MINUTES
COUNCIL MEETING
SPECIAL
MAY 23, 1977
1. The meeting was called to order by the Mayor at 5:00 P.M.
Present: Mayor Akin, councilmen Johnson, Kuchera, McElmury, Whittier
Also Present: Administrator Ford
2. Several officers and representatives of the VFW and American Legion presented a
flag to the Council and Park and Recreation Manager Jim Bell with the intent
that it be flown at the new municipal arena. The council and Mr. Bell conveyed
their gratitude to the Veterans organizations.
3. Motion by Akin, second by McElmury that the minutes of May 16, 1977 be
approved—. APIF, motion carried.
4. The Mayor then opened the public hearing at 5:00 P.M. for project 75-3,
Street Improvement, Spruce Street. As a result of the discussion among the
members of the council, the staff was instructed to prepare the prospectus
on that project to show an ad valorem amount equal to the same percentage as
represented by the lineal footage of the combined properties of FFA and the
City. Motion by McElmury, second by Kuchera to adopt resolution #R22-77,
ordering plans and specifications on project 75-3, making the determination
to proceed with the project and allocating ad valorem in an amount of $6248
or 43.120. APIF, motion carried.
5. The Mayor then opened the public hearing at 5:20 P.M. scheduled for 5:00 P.M.
on project 77-1, sewer and water laterals, Ash Street. In a discussion between
members of the City Council and representatives from Dakota Electric Association,
who were in the audience, it was determined that the city would assume the
Metropolitan SAC Charges, the local building fee charges, and State building
fee charges, and that in other respects, the allocation of costs would be in
accordance with the cost sheet submitted to the council and Dakota Electric
and Mr. Robert Adelmann dated May 201 1977. Motion by Kuchera, second by
Whittier to adopt Resolution #R23-77 ordering tiTe plans and specifications
on project 77-1, m ing t e etermination to proceed and allocating the Ad
Valorem portion to be $15,582 or 40.10. APIF, motion carried.

6. Motion by Akin, second by McElmury to adopt` ] tion #R24-7 wkuch �- `

7. At this point, Councilman Johnson was excused.
8. The council then entered into a general discussion concerning the financial
overview presented to the council by the City Administrator. This discussion
concluded with a request from the Mayor to the council, that they make suggestions
to the City Administrator as to some sort of planned approach in dissipating the
existing projected deficit in the special assessment funds.
9. No action was taken on suggested ordinances on regulating Recreational Vehicle
Parking and Skate Boards.
10. Motion by Akin, second by McElmury to approve the purchase by the Park and
Recreation Department of a new Diving Board at a cost of $425, which has been
budgeted for. APIF, motion carried.
11. Motion by Kuchera, second by McElmury that the Park and Recreation Department
be autzorized to employ the following temporary part-time help:
Athletic Instructors - $7.00/hr - Effective June 13 - Peter Boelter

" Ginny Boelter
Recreation Instructor - $4.00/hr - - Kris Knutson
APIF, motion carried.
12. Motion by Kuchera, second by Akin that the recommendation of the Recreation
Manager, Jim Bell, hereby be approved and that prime time ice rental rates for
the coming season be established at $40.00/hr. APIF, motion carried.
13. The council then reviewed briefly the financial report for 1st quarter,
1977.
14. Motion by Akin, second by McElmury that upon recommendation by the City
Adminis' trator, that Title 3, Chapter 6, of the City Code Entitled "Moving
Buildings" has been superseded by the subsequent adoption of the Uniform
Building Code under Title 4, Chapter 1, that Title 3, Chapter 6 of the City
Code hereby be repealed by adopting Ordinance No. 077-55. APIF, motion
carried.
15. The council then reviewed the position of the city relative to the pro-
posed railroad right of way fencing as set forth in a letter dated April 29,
1977, from Mr. Robert Boeckman, Superintendent of Schools. Motion by Whittier
Second by Akin that the City inform Mr. Boeckman and the Railroad hat the City
would participate in the funding of such an improvement if the work were to be
done in calendar year 1978, which would permit the city the lead time necessary
in which to budget for such an expenditure. APIF, motion carried.
16. Motion by Akin, second by McElmury to authorize the payment of the bills
as presented. APIf, motion carried.
17. The council deferred action on the proposed ordinance regulating park use
to allow for copies to be distributed to the council.
18. The Mayor asked the City Administrator to prepare a package dealing with the
hiring of a new Finance Director and to include his suggestions as to procedures.
19. Motion made and carried to adjourn at 6:55 P.M.
