MINUTES
COUNCIL MEETING
ORGANIZATIONAL
JANUARY 6, 1975
The meeting was called to order by the Mayor at 7:30 P.M.
Present: Mayor Daily, Trustees Akin, Graphentee, Kuchera and McElmury
Also Present: Administrator Ford and Attorney Gorgos
Motion by McElmury, second by Graphenteen that councilman Eugene Kuchera be de-
signated as acting Mayor for the calendar year of 1975. AIF, motion carried.
Motion by Akin, second by McElmury that the Dakota County Tribune be dsignated
as the official publication for the City of Farmington for the calendar year of
1975. APIF, motion carried.
Motion by Graphenteen, second by McElmury that the Farmington First National Bank
be Jesignated as the official depository of funds for the City of Farmington for
the calendar year of 1975. APIF, motion carried.
Motion by McElmury, second by Kuchera that Chester Brinkman be reappointed as
mem er of the Water Board to serve from January 1, 1975 to December 31, 1977.
APIF, motion carried.
The following members of the Hunan Rights Commission be reappointed to the followin
terms of office:
Robert Blalock 1/1/75 to 12/31/75 Minority Member
Eugene Kuchera 1/1/75 to 12/31/76 Council Member
Leon Orr 1/1/75 to 12/31/77 PARAC Member
Motion by McElmury, second by Graphenteen that the above appointments be approved.
APIF, motion carried.
Motion by Kuchera, second by Graphenteen that Mrs. Marlys Miller be reappointed as
member of the PARAC to serve from l/1/75 to 12/31/76. APIF, motion carried.
The council deferred until the next meeting consideration of appointments to other
vacancies on the PARAC.
The council deferred until the next regular meeting appointments to the Planning
Commission.
The council deferred until the next meeting appointments of officers to the Fire
Department.
Motion by Akin, second by Kuchera to adopt resolution #R_ 1-75 establishing fees for
li- ce s and permits during the calendar year of 1975. APIF, motion carried.
Motion by Graphenteen, second by Akin that the council approve of the bonds now
on ile with the city and listed in an administrative memo dated December 13, 1974.
APIF, motion carried.
Motion by McElmury, second by Kuchera that all sworn personnel of the Farmington
Police Department be designated as process servers for the calendar year 1975.
APIF, motion carried.
The council declined to establish formal by laws for the City Council at this time.
Motion by Akin, second by Kuchera that the minutes of Dec 16 and Dec 18, 1975 be
approved. APIF, motion carried.
The council deferred to the next regular meeting consideration of a proposed
Ordinance to the Cable Television Franchise ordinance.
Motion by McElmury, second by Graphenteen that the County requested abatements
be approved for Herman & Margaret Kossow, parcel #14-77000-100-25 and Fred
Stockberger, parcel #15-32001-180-01 be approved and forwarded to the County
Assessor. APIF, motion carried.
The Council agreed with the Administrators Memo dated Dec 16, 1974, recommending
amendment to the sub-division ordinance in regard to land splits and sub-division
waivers. The Administrator was instructed to prepare a proposed amendment and sub-
mit it to the council for approval.

The council members again were reminded that they had agreed to submit a
compilation of any suggestions they may have as to areas within the city
that might be considered for installation of sidewalk.
Motion by Kuchera, second by Akin that the proposed schedule of attendance
at the various schools and conferences for the coming year by members of
the Police Department as indicated in the Police Chiefs memo dated Jan 6,
1975 be approved. APIF, motion carried.
Motion by Kuchera, second by Graphenteen that the citizens committee on
Cade'Television having successfully completed its work, now be disbanded
and its members extended the gratitude of the council. Apif, motion carried.
The council was informed that they would shortly be receiving an invitation
from Farmington School District #192 to attend a meeting on Jan 23, 1975,
at 7:30 P.M. to discuss the possibility of establishing the position of
Community Education Director on a joint venture between the City and the
School.
Several members of the council asked the Administrator to contact the Dakota
County Engineer to explore the possibility of some improvement being made
to the Railroad surface crossing at Ash Street.
Certain members of the Council inquired of the Administrator whether there
was some reason or existing policy which prohibited the snow plowing and
removal in front of the Post Office. The Administrator said he would look
into it.
The council deferred to the next meeting a discussion concerning the most
recent proposal on the construction of a multi-purpose arena.
Motion by McElmury, second by Kuchera to adopt resolution #R2-75, authorizing
anc cirecting the Mayor and City Administrator to execute the necessary documents
to effect the sale of land to Farm Service Association. APIF, motion carried.
The City Attorney informed the council that his brief had been filed on Jan 3,
1975 in regard to the Neilan Condemnation. He further informed the council
that the appeal on the Feely Spruce Street Assessment had been continued from
Jan 6 to February 20, 1975, further that the Reitz, 3rd Street assessment
appeal had been continued from Jan 9, to an undetermined date.
Motion by McElmury, second by Akin that the bills be approved for payment
as presented. APIF, motion carried.
Motion made and carried that the council adjourn at 9:10 P.M. APIF, motion carried.
