JANUARY 13, 1975
The meeting was called to order at 7:30 P.M. by the Mayor.
Present: Mayor Daily, Trustees Akin, Graphenteen, Kuchera and McElmury
Also Present: Joan Shea, HRA Member; Bill Hince, Gen. Serv. Supt. ; Bill Ford
Administrator; and Rick Anderson, Intern.
After the meeting was opened, William Ford, City Administrator, addressed the
council on the Community Development Act of 1974 and the possibility of obtaining a
Federal Grant under this Act. To attempt to get these funds, Farmington must first
submit a pre-application. Ford recommended that the council act fast because the
deadline for this pre-application is 2/1/75.
Ford felt strongly that Farmington had a good chance to receive some of the 1.4
million dollars available. Reasons he gave were:
1. Farmington can put together a pre-application in the short time,
whereas a number of other communities express they cannot. This
cuts down the number of cities receiving funds thus increasing
Farmington's chances.
2. HUD will be looking at things that can happen right away, hardware
type things. Farmington HRA has its Downtown Redevelopment Plan done
and ready to implement. Ford belives this will look favorable to HUD.
3. All future federal grants will require information similar to that
contained in this application so it would not be wasted effort.
Members Akin and Kuchera asked how the $1500.00 borrowed to pay the consultants
would be paid back. HRA would pay it back if they received some grant money,
otherwise it would have to come out of the General Fund, Ford said. Akin felt
it we get going on this this year, it will give us an advantage for the coming
years.
The council was told that Intern Rick Anderson and Bill Ford will be attending a
meeting on the procedure for pre-application and application on January 15, 1975.
Ford told the council that Farmington needed their own Housing Assistance Plan in
the application. He talked to Nan McKay, Dakota County HRA, and she said her staff
could prepare a Housing Assistance Plan for about a $400 cost to Farmington and
would require one week to prepare.
Motion by Akin, second by Graphenteen to adopt Resolution #R3-75 authorizing and
irecting the staff to prepare a pre-application, for review by the council. APIF,
motion carried.
Motion by Kuchera, second by McElmury to adopt resolution #R4-75, authorizing the
hiring of Nason, Wehrman, Chapman and Assoc, Inc. and Charles Tooker as consultants
to assist with the pre-application. APIF, motion carried.
Motion by Graphenteen, second by Kuchera to adopt Resolution #R5-75, setting a
puFlic hearing for Monday, January 27, 1975, 7:30 P.M. in the council chambers in
the matter of the form and content of the pre-application for funds under the HCD
Act of 1974. APIF, motion carried.
Motion by McElmury, second by Kuchera to approve the taking of bids for a new custom
3T4—ton pickup at 2:00 P.M. , Monday, February 3, 1975. APIF, motion carried.
Motion made and carried to adjourn at 8:13 P.M.
