EMPIRE WWTP SERVICE AREA STUDY
Questions
What does construction of a metropolitan interceptor sewer through a rural
township imply?
How does the proposed timing of different sections of the interceptor sewer
affect when communities can connect local sewers?
Response
The first phase, on interceptor extension to Elko-New Market, is intended to
serve only.Elko-New Market. The schedule is shown illustratively as year
2010, but the schedule must be approved by the Metropolitan Council in its
Regional Wastewater System Plan.
The 22Sth StreetJBiscayne Avenue Interceptor is shown illustratively with a
schedule for construction in 2030. This is a conservative schedule for
phasing interceptor service to Elko-New Market and preserving Lakeville-
Farmington Interceptor capacity for Lakeville and Farmington.
The actual timing may change based on requests for urban sewer service
through local comprehensive plan updates. For example, Eureka and Castle
Rock Townships are designated agricultural in the 2030 Regional
Development Framework and in their local comprehensive plans.
The proposed rural planning area policy is as follows:
(1 ) The Metropolitan Council will not allow connections to the Metropolitan
Disposal System within the rural planning area.
(2) The Metropolitan Council may provide capacity for the long-term needs
of the rural and agricultural planning areas.
(3) Service will not be provided until the Council in consultation with the
appropriate community designates the area as a developing community
and the community amends its comprehensive plan accordingly.
