MINUTES
COUNCIL MEETING
SPECIAL
OCTOBER 10, 1977
1. The meeting was called to order by Acting Mayor Kuchera at 7:05 P.M.
Present: Acting Mayor Kuchera, Councilmen Johnson, McElmury, Whittier
Absent: Mayor Akin
Also Present: Administrator Ford, Finance Director Hawes and Recreation Manager
Bell
2. Jim Bell appeared at the meeting to clarify certain decisions made by the
council in the 1978 budget. As a result of this discussion the council approved
two budget adjustments in the Park Improvement Fund #6-48-76. Motion by Whittier,
second by Johnson to approve budget adjustment dated 10/7/77 which provided $2383
for the purchase of ag-lime. APIF, motion carried.
3. Motion by Whittier, second by Johnson to approve budget adjustment dated
10/10 77 which proved $300 for the purchase of two P.A. speakers for the arena.
APIF, motion carried.
4. The council delegated to staff the responsibility for securing the best and
most advantageous conditions for the sale of advertising on the arena zamboni.
Said agreement not to exceed two years at a time.
5. The council authorized staff to screen and recommend temporary part time
help in the arena and to submit same to them for their final approval.
6. The council then entered into a final discussion concerning the 1978 budget
which incorporated all decisions made in the review process. Motion by McElmury,
-second by Johnson to adopt Resolution #R63-77 which approves the 1978 budget and
levy and authorizes and directs the City Administrator to certify same to the
County Auditor. APIF, motion carried.
7. Motion made and seconded to adjourn at 8:15 P.M.
