HomeMy WebLinkAbout04.19.76 Council Minutes MINUTES COUNCIL MEETING REGULAR APRIL 19 , 1976 1. The meeting was called to order by the Mayor at 7:30 P.M. Present: Mayor Daily, Councilmen Akin, Johnson, McElmury Absent: Councilman Kuchera Also Present: Administrator Ford 2. Motion by Akin, second by McElmury to approve the minutes of 3/22/76; 3/25 76; and 4/5/76. APIF, motion carried. 3. The council decided after considerable study to leave the .voting precinct boundaries as is. 4. The proposed ordinance regulating Saunas and Massage Parlors deferred from the meeting of 4/5/76 was deferred to the Meeting of May 3, 1976. 5. The proposed ordinance regulating Recreation Halls deferred from the meeting of 4/5/76 was deferred to the meeting of May 3, 1976. 6. The council discussed correspondence received by the Association of Metropoli- tan Municipalities informing us that vacancies now exist on various Metropolitan Advisory Committees established by recent legislature. Councilman Pat Akin ex- pressed a willingness to serve on the Land Use Advisory Committee and the Mayor asked the Administrator to check with the Farmington HRA as to their willingness to put forth a name if permitted. If not he would submit his name, preferably for housing and/or solid waste advisory committee. 7. Motion by Johnson, second by McElmury that Farmington Building Inspector, Frank Kirsebom be authorized to attend the International Conference of Building officials. APIF, motion carried. 8. The council considered a petition received from F. W. Lehr at 701 Willow Street to vacate the alley behind his residence which would be between 7th and 8th Street and between Willow and Linden Street. Motion by Akin, second by McElmury to adopt resolution R31-76 which sets a public hearing for 8:00 P.M. , May 17, 1976 to consider the vacation of said alley with Attorney to publish notice thereof. APIF, motion carried. 9. Motion by Johnson, second by McElmury that in response to correspondence receive' e by the Metropolitan Council and by the Metropolitan Sewer Board that City Planner, Charles Tooker hereby be authorized and directed to update and revise the City Comprehensive Plan and the City Comprehensive Sewer Plan. APIF motion carried. 10. Motion by Akin, second by Johnson that Liquor Store Manager Paul Asher be permitt�ec to hire part time help as he sees fit so long as he follows good hiring practices and does not exceed the total number of hours or rate of pay previously approved by the council. APIF, motion carried. 11. The matter of municipal Health Officer was deferred to the meeting of May 3, 1976. 12. Motion by McElmury, second by Akin to set a public hearing for 7:30 P.M. , May 17, 1976, to consider the proposed amendment to the zoning ordinance which would allow a "Non-Commercial Equipment Maintenance and Storage" land use as a special exception in the C-1 zoning district. APIF, motion carried. 13. The City Administrator informed the council that the City and the Metropolitan Council had jointly completed and Infiltration-Inflow Analysis for the Farmington Sewer System. Based on this analysis the Metropolitan Council was asking the City to enter into an agreement whereby a sewer system evaluation study and a rehabilitation program would be undertaken. This study and rehabilitation program would presumably be paid for by Federal Grant money but that the Administrator was awaiting clarifi- cation from the council as to specifically what would be paid for and the timing of the availability of the money. 14. The council discussed with Mr. Gil Gilbertson, the contents of a memo given to the council by the Administrator concerning street liting. The council instructed the Administrator to develop an analysis of the existing ordinances and policies with recommended changes and deferred the matter pending completion of this study. 15. The Mayor then opened the previously published public hearing at 8:30 P.M. to consider the request of Tillges Realty to rezone a 15 acre parcel of land, East of T.H. 3 and South of T.H. 50 from R-1 to B-2. APIF, motion carried. 16. The council discussed with Mr. Claude Siebenaler at 721 5th Street, the city policy concerning malfunction of sewer service connections. It was agreed that the City Services would contact Mr. Siebenaler and expose the suspected trouble spot in his presence and that the policy apply. 17. Motion by Akin, second by Johnson to adopt Resolution #R32-76 ordering a feasibility which would update a feasibility date 2 18 75 or project 75-3, wearing course, Spruce Street. APIF, motion carried. 18. Motion by Akin, second by Johnson to adopt Resolution #R33-76 receiving the easibility report for project 75-3, wearing course, Spruce Street in the amount of $9,050 and ordering the plans and specifications therefor. APIF, motion carried. 19. Motion by Akin, second by Johnson to adopt Resolution #R34-76 receiving the ease ility report for project 76-2, Street Improvement, Hillview 2nd, in t -he amount of $11,200.00 and ordering the plans and specifications therefor. APIF, motion carried. 20 Motion by Akin, second by Johnson to adopt resolution #R35-76 receiving the feasibility report in the amount of $22,300.00 for project 76-3, Sanitary Sewer and Water Mains, Hillview 2nd Addition. APIF, motion carried. 21. The council set a special meeting for 6:30 P.M. , April 26, 1976 to review the 1975 audit and to review the City Hall remodeling program. 22.. Motion by McElmury, second by Akin that the previously requested waiver of platting for a parcel of ground in the Southeast quadrant of TH 50 and Co Rd 31 hereby be approved. APIF, motion carried. 23. Motion by Akin, second by McElmury that the bills be approved as presented. APIF, motion carried. 24. Motion by Johnson, second by McElmury authorizing the PARAC to employ the sere ci es of City Engineer Don Blaisdell in preparing certain site plans, drainage, grading plans in conjunction with the most recent Lawcon Grant application in Rambling River Park.
