MINUTES
COUNCIL MEETING
SPECIAL
MARCH 13, 1974
The meeting was called to order at 7:30 P.M. by the Mayor.
Present: Mayor Daily, Trustees Akin, Graphenteen, Kuchera and McElmury
Also Present: Administrator Ford and Attorney Gorgos
The primary purpose of the special meeting was to discuss the time schedule of
the various steps required involving the municipal arena. Mr. Leon Orr and other
members of the former Citizens Committee discussed with the council the problem
of selecting an architect which would be the next logical step. Mr. Orr informed
the council that during the selection process in obtaining a firm to perform the
feasibility, that something like sixteen firms had been screened resulting in the
submission to the council of the names of three firms of which Adkins-Jackels was
one. On the recommendation of the committee and the Park and Recreation Commission,
the council subsequently selected Adkins-Jackels. It was the recommendation of
Leon Orr, Park and Recreation Commission Chairman and Citizens Committee, that
Adkins-Jackels be selected as the architect in construction of this project. It
was pointed out that a substantial portion of the fee to Adkins-Jackels for the
feasibility would be absorbed in their main fee if they were selected. The council
then met in a general discussion with Mr. Gene Peterson, representing Adkins-Jackels.
He presented the council a time schedule that would be followed if his firm were
selected and the various components for which their bill would be submitted in-
volving the type of work they would perform.
Motion by Kuchera, second by Graphenteen adopting resolution #R16A-74 authorizing
and directing the Mayor and the Administrator to execute a contract of employment
between the City and the Adkins-Jackels firm, and that the City proceed with the
project of a municipal arena. AIF, motion carried.
Motion by McElmury, second by Kuchera that Leon Orr be designated as project
coordinator for the Municipal Arena Project with largely the same broad responsibility
and authority as a project engineer has for improvement project working through and
with the City Administrator. And as a clearing house for input from other groups,
organizations and individuals. AIF, motion carried.
Motion by Kuchera, second by Graphenteen authorizing and directing the Mayor and
the Administrator to sign a quick claim on the easement previously obtained from
the Sewer Board in favor of the new easement recently granted by the Sewer Board.
AIF, motion carried.
The administrator was requested to send a letter to the School Board District #192
and to the Superintendent regarding the article in the Dakota County Tribune of the
intent of the School Board not to make use of the Municipal Tennis Courts this
season. AIF, motion carried.
Motion made and carried to adjourn at 9:00 P.M.
