COUNCIL MEETING
SPECIAL
OCTOBER 8, 1976
1. The meeting was called to order at 5:00 P.M. by the Mayor who indicated
that this meeting had been set at the meeting of October 4, 1976 and was being
held for the purpose of discussing the 1977 budget.
Present: Mayor Daily, Councilmen Akin, Johnson, Kuchera, McElmury
Also Present: Administrator Ford
2. Regarding the 1977 budget the following clarifications were made:
(1) Wages would be expressed hourly for non-exempt employees
and monthly for exempt employees.
(2) The following steps would be provided to replace the
former merit system and the move to each succeeding step
must be on the specific recommendation of the Department
Head:
(a) 36 months - 100% of top rate
(b) 24 months - 95 of top rate
(c) 12 months - 90% of top rate
(d) Start - 85% of top rate
(3) The following changes in fringes effective 1-1-76:
(a) A total maximum city contribution towards hospit-
alization insurance of $55.00 .per month.
(b) Uniforms to be provided to Park and Recreation
and General Services personnel.
(4) The Council concurred with the Rosemount City Council in actions
taken by them regarding the shared Building Inspector, Frank
Kirsebom.
(5) The City Council approved of the provision of public official
liability insurance.
(6) The City Attorney's retainer fee was increased from $350 to
$375 per month.
(7) Within the budget would be provided an amount of $20,000 with
which to provide services to the proposed site of Dakota Electric
Assoc. , two-thirds of which would be provided in 1977 budget,
one-third in the 1978 budget.
(8) That within the miscellaneous $300 line item under Park and Recrea-
tion programs, $100 to be earmarked for the Farmington Choral group
to specifically provide musical entertainment in Farmington.
.(9) That the amount of loss budgeted for the arena through 12/31/77
be reduced by %5,000 to approximately $4500.

Motion by McElmury, second by Johnson to approve the request for fund transfers
ate October 8, 1976, transfering from fund #5-66-15 and fund #5-62-5 to fund
6-23-73, total amount of $19,126.00 APIF, motion carried.
4. Councilman Johnson was excused at 6:30 P.M.
5. The council set a special budget meeting for 5:00 P.M. , Monday, October 11,
1976.
Motion made and carried to adjourn at 8:30 P.M.
