HomeMy WebLinkAbout07.25.77 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL JULY 25, 1977 The meeting was called to order by the Mayor at 7:00 P.M. Present: Mayor Akin, Councilmen Johnson, Kuchera, McElmury, Whittier Also Present: Administrator Ford 2. The minutes of previous meeting was deferred. 3. The Mayor took note of the fact that the press had been notified prior to the meeting. The purpose of the meeting was to review the applications which had been received in response to the publication of vacancy in the position of Finance Director and to review the recommendations made by the City Administrator which included the interviewing of one candidate. The council then spent consider- able time interviewing Don Hawes for the position. Following the interview Mr. Hawes was excused and the council discussed the matter among themselves. Motion by Akin, second by Whittier that Mr. Hawes be hired as Finance Director at a starting salary of $14,600 with a beginning date of August 15, 1977, and in accordance with the position description dated June 20, 1977, a copy of which is hereby attached and becomes a part of these minutes. Ford City Administrator APPROVED WJF/kf POSITION DESCRIPTION CITY OF FARMINGTON DEPARRENT OF ADMINISTRATION DATE: JUNE 20, 1977 POSITION TITLE: FINANCE DIRECTOR PRIMARY OBJECTIVE OF POSITION: Establish, implement, take charge of and be responsible Tor a comprehensive inane and personnel division of the Administration Department, including the supervision and training of individuals within that division. SPECIFIC ASSIGNAENTS AND FUNCTIONS: FINANCE: Conceive, create and operate an accounting system that will incor- porate all functions of finance and accounting dealing with the General Fund, Liquor Fund, Water Fund, HRA Fund and approximately 30 other specialized municipal funds. Areas of responsibility including but not limited to: Budget, Audit, trial balance, accounts receivable, accounts payable, billing, collections, .deposits, bank reconciliation, investments, special assessments, , journal and ledger accounting, payroll, tax increment financing, records keeping, phonetic filing, and information retrieval, regular and specific reports, staff studies analysis and correspondence. PERSONNEL: Conceive, create and maintain an efficient and comprehensive system of dealing with personnel matters including but not limited to: Individual earning records, accumulated paid leave cards, personnel jackets, entry and exit informational interviews, city personnel policy and amendments thereto, analytical data and comparative studies. SPECIAL: Institute and implement the necessary steps to incorporate into a Burroughs L3000 computer the maximum accounting modes including Liquor Inven- tory, special assessments, general accounting (chart of accounts) and budget. REQUIRED KNOWLEDGE, SKILLS AND EXPERIENCE: A degree in accounting. Minimum of tree years in municipal accounting or closely allied field. Some supervisory of demonstrated leadership ability desirable. ACCOUNTABILITY/INDEPENDENCE: Reports directly to the City Administrator. Professional and technical s ills must e sufficient to allow maximum initiative and independence with a minimum of direction or guidance. SALARY: $14,500 - $16,500 per year depending upon qualifications. OTHER: 1. Probation - One year 2. Transportation - 12t per mile on special trips with prior authorization. 3. Conferences/Conventions - Annual LMM Convention, annual State Convention of Municipal Clerks and Finance Directors. 4. Overtime - Exempt
