HomeMy WebLinkAbout03.04.74 Council Minutes APPROVED MINUTES COUNCIL MEETING REGULAR MARCH 4, 1974 The meeting was called to order by the Mayor at 7:30 P.M. Present: Mayor Daily, Trustees Akin, Graphenteen, Kuchera and McElmury Also Present: Administrator Ford, Attorney Gorgos and G.S. Supt Hince. Motion by McElmury, second by Graphenteen that the minutes of February 19, 1974 be approved as presented. AIF, motion carried. The Mayor opened the public hearing to consider the amendment to the zoning ordin- ance in regard to the reconstruction of a non-conforming structure within an I-1 zone. This matter had been brought about by the request of Christ and Stella Hammer for a building permit to rebuild their home. Motion by Kuchera, second by McElmury that ordinance #074-6, and ordinance amending the city code, title 10, chapter 10, section 1B, the section to read as follows: "Any nonconforming struc- ture damaged to an extent of not more than fifty (50%) percent of its reproduction value by fire, flood, explosion, or other casualty may be reconstructed and used as before if such reconstruction is performed within twelve (12) months of such casualty, and if the restored structure has no greater coverage and contains no greater cubic content than before such casualty. If damaged to a greater extent, any new structure except an owner occupied dwelling and its use shall conform to all requirements of this title, except sections 10-10-3 and 10-8-1." AIF, motion carried. Motion by Kuchera, second by Akin to adopt resolution #R13-74 terminating the existing contract #1973-1 with Lamppa Construction Company. AIF, motion carried. Motion by McElmury, second by Kuchera to adopt resolution #R14-74, authorizing and directing the Mayor and the Administrator to execute a contract, 1973-1(A) with Orfei and Sons, Inc. AIF, motion carried. Motion by Kuchera, second by McElmury approving of the following muncipal pool charges as recommended by the Park and Recreation Commission: General Admission Lessons Season Rates City Rural 18 years of age or older 1.00 Children 12 $4.50 Family 30.00 35.00 13 through 17 .75 Life Guard15 6.50 Single-18 20.00 25.00 12 and under .35 Adult 6 6.00 13-17 15.00 18.00 Wading Pool child .10 12 under 10.00 12.00 AIF, motion carried. Motion by Graphenteen, second by Kuchera approving of the following purchases as recommended by the Park and Recreation Commission and on which competitive quota- tions have been received: EVERGREE KNOLL PARK EQUIP - Sign $ 170.00 Baseball backstop 745.00 Fence 400' by 6' high 1346.00 Bicycle Racks 260.80 Cement for racks 175.00 RAMBLING RIVER PARK EQUIP - 1 yellow round table 95.00 3 regular tables 269.10 2 med grills, 1 lge port. 120.00 Bicycle rack 72.40 Cement for rack 25.00 AIF, motion carried. Motion by Graphenteen, second by Kuchera approving of the following job title changes and wages as recommended by the Park and Recreation Commission as follows: Life Guard (Sr. Rating) $2.00 to $2.15 Life Guard (WSI Rating) 2.50 to 2.65 Swim Instructor (WSA rating) 2.50 to 2.65 Swim Instructor (WSI rating) 2.75 to 2.90 Pool Attendant 1.25 to 1.35 AIF, motion carried. The council deferred the matter of considering an amendment to the zoning ordinance which would permit individual ownership with "0" lot setbacks for condominiums. This matter was deferred to the meeting of March 18, 1974. to Minutes of 3/4/74 cont. Motion by Akin, second by Graphenteen to adopt resolution #R12-74 which establishes a municipal arena improvement fund and orders the city to proceed with the im- provement and the sale of bonds. AIF, motion carried. The council approved the request of the Superintendent of General Services to promote Paul Speiker to the job position of Heavy Equipment Operator, classifi- cation 7-III at a salary in the amount of $700 per month to the end of the year after which the on the job training status would be reviewed and if satisfactory the minimum for that range would then apply. Mo i n4ty Graphenteen, second by Kuchera to approve the request of the Superin- Oe ent of General Services to hire William Klotz as of May 1, 1974, as a perman- 4�11 vent full-time employee of the City with a job classification of Laborer Class II at a salary of $689 per month. AIF, motion carried. The council took under advisement the proposal of the Water Board for the City to purchase a backhoe for use on the rear of the presently owned City Tractor with a rental back agreement with the Water Board. Motion by Kuchera, second by Graphenteen that Officer Warren Steigauf be permitted to attend traffic course #2 from March 18-22, 1974. AIF, motion carried. Motion by Graphenteen, second by Kuchera to approve the bills for payment by the addition of the amount of $156 for Yackel and $156 for Alverman. AIF, motion carried. Motion by McElmury, second by Daily to adopt resolution #R15-74 which determines the adequacy of the petition for project 73-14 and orders the preparation of the feasibility report.
