MINUTES
COUNCIL MEETING
SPECIAL
AUGUST 8, 1975
1. The meeting was called to order by the Mayor at 2:00 P.M. , the Administrator
was instructed to take note in the minutes of the fact that mailed 48 hour notice
of meeting had been accomplished in which the original meeting was called for
7:00 P.M. and the time had been changed through personal telephone contact with
all m?mbers of the council with the exception of Dr. Graydon Johnson who was out
of the City.
Present: Mayor Daily, Councilmen Akin, Kuchera, McElmury
Excused: Councilman Johnson
Also present., Administrator Ford and Attorney Gorgos
2.. Purpose of the meeting was to discuss the status of the Housing and Community
Development Grant application which had been encouraged by HUD to be submitted by
the City. The Administrator and the Mayor advised the council that at a meeting
held in the HUD offices the previous week, the merits of the pre-application by
Farmington was discussed along with representatives from other communities who were
being encouraged to submitt a full application. The review by HUD of the pre-appli-
cation disclosed that the Farmington had been encouraged to submit a full applica-
tion in the amount of $200,000. The Mayor and the Administrator further advised
the council that in their opinion, as a result of the discussion with HUD, the
merits of the pre-application lay in the Housing for the Elderly feature under
the criteria of the HUD review: Housing, Poverty, Elimination of blight. The
Mayor and the Administrator recommended to the council that a full application
be submitted, that it emphasize the Housing for the Elderly, HRA project, and
that the firm of Wehrman, Chapman be hired to prepare the full application. After
considerable discussion between the members of the Council, the Mayor called for
a motion.
3. Motion by Kuchera, second by McElmury to adopt resolution #R77-75, authorizing
the stst—oto prepare a full HCD grant application in the amount of 0,000,
seeking Federal Grant Money for the Housing for the Elderly project and authorizing
the staff to secure the services of Wehrman, Chapman in the preparation of such
grant with an estimated maximum fee of $975.00 and with the full application to
be presented to the council at the meeting of August 18, 1975. APIF, motion
carried.
4. The Administrator informed the council that HUD required at least two public
hearings concerning an HCD grant application. The purpose of such hearings was
to gain maximum input from the public as to the uses of such grant money if
approved. The council was informed that one such meeting had been held on
January 27, 1975 in the consideration of the pre-application and that one more
public hearing should be held. Motion by Kuchera, second by McElmury to adopt
resolution_#R78-75. which sets a pu is hearing for 7:30 P.M. August 25, 1975
in council chambers, Farmington Municipal Civic Center, for the purpose of
allowing for citizen input in the consideration of a Housing and Community
Development Act Grant Application. APIF, motion carried.
