward Ryan - new dwelling - Lots 4 & 5, Farm Bureau Addition.
Upon motion by H.Y. Johnson, seconded by Robert Feely, the Clerk was directed
to transfer $500.00 from the General Fund to the Farmington Youth Commission.
Being 9:00 P.M., the Mayor inquired if any bids had been received for the pro-
posed sidewalk & curb construction in accordance with our advertisement in the
Dakota County Tribune. The Clerk informed the Council that two bids had been
received. Whereupon it was shoved by H.M. Johnsen, seconded by Robert Feely,
that bids be closed. The Mayor then instructed the Clerk tp open and read
the bids which were as follows:

Whereupon it was moved by H.M. Johnson, seconded by;Robert Feely, that the bid of
Leslie J. Topp be accepted. Upon being put to vote there were: AYES, 3; NAPES,
0; and the motion was declared passed.
The matter of the house trailer parked on Lots 2 & 3, Block 10, Village of Farmington,
for which a permit had been denied, was again thoroughly discussed. After due
deliberation, it was moved by H.M. Johnson, seconded .by Robert Feely, that the
owner of the property, Ralph Curtis, be notified to remove the house trailer
within `thirty (30) days after receipt of notice and in the event of failure to
remove the trailer, that the Chief of Police and Village Attorney be authorized to
take action to prosecute said owner under the_requirements of 0rdi ance No. 109.
Motion isnanimously carried.
The matter of the Sewage Disposal Plant was introduced and thoroughly discussed.
The Clerk informed the uouncil that he had been contacted by the Stream Pollution
111 Division of the Minnesota Dept. of Health regarding the progress of the proposed
plant. After due consideration, Mayor Ingerson, directed the Clerk to contact
Banister Engineering Company and Twin City Milk ;reducers Asstn. end set up a
meeting with officials from the two aforementioned organizations and the members
of the Village Council on a date satisfactory to all parties concerned. It
was suggested Monday, February 20th, 1956 or February 27th, 1956 as the possible
dates for said meeting if satisfactory.

• SPECIAL MEETING
A special meeting of the Village Council of the Village of Farmington, Minn.
was held in the Council Chambers can Monday, --February 27th, 1956 with all
members. present.
Mr. A.W. Banister of Banister Engineering Co. and Mr. Richard Bonney and A.B.
Kosek of Twin City Milk Producers Ass'n. were present to discuss the problem
of sewage waste treatment within- the Village of Farmington.
Mr. Banister discussed the plans previously drawn,- the changes nor recommended
due to the increase of population and experience in methods of treatment.
Types of construction, location, cost of the project, methods of financing,
etc. were all discussed.
In view of the fact that further investigation and study is needed, no action
was taken on the matter but another meeting tentatively scheduled in the near
future.
No furher business apoearing, the meeting was ad ourned at 1:00 A.M.

Upon motion by R.M. Johnson, seconded by Reuben Petersen, the Clerk was directed
to transfer $2,000.00 from the Liquor Fund to the General Fund.
Upon motion by Reuben Petersen, seconded by A.H. Field, the Clerk was directed
to transfer $500.00 from the General Fund to the Farmington Youth Comaissionn.
A petition was received for the improvement of Maple Street from Third Street
to Sixth Street by the construction of Curb, Gutter, and Tervia. Said petition
was signed by property owners representing 35%--of the abutting property as
required by statute. The matter of this improvement was thoroughly discussed,
the Clerk instructed toobtain an estimate of the cost of said improvement from
competent engineers, and a public hearing on the matter set, after two weeks
published notice, in accordance with the requirements. NOTE: 41*
The matter of the local lock-up and the i'ecomnendatiins of the Department of
Health for the State of Minnesota was discussed. A.H. Field, Police Commissioner,
and H.M. Johnson, Village Clerk, were directed to obtain estimates for the re-
modeling of said jail in order to conform with the-requirements of the State
Department of Health. -

An application having been received from the Farmington Company of Jehovah's
Witnesses for a Non-Conforming Use Permit to erect a "lingdcm Hall" meeting
place on Lot 1, Farm Bureau Addition, it was moved by H.M. Johnson, seconded
by Robert Feely, that a public hearing on the matter be set for Monday, April
23, 1956 at 8:00 P.M. in the council chambers and the Clerk be instructed to
publish notice of said hearing in the Dakota County Tribune.
A petition was received for the improvement of that certain street lying South
of Lots 2 & 3 and North of Lots 10 &,11, in Field Addition, Village of Farmington
by the construction of tarvia. Said petition was signed by property owners
representing at least 35% of the abutting property as required by statue. After
due discussion a proposed resolution entitled: "RESOLUTION DECLARING ADEQUACY OF
PETITION AND ORDERING PREPARATION OF REPORT THEREON WITH REFERNCE TO IIPROVEMENT
OF STREET" was introduced and assigned No. 4-56. H.M. Johnson, moved its
adoption, seconded by Reuben Petersen. Upon being put to vote, there were:

PUBLIC HEARINGS
A public hearing was held on April 23rd, 1956 at 8:00 P.M. in the City Hall
to condider the application of the Farmington Congregation of Jehovah's
Witnesses, Inc. for a non—conforming use permit-to erect a meeting hall on
Lot One, Farm Bureau Addition to Farmington, Minn.
Mayor Ingerson directed-Attorney John J. McBrien to conduct the hearing. It
was pointed out that the estimaked cost of the building would be about
$12,000.00, building would face east on Highway service lane, and that there
would be a parking lot in the rear of building. III
Proponents of the application were:
Mr. Newland, who stated that the building would be a rectangular
building with crab stone front, would be in conformity with regular
church buildings and that tkey would try to have parking off the
sheets. He further stated that they have regular meetings about 3 times
3 times a week with only about forty members so it wouldn't be crowded.
Normally, they would beet Sunday afternoon and Tuesday & Thursday
nights.
Mr. Wilson of Northfield, Minn.,and Mrs. 4.H. Newland.
Mr. Curtis Hauge of Northfield, Minn., who stated that the building
would be decent looking, somewhat like a home.
Opponents to the granting of the permit were:
Louis E. Borell, owner74 of So.i of Lot 7 and all of Lot 8, Farm Bureau
Addition who stated that the type of structure was not suited to a
residential area. Also that on a lot 75' x 120', the parking area
left in the rear woyld be inadequate.
Roy Harmer, owner of Lot 10, Farm Bueau Addition; Richard Beyer, owner
of Lots 6 & 7, Corrigans Addition; Erich Illich, owner of Lot 6 & No.
zi Lot 7, Farm Bureau Addition; L.W. Massee, owner of Lots 3 & 4,
Eaken's Addition; Dean Empey, owner of Lot 6, Flynn's Addition;
Donald Molitob, prospective owner of adjoining property.
Floyd Johnson, owner of Lot 7, Flynn's Addition, who inquired if the
home cut, rough lumber, now on the lot was an indication of the type
of material to be used in the construction. Mr. Newland stated that
this lumber was to be used for the framework of the building.
After all present had had an opportunity to be hear, Attorney McBrien terminated
the public hearing and stated that the Village Councilwould consider the
matter and reach a decision not later than the next regular meeting.
A public hearing was then held on the matter of the construction of curb, gutter,
and tarvia on Maple Street between Third and Sixth Streets. All interested
property owners had an ,opportunity to be heard in favor of or in opposition to
the proposed construction. After a thorodgh discussion, the public hearing
was terminated and all concerned informed thatbthe Village Council would
consider the matter further and take the action that they deemed advisable.
A public hearing was then held on the matter of sidewalk construction and tarvia
construction on that portion of Maple street in Field Addition. No opposition
to the proposed construction was raised and the hearing was duly closed.
The Village Council would consider the matter further at the next regular
and make their decision.

III After considerable discussion and due deliberation, it was decided to replace
approximately five blocks of sidewalk this year. The sidewalk to be replaced
would be determined on the basis of need and the amount of traffic using the
sidewlk in question. It was further decided that any other sidewalk than those
scheduled this year for replacement on the basis of amount of money allocated
in the-budget for this purpose, would be replaced upon receipt of a petition
from the adjoining properjy owners,after a public hearing had been held lin the
matter, on a basis of 50% of the cost being paid by the property camera and
50% being paid by the Village.
E.W. Ahlberg appeared before the council complaining of the water supply at his
residence on Oak Street. After considerable discussion, the Clerk was directed
to contact Banister Engineering Co. to determine what had been done to find the
cause of this contamination.
Mr. E.F. Carey and C.G. Magnuson appeared before the council to inquire if some
correction could not be made of the intersection of Elm & 7th streets where
water collects and fails to drain properly. After a thorough discussion, the
Clerk was directed to contact Mr. Jones of the Minnesota Highway Maintenance
Dept. to see if some solution might be reached.

IIIthe packing available at that time for examination. The Clerk was directed to
contact J.E. Sauber Plumbing firm to dig up a section of the pipe for their
examination and also send a section to TWin City Testing & Engineering Laboratory
for examination.
The Clerk read a letter from the attorneys for Farmington Jehovah Witnesses Inc.
relative to their application for a non-conforming use permit. The matter was
referred to Attorney John McBrien for reply.

for the said school district in regard to the matter and report back to the
Village Council at the next regular meeting.

Mayor Ingerson inquired if any bids had been received for the seal coating of
certain streets in response to our advertisment in the Dakota County Tribune. The
Clerk informed the Council that three bids had been received. Whereupon it was
moved by Reuben Petersen, seconded by H.M. Johnson, that bids be closed. The
clerk was then directed to open and read the bids which were as follows:

A special meeting of the Village Council of the Village of Farmington, Minn.
was held in the council chamber on July 17th, 1956 for the purpose of discussing
the proposed Sewage Disposal plans with representatives of Twin City Milk
Producers Asstn. and Banister Engineering Co.
Cost estimates of construction and operation for a plant to meet the needs of
the Village of Farmington only, for a plant to meets the needs of the Village
and twin City Milk Producers Asstn. joint* -, both with and without pre-treatment.
After considerable discussion and deliberation, it was mutually amused by all
parties present that an equitable distribution would be as follows:
Village should stand the cost of construction of a plant suitable
for Village needs alone and cost of Operation of that' plant. Twin
City Milk Producers Asstn, should pay Zile additional cost of
construction of a plant suitable to meet the needs of both parties
and the additional cost of Operation of the dual plant.
Mr. Petersen, of T.C.M.P.A., stated that they would present the proposed plan
of financing to their Board and report their reactions to the Village Council.

Clerk informed the Council that four bids had been received. Whereupon it
was moved by H.M. Johnson, seconded by Robert Feely, that bids be closed. Motion

A special meeting was scheduled for Monday, November 26th, 1956 to discuss with
the Engineer the proposed plans for sewer and water main extensions and to discuss
the limpoimi proposed clorination with the Village Water board and the engineer.
After due consideration of the 1955 and 1956 budgets, of the receipts and
expenditures for 1955 and 1956 to date, and of the anticipated receipts and

A special meeting of the Village Council of the Village of Farmington, Minn.
was held in the council chambers on November 26th, 1956 with all members
present.
T.J. Feely, F.J. Henneberry and Chester Brinkman of the Water Board and Mr.
W.J. Bell of Wallace & Tiernan and Mr. ister and Mr. Peterson of Banister
Engineering Co. met with the council concerning the chlorination and florida-
tion of water within the Village. -
After a thorough discussion of all the aspects of the matter, it was moved by
H.M. Johnson, seconded by A.H. Field, to recommend to the Water Board that
they rent chlorination equipment from Wallace & Tiernan Comppny an a trial
basis and that they give serious consideration to the installation of flourida-
tion equipment. Motion carried. °
Representatives of Banister Engineering Co. presented- cost estimates of the
construction of sewer and water mains on Sixth &' Seventh streets. After a
thorough discussion and in view of the high cost estimates, the Council
directed Banister Engineering Co. to prepare cost estimates of the same con-
struction raising the average depth to frihst level" on the southernmost ex-
tremity and also to consider the construction of said mains in the alleys be-
tween'Sixth & Seventh streets and between Seventh & Eighth streets and report
to the Council.

Upon motion by Robert Feely, seconded by Reuben Petersen, the Clerk was
directed to transfer $2,000.00 from the Housing Fund to the General Fund.
Upon motion by H.M. Johnson, seconded by neuben Petersen, the Clerk was directed
to transfer $2,000.00 frau the Liquor Fund to the General Fund'-and $1,000.00
from the Liquor Fund to the P.I.R. Fund.
A► request having been received, it was moved by Reuben Petersen, seconded by
H.M. Johnson, that thebuilding permit of Mrs. Wm. Ristcwi be cancelled and the
fee refunded. Motion Carried.
The matter of the posed sewage treatment plant was thoromghly discussed. A
proposed resolution entitled: ":RESOLUTION DIRECTING THE CLERK TO MAKE APPLICATION
FOR FEDERAL GRANT FOR SEWAGE TRFATMENT WORKS UNDER 33 U.S.C. 466 ET SEQ." was
introduced and assigned No. 22-56. Reuben. Petersen moved its adoption, seconded
by H.M. Johnson. Upon being put to vote, there were: AYES, 4; NAYES, 0; and
the resolution was declared adopted and passed.
The matter of the prxmand proposed sewers and mater main construction on Sixth and
Seventh streets and the various cost estimates a-s prepared by Banister Engineering
Co. were considered. After a thorough discussion, a meeting on the matter was
set for December 27th, 1956 at 8:00 P.M.. in the pity Hall.

No. 128. Reuben Petersen moved its adoption, seconded by H.M. Johnson.
Upon being put to vote, the vote was as follows: AYES, Ingerson, Feely,
Petersen, Johnson; NAYES, None; A.H. Field being absent. The ordinance
was then declared adopted and ordered published in the Dakota County
Tribune.
