The requested information is now available. DISCUSSION Part A: Options A wide range of options regarding possible locations for a new City Hall have been discussed by the City Council members, and others, during 2002 and 2003. The City Council recently eliminated potential "non-downtown" sites from consideration, due (at least in part) to a concern that moving the City Hall out of the downtown area could have a negative impact on the downtown business climate. Attention has now focused on two general locations: the northwest comer of the intersection of 3rd Street and Spruce Street (consisting of four HRA-owned lots and two lots currently owned by Francis and Penelope Blaha), and the northwest comer of 4th Street and Oak Street (the site of the existing City Hall). Each of these alternatives has related options. City staff members have identified and studied eight City Hall options. Attached to this Memo are site plans that illustrate each of the options. On the back of each site plan you will fmd relevant cost information, along with estimates regarding the number of parking spaces available under that option. The eight options are as follows: Option A: Option B: Option C: Constructing a new two-story City Hall on the 3rd & Spruce site. Most of the building would be built on the four HRA-owned lots, and most of the current Blaha property would be used for parking. The City-owned parking lot on the west side of 2nd Street would provide additional parking. Subject to approval by Dakota County, parking could also be provided in the Dakota County Library parking lot on the south side of Spruce Street. Identical to Option A, except that this option envisions the eventual acquisition of the adjacent lot at the southeast comer of Oak Street and 2nd Street. This lot could be used to provide additional parking, in the event that a future expansion of the new City Hall eliminated parking spaces op. the [former] Blaha property. This option assumes that two additions would be added to the existing City Hall. These additions would eliminate existing parking spaces. Additional property would have to be Option D: Option E: Option F: Option G: Option H: acquired to replace the lost parking spaces. Option C enVISIOns "going north" by acquiring the Farmington Printing property (two parcels) and; the residential property located at the southwest comer of Elm Street and 4th Street. Both buildings would be demolished. Farmington Printing and the tenant(s) occupying the residential property would have to be relocated, at City expense. Identical to Option C, except that the City would "go east" by acquiring the building that is now occupied by the Motor Parts business, the Chamber of Commerce, a chiropractor's office and a dance studio. The building would be demolished, and the businesses would have to be relocated at City expense. A portion of 4th Street would be permanently closed to traffic. This option combines Options C and D, thereby creating more parking and/or more alternatives regarding the future expansion of the newly-remodeled City Hall. This option assumes that the existing City Hall would be demolished, and that a new two- story City Hall would be constructed on the existing site. This option would also eliminate existing parking spaces, so adjacent land would have to be acquired to replace the lost parking spaces. Option F "goes north" in the same way that Option C (above) does. Identical to Option F, except that the City "goes east" in the same way that Option D (above) does. This option combines Options F and G. Part B: Costs I have attached a Cost Summary of City Hall Site Options. This document provides projections regarding the following costs for each of the eight options described above: Property Acquisition Costs: The cost of obtaining each parcel of property required for each option. Most ofthese figures appeared in the written appraisals that you received several weeks ago. Others are City staff estimates. Whether any or all of the parcels required for Options B through H could be acquired without condemnation proceedings is undetermined. Whether any or all of those parcels could be obtained for amounts reasonably close to the appraised values is unknown. Relocation Costs: A consultant (SRF Consulting Group, Inc.) has provided us with preliminary estimates (attached) regarding the cost of relocating business owners and tenants that would be displaced under several of the options. Your packet for the December 3rd work session includes a booklet that summarizes the state and federal laws regarding relocation benefits, which are quite complicated. City staff members would presumably need to retain a consultant to handle a wide range of time-consuming tasks that would be associated with relocation negotiations. Your packet includes a written estimate from SRF regarding the professional services in question. Demolition Costs: Every option includes the demolition of at least one structure. Written demolition estimates (attached) for most of the options were provided by C70 Builders, Inc. These estimates were used by City staff to generate demolition cost projections for the remaining structures. Moving Costs: Some options will require the City to move City Hall equipment and supplies 2 once (directly into a new or remodeled building); other options will require two successive moves (to a temporary location and then to a final destination). Your packet includes an estimate from Barrett Moving & Storage for one move. This figure has been doubled for the options that will require two moves. Part C: City Hall Resale Value If a new City Hall is built at the 3rd & Spruce site, the existing City Hall building will no longer be needed by the City. The City could then sell it or lease it. Each of these alternatives would generate revenue or income that could be used to offset or recoup some or all of the site acquisition costs identified in Options A and B. Nagell Appraisal and Accounting has been asked to appraise the existing City Hall building and the two lots upon which it is situated. The attached Summary includes a "resale value" figure that was verbally conveyed to the City on November 26th. If your packet does not include a copy of the related written appraisal, that document will be provided before or at the work session on December 3rd. The City Hall appraisal does not include the two City-owned lots located to the west of the existing building, upon which the existing parking lot is located. City staff members have assumed that if the building is eventually sold, the Council would want to retain ownership of these two lots in order to perpetually maintain a municipal parking lot in this area. Part D: Other Relevant Considerations The attached Summary does not include any information regarding the actual cost of constructing additions to the existing City Hall, constructing a new City Hall on the current site, or constructing a new City Hall elsewhere. That information was previously provided by Wold Architects and Engineers. Additional copies can be provided upon request. Options C, D and E do not address or quantify the potential impact of construction activity (remodeling, additions, internal relocations, etc.) on daily City operations, nor do they deal with the cost of bringing the existing building "up to Code," which would presumably be required by the scope of the planned additions to the building. Similarly, Options F, G and H do not address or quantify the operational impact of moving all City Hall operations twice: first to a temporary location, and then to a newly-constructed City Hall. For example, if the temporary location does not have access to a T-lline, the City's ability to network computers at different locations would be compromised. Moving an entire phone system to a temporary location could also be a complicated undertaking. The cost of remodeling or configuring rental space to suit the City's needs on a temporary basis cannot be accurately predicted at this point, nor can the rental cost itself. The City Council may want to discuss or consider courses of action that would combine a new City Hall with other uses. A City Hall that had sufficient room for a municipal liquor store might create redevelopment opportunities for the southeast comer of 3rd Street and Elm Street --- from the vacated liquor store around the "Subway comer" to (and including) the former Park & Rec building. A two-story City Hall could potentially include some commercial spaces facing 3rd Street or Oak Street, to generate rental income and/or to serve as future expansion space for City operations. The City of Waconia recently built (with the participation of the Carver County HRA) a downtown City Hall building that also includes senior housing, the Carver County Library, a Carver County Sheriffs Substation, and the office of the Waconia Chamber of Commerce. Each of these options, and others, would take some 3 time to research, develop and discuss. City staff members are prepared to explore them for or with the Council, if desired. ACTION REQUESTED This is a discussion item. No action is requested, nor can any formal action be taken at a work session. If Council members would like staff to obtain additional information or conduct further research, please notify me of that fact, preferably as much in advance of the December 3rd work session as possible. The City Council should also indicate (on December 3rd) whether it would like this item placed on the agenda for the December 15th City Council meeting, or whether it would like to proceed in some other manner. As we have discussed on the telephone, I again want to emphasize that the estimated amounts are very general since there has been no contact with the displacees to determine their actual circumstances. Our estimates are based on our experiences with similar types of business and residential properties. In the report I give brief descriptions of the primary elements of entitlement (e.g., moving expenses, re-establishment expenses and site search expenses) but State and Federal regulations are far more detailed and can be evaluated only after becoming familiar with the properties and occupants to be relocated. For your general information, however, I am enclosing a relocation booklet used by Mn/DOT; this should give you the general parameters of the relocation process. As you requested, I am also enclosing a cost proposal for the services required to accomplish the acquisition and relocation of these owners and occupants. Accompanying that proposal are resumes of our core right of way personnel and copies of general information about SRF Consulting Group. I hope all of this information provides you and the City Council with the information it needs to review and evaluate the land acquisition and relocation costs to be incurred in the project. Moving $1,400 Rent Supplement $8,400 The moving amount is based on an 8 room count of the fixed moving costs schedule; the rent supplement payment is based on a $200/month rent difference. . Page 2 Relocation Estimate Fixed Payment in Lieu of Moving Expenses: All of the above commercial businesses may elect to receive a fixed payment in lieu of a payment for actual moving and related expenses and actual reasonable reestablishment expenses. The payment is based on the average annual net earning of the business for the two taxable years immediately preceding the taxable year in which is was displaced. The minimum allowance for the fixed payment is $1,000 with a maximum payment of $20,000. Direct Loss of Tangible Personal Property: All of the above commercial businesses may be eligible for payment for the actual direct loss of tangible personal property that is incurred as a result of the move or discontinuance of the operation. This payment is based on the value of the item for continued use at the replacement site less the proceeds from its sale or the estimated cost of moving the item, whichever is the lesser. The printing company may elect to utilize this option if it is not feasible to move the big equipment or if it is outdated. All of the estimates are based solely on assumptions. Without interviewing the displaces, getting actual move bids from professional movers and viewing the equipment, it is impossible to be more specific. I Moving compensation for commercial entities does not have a dollar cap. The moving payment includes: packing, crating, unpacking and uncrating, disconnecting, dismantling, removing, reassembling, and reinstalling relocated machinery, equipment, and other personal property. 2 Reestablishment includes the following: a). Repairs and improvement to replacement property as required by law or ordinance. b). Modification to replacement property to accommodate business operation. c). Construction and installation costs, for exterior signing. d). Utilities from right of way. e). Redecoration or replacement of worn surfaces. 1). Licenses, fees, and permits for operating the business replacement site. g). Feasibility surveys; soil testing and marketing studies. h). Advertisement of replacement location. i). Professional services in connection with the purchase or lease of a replacement site. j). Estimated increased costs of operation during the first two years at the replacement site. k). Impact fees or one-time assessments for anticipated heavy utility usage. 1). Any other items the Agency considers essential to the reestablishment of the business. Other Activities We have not included activities regarding boundary surveys for the parcels to be acquired. In general, obtaining a boundary survey is advisable if there is any question regarding property lines, encroachments, unrecorded easements, or other matters affecting title to the property. In addition, it may be necessary to obtain a boundary survey at such time as the City proceeds with construction. SRF is fully qualified to perform such surveys and we would be glad to add this service to the scope of services, if you request. The majority of the streets have been rated with the exception of those streets that were constructed this past summer. Attachment A is a Pavement Rating Area map showing the year that streets have been, or are scheduled to be rated. The intent of this memo is to discuss the current pavement conditions of Farmington streets, the projected deterioration of those streets, and the financial implications of maintaining those streets at an acceptable level of service. DISCUSSION Attachments B-1 and B-2 are the Pavement Rating Index and the Overall Condition Index (OCI) Comparison graph respectively. The Pavement Rating Index lists each street segment that was rated and the associated rating, or OCI. The OCI, or Overall Condition Index, is a number between 0 and 100 indicating the condition of the street based on certain pavement distresses that are identified in the field. A rating of "0" is a street that is in absolute failure and may be practically impassable at certain points of the year. A rating of "100" is a street that is in a "new" condition with no visible pavement distresses. Condition categories were established to determine the type of Management Strategies appropriate for a particular street segment. A rating of 0 to 35 indicate a "failing" street segment that would require either a full reconstruct, or a full depth pavement reclamation and paving with some curb replacement. A rating of 35 to 55 indicate a street in "moderate" to "poor" condition that would require either an edge mill with a 1" overlay with some curb replacement, or in cases where the OCI is approaching failure, a full depth pavement reclamation and paving with some curb replacement. A rating of 55 to 100 is a street in "good" condition that can be maintained using patching, crack sealing and seal coating. The OCI Comparison graph shows the percentage of rated street segments that fall within each of these three categories. The streets segments that fall within the 55 to 100 range were divided again into two categories, 55-95 and 95-100. The streets rating between 95 and 100 are likely those that were constructed within the past 2 to 3 years or sealcoated within the past year. Attachment C is an OCI Rating map showing the rating of all street segments that have been inspected in Farmington. The OCI Comparison graph shows that 39% of the rated streets in Farmington are newer streets that were constructed in the past few years. There are 37,750 ft of streets that have been constructed in the last couple of years that have not yet been rated that will likely fall within the 95 to 100 rating category. Every asphalt street, however, deteriorates every year. Research by other organizations shows a theoretical Asphalt Performance Curve shown as Attachment D. This curve shows how pavement will deteriorate with age with only regular maintenance such as crack sealing and patching. Attachment E, the Streets Reaching Failure graph, is a similar curve, showing the mileage of street segments within Farmington that will reach failure based upon OCI ratings in 2003. A correlation between the OCI Comparison graph and the Streets Reaching Failure curve can be seen. The large number of streets entering the Farmington system over the past few years will simultaneously reach failure at approximately the same time with only regular maintenance procedures. Utilizing other Management Strategies such as sealcoating and mill and overlays can significantly increase the life cycle of a pavement section. Attachment F, Maintenance Strategies for Life Cycle Extension, shows how regular applications of Management Strategies will increase the condition rating and stretch the deterioration curve. By applying regular Management Strategies across the Farmington street network on a systematic and regular basis, the City can effectively stretch the Streets Reaching Failure curve toward the right (future) and extend the life of the streets. Financially it allows the City to spread the costs of full street reconstruction over a longer period of time. Attachment G is a breakdown of Management Strategy cost per foot and per mile of street. The top portion of the sheet shows how much the City currently spends on Management Strategies per length of streets within the City. The bottom portion of the sheet shows approximate costs of other Management Strategies. A very simplified example of cost benefit is shown in Attachment H. The Finance Department has determined that the City is capable of spending $250,000 per year on street reconstruction at this time (street costs only). Based on this funding level line 1 of the top section calculates that it will take 13.4 years, or 14 construction seasons, to reconstruct all of the street segments that are failing as of 2003. At the end of 14 years there are additional segments that have entered failure. Line 2 calculates the time it would take to reconstruct these segments and so on. Clearly, this example shows the need for additional street funding options. The bottom section of Attachment H shows the effect of having additional funding options. The same $250,000/year is supplemented with an additional $150,000/year from a gas franchise fee and another $150,000/year from an electric franchise fee. Additional funding, as shown in the example, makes a significant impact in the City's ability to maintain streets._ The costs that may be incurred in a typical downtown reconstruction project are illustrated in Attachment I, "Sample Downtown Street Reconstruction Costs - Walnut Street Area." This cost analysis does not take into account any utility costs nor does it account for any streets that may not be failing, but may have to be added to the project because of utility requirements. Streets in red are those that have a failing rating as of 2003 and streets in blue are those that were added in order for the project to meet our assessment requirements of stubbing the project area 12 block down cross streets. BUDGET IMPACT RECOMMENDATION It is recommended that staff be directed to begin preparation of a CIP utilizing the information presented. It is further recommended that the CIP process be completed in June of each year, so that CIP issues can be fully accounted for in the City budget process.
