HomeMy WebLinkAbout06.14.77 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL JUNE 14, 1977 1. This was the annual meeting of the council sitting as the Tax Board of Review. The meeting was called to order at 7:30 P.M. by the Mayor. Present: Mayor Akin, Councilmen Johnson, Kuchera, McElmury, Whittier Also Present: Administrator Ford 2. The Mayor stated for the record that notice of this meeting had been properly posted and published by the City Administrator. 3. The County Assessors office appeared with five members as follows: Orlin Soberg, Tom Holms, Mike Reep, Jake O'Tool and Don Mixel, along with the books and records of assessment rolls for the City of Farmington. There were several people in the audience who questioned both members of the Council and Representatives from the Assessors Office and a general discussion and explanation of the tax equalization increase of loo along with other general questions dealing with taxation were addressed. 4. The City Attorney arrived at 8:20 P.M. 5. The meeting which took place in the Conference Room, was adjourned at 9:15 P.M. with the announcement that any individual wishing to contact the Assessor's re- presentatives on an individual basis would be allowed to do so in the Conference Room and that the City Council would reconvene in council chambers at 9:25P.M. and anyone having business with the council other than taxes would be pennitted to take up the matter at that time. 6. The Council meeting was reconvened in chambers at 9:25 P.M. 7. The City Administrator informed the Council that the County Assessor had for- warded to the City a request for tax abatement by Dale and Beverly Neilan on their property on Ash Street and County Road #31. The City Attorney recommended to the council that no action be taken in this request in that it was related to on-going litigation in District Court. Motion by Akin, second by Kuchera that upon advice of Attorney, that no action Be to en in this request. APIF, motion carried. 8. The Mayor informed the Council that he had on his own initiative, arranged for the application and payment of, a Display and Consumption License from the State of Minnesota, Liquor Control Connmissioner, preparatory to the granting of local approval for said license for the Farmington Arena. He now asked the council for validation of that action and authorizing the reimbursement of the $100 fee. Motion by Johnson, second by McElmury that said approval be granted by the councl�APIF, motion carried. 9. Motion by Akin, second by Kuchera authorizing and directing the City Attorney to prepare an ordinance providing for the regulation of the issuance of Display and consumption licenses in the City of Farmington. APIF, motion carried. 10. The City Attorney was excused at 9:40 P.M. 11. After consultation with the representatives from the Assessor's Office, Motion by Akin, second by Kuchera to adopt Resolution #R26-77 which puts the City oT Farmington on record as strenuously objecting to the loo across the board increase in the City of Farmington based on sales ratio and that a copy of said resolution be sent to the County Assessor.
