COUNCIL MEETING
SPECIAL .
FEBRUARY 17, 1977
1. The meeting was called to order by the Mayor at 5:00 P.M.
Present: Mayor Akin, Councilmen Johnson, McElmury and Whittier
Absent: Councilman Kuchera
Also Present: Administrator Ford and Special Counsel John McBrien
2. This was a special meeting called by the Mayor.
3. The Administrator informed the council that all members had been contacted by
phone 48 hours prior to the meeting and all had waived entitlement to mailed
written notice.
4. He further informed the council that the official newspaper had been notified
by phone along with the admonition that the council would be advised to declar
the meeting an Executive Session under the Open Meeting Law because of the
Lawyer/Client nature of the subject.
5. The purpose of the meeting was to receive the recommendations of Special
Counsel McBrien concerning the upcoming hearing of the Municipal Board on
February 28, 1977, dealing with petitions for annexation submitted by PCA,
Skille and Fields.
6. Mr. McBrien did present his recommendations along with background informa-
tion and a legal course of action was determined and arrangements were agreed
to be made to appear at the hearing of February 28.
7. Motion made and seconded to adjourn at 6:05 P.M.
