MINUTES
COUNCIL MEETING
SPECIAL
OCTOBER 14, 1974
The meeting was called to order by the Mayor at 5:15 P.M.
Present: Mayor Daily, Trustees Akin, Graphenteen, McElmury
Also Present: Administrator Ford
Absent: Trustee Kuchera
The minutes of September 16, September 23, and October 7, 1974 were deferred to
the next meeting.
The purpose of the meeting was to discuss the composite 1975 proposed budget
as submitted by the City Administrator. During the course of the evening the
council meet with General Services Superintendent Bill Hince, Police Chief
Robert Metcalf, and Park and Recreation Advisory Commission members to discuss
their portions of the budget.
Aside from budget matters the following actions were taken:
Motion by Akin, second by McElmury that the City Personnel Plan be amended in
the—following respect: (a) That accummulated sick leave maximum be increased
from 100 days to 120 days. (b) That the vacation schedule be altered to allow
after five years service, one additional day per year added to the 10 days up
to 15 days and that service after 25 years to entitled to 25 days. (c) In the
case of overtime premium pay all paid leave in computing the 40 hours. (d) That
uniforms be provided for the custodian. APIF, motion carried.
That the Administrator prepare an amendment to the subdivision ordinance which
provides discretion to the city and at the city's option, whether to accept
dedicated parkland in conjunction with a plat or a cash consideration based on
5% of the total land area at raw land market value.
Motion by Akin, second by McElmury authorizing final payment to Orfei, Inc. , under
contract 1973-1(A) with $5,000 retained. APIF, motion carried.
Motion by Daily, second by Graphenteen approving of the request of the Planning
Commission to conduct at Downtown Parking Space occupancy study within their
budgeted amount. Apif, Motion carried.
Motion by Graphenteen, second by McElmury approving the issuance of a 3.2 Beer
sale permit to the Fire Department for their annual Turkey Party. Such permit
to apply to the City Fire Barn on November 2, 1974. APIF, motion carried.
The Administrator presented to the council for their review, the 1974 3rd Quarter
Financial Statement for the Municipal Liquor Store.
Motion made and carried to adjourn at 10:30 P.M.
