CITY OF 0 43o Third St., Farmington, MN 55024 FARMINGTON © 651-28o-6800 IiYIIWI Farmington M N.gov TO: Mayor, Councilmembers and City Administrator FROM: David McKnight, City Administrator SUBJECT: Economic Development Authority Composition DATE: January 11, 2021 INTRODUCTION As you know, the makeup of the Economic Development Authority has been in flux due to the 2020 election and the appointments that the city council made at the January 4, 2021 city council meeting. DISCUSSION With the election complete and city council appointments made for 2021,the following issues remain for the city council to provide direction on- 1. EDA Member Hannah Simmons was elected to the school board. Hannah was serving as a citizen representative on the EDA. She has expressed an interest in continuing to serve. The city council should provide direction on whether they would like Hannah to continue to serve as a citizen representative or a school board representative. 2. Councilmembers Steve Wilson was serving as a citizen representative. With the appointment of Mayor Hoyt to the EDA and continuing role of Councilmember Bernhjelm on the EDA, Councilmember Wilson cannot continue to serve on the EDA as a citizen representative due to open meeting law issues. This results in an open citizen representative seat on the EDA. Depending on your guidance on issue one above, the city may have two citizen spots open on the EDA. Please discuss this issue and provide guidance to Cindy Muller. We do have residents who have expressed interest in serving on the EDA even though we did not have any open seats at the time applications were being accepted. BUDGET IMPACT NA ACTION REQUESTED Discuss the EDA structure issue and provide guidance to city staff.
