COUNCIL MEETING
REGULAR
AUGUST 2, 1976
1. The meeting was called to order by the Mayor at 7:30 P.M.
Present: Mayor Daily, Councilmen Akin, Johnson, Kuchera., MCElmury
Also Present: Administrator Ford, Engineer Blaisdell, Fire Chief Jensen and
General Services Superintendent Hince.
2. The minutes of July 19, 1976 were deferred to the next meeting.
3. The City Administrator informed the council that a background check had
been completed on the Skeets-Held, Inc. Firm, which were the low bidders on
Contract 1976-5, Sealcoating, taken July 19, 1976. The City Administrator
recommended awarding the contract to the Skeets Held Firm. Motion by McElmury,
second by Akin that award for Contract' 1976-5 be made to Skeets Held, Inc. ,
in the amount of $6429.00. Voting for: Daily, Akin, Johnson, McElmury. Voting
against: Kuchera. Motion carried.
4. The council then reviewed the memorandum from the City Administrator inform-
ing the council that funds were available from the State in a maximum of $22,000
if the City were to take part in a Shade Tree Disease Control Program involving
private property. After some discussion including information provided by Tree
Inspector Bill Hince, if was decided to forego involvement in the program in
1976, but to provide for participation in the 1977 budget.
S. The Administrator informed the council that -affairs were progressing in
the preparation of a contract for an infiltration/inflow survey study which
would meet the approval of the Metropolitan Waste Control Commission based on
the proposal of Donahue and Associates. The contract was nearing completion
and would come to the council with a recommendation that Donahue be designated
the consultants and that the contract form and content be approved by the
council.
6. The Administrator presented to the council a financial report from the
Med-Kab Ambulance service, the franchisee for Farmington, Lakeville and Apple
Valley. The administrator informed the council that he had inquired of Med-Kab
to furnish the City with information relating to number of calls, source and
destination.
7. The council deferred any action on the status report of Cable Television in
Farmington pending receipt of the requested information from the franchisee.
8. The council was informed of correspondence received from the Federal Insurance
Administration indicating that a private consulting firm had been hired to perform
certain work in the Farmington area and that providing information to the Federal
Agency on which that agency can establish adequate rates for flood hazard evaluation.
9. Mr. John Broback, developer, presented to the council his proposed plat of
Hillview Sth Addition. The Administrator indicated that the file contained
favorable re-commendations from both the PARAC and Planning Commission. Motion by
Akin, second by Kuchera to set a public hearing for 7:30 P.M. , August 16, 1976
for the purpose of reviewing the proposed plat of Hillview 5th Addition. APIF,
motion carried.
10. The City Council then. discussed at length the research which had been done
by Councilman Akin concerning lack of Dakota County representation on at least
two Metropolitan Council Advisory Committee provided for by law - Land Use Committee,
Modest Cost Housing Committee. The council authorized and directed Councilman Akin
to coordinate with the City Administrator in composing a letter which would encompass
the misgivings of the City Council and to direct said letter to the appropriate
authorities. Motion by Akin, second by Kuchera that the above referenced letter
have the full support of the City Council. APIF, motion carried.
11. Correspondence received from the Dakota County League of Municipalities was
noted informing the council of an upcoming meeting of that organization, the
specific date as yet, undetermined.
12. The City Administrator informed the council that the binding arbitration
hearing in regard to the Teamsters Union Local 320, representing Farmington Police,
had been held on July 28, 1976, and that final briefs were due to the panel within
ten days.
13. Fire Chief Tom Jensen displayed to the council a new departmental
uniform patch which had been designed by Mr.. Gale Sprute of the Farmington
Fire Department. Chief Jensen made available to the council, an activity
report, covering the month of March through July, 1976.
14. Motion by Kuchera, second by McElmury accepting the report of the
Farmington Fire Department Relief Association and the pension fund pro-
jections contained therein and authorizin the providing of a special mill
levy on the 1977 budget in the amount of 4370.00. APIF, motion carried.
15. Motion by Akin, second by Kuchera that the Recreation Manager hereby
be autNo—rized to hire Mr. Marc Williams as Youth Center Supervisor on a
permanent part time basis at a starting wage of $2.75 per hour. APIF,
motion carried.
16. Motion by McElmury, second by Johnson to approve the payment of the
bills as presented. APIF, motion carried.
17. Motion made and carried to adjourn at 9:30 P.M.
