HomeMy WebLinkAbout03.22.76 Special Council Minutes 29 MINUTES COUNCIL MEETING SPECIAL MARCH 22, 1976 1. The meeting was called to order by the Mayor at 7:30 P.M. Present: Mayor Daily, Councilmen Akin, Johnson, Kuchera, McElmury Also Present: Attorney Gorgos and Administrative Sec Karen Finstuen 2. Motion by Kuchera, second by McElmury that the minutes of March 8, 1976 be approves as presented. APIF, motion carried. 3. The minutes of March 15, 1976 were deferred. 4. At 7:30 P.M. the Mayor called the previously published public hearing to order on Project 76-1, Dakota County Electric Co's request for public improvements, street construction, Emerald Path. Councilman Akin referred to a letter written to the City giving the support of the Farmington School Board to the Council in keeping Dakota County Electric Association withinthe boundaries of the City of Farmington. The letter is on file in the City Clerks office. Motion by Akin second by Kuchera to continue the public hearing to 7:30 P.M. , April 5, 1976. APIF, motion carried. S. A proposed ordinance regulating Recreation Halls was discussed. This was deferred to the meeting of April 5, 1976. 6. A proposed ordinance regulating Saunas and Massage Parlors was discussed. Motion by Akin, second by Kuchera to adopt Ordinance #076-36 Regulating Saunas anMassage Parlors. Voting for: Daily, Akin, Johnson, McElmury. Voting against: None. Abstaining: Kuchera. Motion carried. 7. Motion by Johnson, second by Akin to adopt Resolution #R27A76 establishing the Farmington Civic Center as voting place for all three precincts in the City of Farmington. APIF, motion carried. 8. Motion by Kuchera, second by McElmury that the list of Election Judges be approved as follows: Precinct #1 Mrs. Viola Nelson - Chairman Mrs. Bernice Whittier Mrs. Eileen Sauber Precinct #2 Mrs. Lorraine Goerss - Chairman Mrs. Carolyn Warweg Mrs. Delores Gilbertson Precinct #3 Mrs. Joyce Nickelson - Chairman Mrs. Elizabeth Raveling Mrs. Stella Colebank Registration Mrs. Arlene Snyder APIF, motion carried. 9. Motion by Kuchera, second by Johnson that the staff be authorized to purchase a calculator at a net cost of $89.00. APIF, motion carried. 10. Motion by McElmury, second by Akin approving change order #21 on the multi- purpose arena. APIF, motion carried. 11. The Mayor called a special meeting for 3:45 P.M. Thursday, March 25, 1976, for the specific purpose of attending the Dakota County Electric Board meeting. 12. Motion by Kuchera, second by Akin to approve the recommendation of the Park and Recreation in their memo dated March 18, 1976, that Maintenance Technician I be hired in the Fa11.
