McElmury moved, seconded by Brosseth, that the bills be paid. All
voted in favor.
Gerten moved, seconded by Church, all voted in favor, that the justice of
the peace bond of $1,000, 00 for Glen Moser be approved.
Church moved, seconded by Gerten, all voted in favor, that the
amounts in the 1964 budget for the P, I,R, , City Hall and Park funds, be
transferred from the general fund to the respective special funds.
Brosseth moved, seconded by McElmury, all voted in favor, that the
comprehensive general liability insurance policy with the C. E. Cadwell
Agency be renewed,
Village Attorney McBrien was instructed by the Council to prepare a
registered letter to be sent to Ralph Rasmussen, operator of the Tiger
Inn, to notify him that his beer licenses will not be renewed when they
expire on April 6, 1965. Stat law forbids renewal of licenses after a
conviction of sale of beer to minors. The letter would also notify Mr.
Rasmussen that his licenses would probably be revoked immediately, if another
conviction occurred before the expiration date.

Upon motion made by Church, seconded by McElmpry, and unanimous-
ly passed by the Council, the low bid of MacQueen Equipment, Inc., in
the sum of $9105.00 was accepted for the purchase of an Elgin Custom
375 Street Sweeper.
A Special Meeting was called for January 7, 1965, for the purpose
of discussing revised plans with the architect concerning a proposed
new Village Hall.
In accordance with the usual !practice at the first meeting of
the Council each year, the following appointments were donsidered and
passed upon:
McElmury moved, seconded by Brosseth, and unanimously passed
that First National Bank of Farmington be and is designated as the
official depository.
Cook movedy4, seconded by Church, and unanimously passed that
Dr. Murray Hunter be appointed health officer.
Brosseth movedgeconded by Church, and unanimoully passed that
Emmet Carey be appointed as weed inspector.
Brosseth hbved, seconded by Church, and unanimously passed that

Village.

Special Meeting
January 7, 1965
The Village Council of Farmington met on January 7, 1965, with
a.4.4 members present.
Architect, Joe Weichselbaum presented revised plans for a proposed
new Village Hall to be located at the site of the present Village
Hall. The plans called for a reduction in the overall floor area from
the original proposal with a substantial savings in cost. Mr. Weichsel-
baum was requested to prepare mats suitable for newspaper publication
which would highlight the revisions from the original proposed plans.

McElmury moved, seconded by Church, all voted in favor that the
bills be paid.
The Clerk was instructed to transfer into Certificates of Deposit
the following sums from the named Funds:
Bond .& interest Fund, $10,900.00; Fund No. 11, $17,500.00;
1962 Improvement Fund, $8,000.00; Fire Equipment Fund, $1,500.00.
Village street improvements for 1965 were discussed. The Council
considered the remainder of 7th Street as well as improvements to
2nd Street. Village attorney, John McBrien, was instructed to cintact
the Railroad relative to acquiring land for 2nd Street. The improve-
ment of 3rd Street covering the two downtown blocks was discussed.
The Mayor indicated that he would confer with the Farmington Commer-
cial Club relative to 3rd Street.
It was propoeed that the Council consider sidewalk improvements
on an annual basis but no affirmative action taken.
Street Superintendent, Bill Hince, discussed the garbage pickup
situation and offered some information on throw-away-type refuse bages,
which are designed to speed-up the pickup system and reduce the labbr
involved. No affirmative action taken.
After a discussion with Liquor Store manager, Ray Rubey, and Me.
Crosby of Auto Bar Company, McElmury moved, seconded by Church, all
vothd in favor, that the Village purchase 32 liquor dispensers and
their components, with an unconditional one year warranty from the
Auto Bar Company for the sum of $2,844.94. The foregoing Patented
Equipment No. 2559815, 2801353, 2631755, 2732106, 2845964, and 0161442*
had been on lease to the Liquor Store since October 1964.
Upon motion made by Cook, seconded by Brosseth, all voted in
favor of employing Dennis Holt to re-upholster the booths at the
Liquor Store for the sum of $198.00.
The Village Attorney was requested to contact the architect
relative to a moisture problem in the roof of the Liquor Store.
Upon motion made be Brosseth, seconded by McElmury, all voted in
favor of hiring Lee Stapf on a permanent basis in the Liquor Store
retroactive to six months ago.
Upon motion made by Church, seconded by Brosseth, all voted in
favor of hiring Ray Rubey as Liquor Store Manager on a permanent
basis retroactive to July 1, 1964.
Upon motion made by Church, seconded by McElmury, all voted in
favor if authorizing the Village Attorney to prosecute a careless •
driving charge against Ray Siebenaler in Hastings Municipal Court.
Upon motion made by McElmury, seconded by Church, all voted in
favor of granting a Mobile home permit to Cecil Lord to be located at
508 3rd St.
Police Commissioner McElmury was instructed to confer with Police
Chief Klotzbeacher relative to proposed regulations for the police
department and to discuss the matter with the. Council at a later date.
The Village Attorney was instructed to make fO'tbher inquiry
relative to obtaining Federal funds for the library which would be
part of the proposed new Village Hall.
The minutes of the meetings of January 4 and January 7, 1965,
were read and approved.

Special Meeting
January 28, 1965
The Village Council of Farmington met on January 28, 1965, with
all members present.
The topic under discussion was the Fire Insurance coverage for
the Village for the year i965. Proposals were submitted by 0. J.
Lubke of Lubke Insurance Agency and Harvey Snyder of Farmington Agency.
Both parties outlined the present insurance needs of the Village as
well as suggestions for improving the overall insurance program for
the future at substantial savings to the Village. New appraisal 1
figures covering the valuation of the Village buildings were offered
by Lubke Insurance Agency.
After hemming both insurance agents, McElmury moved, seconded by
Brosseth, ali voted in favor, that the Fire Insurance for 1965 be

awarded 50% to Lubke Insurance Agency and 50% to Farmington Agency,
with coverage based on the new appraisal figures as follows:

McElmury moved, seconded by Church, all 'voted in favor that the bills

The Council heard representatives of Hirsch Bros,Inc., relative to
a proposed 12 unit apartment building to be located on Lot Seven (7)
Block eighteen (18), town of Farmington. No affirmative action taken
regarding request for modified permit to allow increase in size of
building from previously proposed 0 feet by 30 feet to 42 feet by 90 feet.
Church moved, seconded by McElmury, all voted in favor to accept the
resignation of the Clerk, F. Roger Cook, effective March 15, 1965. A
Resolution to this effect appears in Book of Resolutions Number 1-65.
The Council herd Mrs. Ralph Rasmussen relative to request for a
malt liquor license for the Tiger Inn. Mrs. Rasmussen was instructed to
complete an application for consideration at a subsequent meeting of the
Council.
McElmury moved, sconded by Church, all voted in favor to call for bids
on approximately seven (7) blocks of sidewalk.
McElmury moved, seconded by Church, all voted in favor of authorizing
Chief of Police, Jake Klotzbeacher, to attend the University of':Minnesota
Institute for Police Chiefs to be held March 22,2.3 & 24, 1965.
Church moved, McElmury seconded, all voted in favor of approving the
Village Financial Statement for 1964.
Church moved, Cook seconded, all voted in favor of approving the following
Building Permits:
Tillges Const. Co. -- Lot 4, Block 2, Sunnyside Addition
Adolfson A Peterson - Addition to Elementary School
The minutes of the meetings of January 28 and February 1, 1965 were read
and. approved.

Special Meeting
March 15, 1965
The Village Council of Farmington met on March 15, 1965 with all members
Present.
Cook moved, seconded by Brosseth, all voted in favor of granting a modified
non-conforming use permit to Hirsch Bras., Inc. for construction of a. 12
unit apartment building, 42 feet by 30 feet, to be located upon Lot seven(7),
Block eighteen (18) Town of Farmington, as more fully appears in Book of
Resolutions as Number 2-65.
Upon request by Tillges Construction Company for a non-conforming use
permit for construction of an enclosed, coin operated car wash to be
located upon the South 120 feet, Lot one(1) and the South 120 feet,
Lot two (2) of Block one (1), Bung's Addition, a public hearing was called
for, to be held at 9:00 P.M. April 5, 1965, the Regular Meeting of the
Council.
Brosseth moved, seconded by Cook to approve an application for an on-sale
mon-intoxicating malt liquor license in the name of Grace Rasmussen for
the Tiger Inn. Upon being put to a vote, Cook, Brosseth and Gorgos voted
in favor, McElmury and Church voted against. The application was approved
by a 3-2 vote.
McElmury moved, seconded by Brosseth, all voted in favor of granting a.
building permit to Lyle Ehlers for remodeling of residence at 709 Spruce
Street.
A special meeting of the Council was called for March 17, 1965 at 5:00
p.m. for the purpose of appointing a. clerk to the fill the vacant' created
by the resignation of F. Roger Cook effective March 15, 1965.
There being no further business, the Council adjourned.

Special Meeting
March 17, 1965
The meeting was called to order with Mayor Gorgos, Councilman Church,
Councilman Brosseth and Councilman McElmury present. After discusion of the
qualifications of the various applicants for the vacant role of Village Clerk,
the Mayor asked for a motion for the appointment of Leona Smithberger as
Village Clerk until December 31, 1965. There being no motion, the Mayor
asked for a motion appoint ung Roy Rademacher as Village Clerk until December
31, 1965. A motion was made by Mayor Gorgos and there was no second to the
motion.
The mayor asked for a motion apps±acting Harvey Snyder as Village Clerk
until December 31, 1965. Brosseth moved and seceonded by McElmury, McElmury
Brosseth and Church voted in favor, Gorgos apposed.
There being no further business the meeting was adjotarned.

The minutes of the March 1st Regular Meeting and March 15th Special
Meeting were read and approved.
Application of Mr. G. J. Reihsen for a coin-operated car wash was
tabled and the Clerk was instructed to write Mr. Reihsen and request that
the permit be requested on the regular permit form and resubmitted.
Discussion. with Mr. Peterson of Bannister Engineering regarding providing
water for a possible annexation by Felix Tillges. It was decided to meet
with the water board, Mr. -Tillges and Mr. Peterson at a later date.
At 9:-90 p.m.., there was a. Public Hearing regarding the application of
Felix Tillges for a non-conforming use permit for a coin operated car
wash, to be situated on the south 120 feet of Lot 1 and South 120 feet
of Lot 2, Block 1, Bung's Addition. After a lengthy discussion with the
aP fected property owners, there was a motion that the non-conforming use
permit be approved with the condition. that there be a fence erected
on the west of the plot aggeeable to the Council and the reservation by
the Council that it could restrict the closing to midnight if there was
any problems regarding loitering or vandalism. This motion was made
by Brosseth wi_ti- a. second by McElmury. Voting in favor were Brosseth,
McElmury, Snyder, Gorgos and Church Abstained.
Clarence Peterson appeared and inquired regarding city water. He was
informed that since he was not in the city limits water could not be
provided unless he wished to petition for annexation.
Upon motion by Brosseth and seconded by Snyder, all voted in favor that
Ben Cook be hired as a permanent employee as of March 15, 1965.

Special Meeting
April 2.6, 1965 ,
A special meeting of Village Council was held at 8:^0 p.m. on April 26,
1965, tai th all members Present.
A lengthy discussion was held with Mr. Peterson of Banister Engineeriing
and Mr. Felix Tillges and Mr. F. J. Henneberry of the Water Board
regarding Possible annexation of land south of the Present Sunnyside Addition.
Discussion centered on rpviding water for the new development. As a result
of this discussion, a Resolution was passed authorizing Bannister Engineering
to prepare a cost suryey for a new pump and pump house. This motion was
made by Snyder and seconded by Church, all voted in favor.
McElmury moved, Brosseth seconded, all voted in favor of passing Ordinance
155. The Ordinance provides for annexation of the Eugene Thurmes property.
Brosseth moved, seconded by Snyder passing Resolution #5-65, setting 111
up a Public Hearing on June 7, 1965 for the proposed annexation of 195

Motion Made by: Church, seconded by Brosseth that the request for Field
Survey be completed as required to qualify the village for federal
assistance for flood damage. All voted in favor.
Motion made by McFlmury, seconded by Church, all voting in favor of
Resolution #6-65 designating the Village Clerk to be authorized to execute
Proper forms to the Federal Government for assistance from flood damage.
Arvid Youngkrantz. presented the council with a bill for painting and
damages as a result of the se`-ger backing up in his basement due to a
mechanical failure of the lift:: station. After a. discussion, the bill
waas forwarded to the village insurance carrier.
Discussion regarding checks outstanding to the State of Minnesota for
road repair. Bill Hince was asked to check with r. Peterson of Bannister
Engineering to determine what was necessary to have the checks released.
A number of residents of Second Street appeared and asked that Second
Street be resurfaced. After a discussion, the council decided to contact
the railroad and obtain their attitude regarding this improvement.
Felix Tillges appeared be fore the council with revised plans for
his coin operated car wash.
Public hearing for a non conforming use permit Was set for 9:00 p.m.
The applicants not present, the hearing was reset for 10:00 p.m. The
hearing was for a coin operated car wash located on railroad property.
The council decided to defer action until evidence was received of a.
lease for railroad property. No one appeared in opposition.
Church moved, seconded by Brosseth, all voted in favor of a building
permit for G. J. Pei_hsen for a coin operated car wash.
Discussion with Bill Hince regarding using the police citizens bond
for the Maintenance Dept. It was decided that since the equipment was
abailable it could be out to use with one unit in the Clerk's office.
Brosseth moved, seconded by Cirrch, all voted in favor of buying the .
pump used for pumping water i nvarious parts of town during the floods
Cost is .$513.24.
Discussion with J. R. Klotzbeacher regarding Police Manual, several
changes were made.
Discussion of R. Rasmussen beer license as a result of second violation
of selling beer to minors for which they were convicted. It was decided
to hold a hearing with Mr. & Mrs. Rasmussen on this matter. Upon Motion
by Brosseth, seconded by Church, all voted in favor of following this
procedure.
Set June 30, 1965 as Board of Review for Personal Property Tax.

Special Meeting
May 17, 1965
A. special meeting of the Village Council of Farmington was held in the
Council Chambers on May 17, 1965 with all members present.
At 8:00 p.m., there was a public hearing for a non-conforming use
permit for Lots 3,4 & 5 of the ReiMac Addition to be used for building
one or more apartment buildings. There were no objectors to this proposal.
Motion by Snyder, seconded by Church, all voted in favor of approving
the permit subject to off street parking of 14 carsper unit under Resolution
Number 7-65.
Brosseth movedia McElmury seconded, all voted in favor of a building
permit for Felix Tillges for a coin o- erated car wash.
Hearing with Mr. & Mrs. Ralph Rasmussen regarding their beer license
Was adjourned to May 21, 1965 at 5:00 P.M.
After some discussion, motion was made by Church and seconded by McElmury
all voted in favor of adopting the police code with recommedded changes.
There being no further b, si ness, the council adjourned.

Erect second story - Dakota County Electric

minor changes.
Reopened hearing retarding; beer license of Ralph Rasmussen, after a
di-scuss•on, upon motion by Brosseth and seconded br Snyder, all voted
in favor. No further action was taken since the second violation
occurred on license of Ralph Rasmussen.
There being no further business, the meeting adjourned
