HomeMy WebLinkAbout06.19.78 Council Minutes J MINUTES COUNCIL MEETING REGULAR JUNE 19, 1978 1. The meeting was called to order by the Mayor at 7:00 P.M. Present: Mayor Akin, councilmen Johnson, Kuchera, McElmury, Whittier Also Present: Administrator Ford and Attorney Gorgos 2. Motion by McElmury, second by Johnson that the minutes of May 24, 1978 be approved as presented and that the minutes of June 5, 1978 be approved with the deletion of paragraph 6. APIF, motion carried. 3. The council then discussed the proposed amended by-laws of the Farmington Fire Department Relief Association which stemmed from the passage of new legislation by the State Legislature amending the laws of 1971, Chapter 61, by reducing the minimum years of service eligibility for retirement to 15 years but retaining the minimum age eligibility of 50 years. Motion by Akin, second by McElmury that the by-laws be approved. APIF, motion carried. 4. Motion by Kuchera, second by McElmury that the application of Joyce E. Johnson Officer and Secretary-Treasurer of JKW & Assoc. , dba Old Crow Tavern, for a Display and Consumption liquor license at 309 3rd Street be approved. Voting for: Johnson, Kuchera, McElmury, Whittier. Voting against: Akin. Motion carried. 5. Motion by Whittier, second by Kuchera to adopt Ordinance No. 078-64 an Ordinance Regulating Gambling. APIF, motion carried. 6. Motion by Whittier, second by Kuchera to amend Resolution #R1-78 by providing for and inserting a license fee of $100/yr for Gambling License Fee. APIF, motion carried. 7. The council discussed briefly the correction of a conflict between the accessory building set back provision and the zoning ordinance set-back provisions. There was some thought that perhaps a set-back for a accessory storage building should be different from that of any other structure. The council asked that the Administrator put together a study and that the council reconsider the matter. 8. The Mayor took note of the fact that a temporary office had opened in the Youth Center to provide for the temporary employment of youngsters on miscellan- eous type services. A CETA employee for the manpower services administration has a desk set up in the Youth Center for that purpose. 9. Motion by McElmury, second by Kuchera to approve the suggestion of the Administrator that Monday July 3, 1978, be an unpaid holiday for all employees of the City and that the first regular meeting for the month of July be held at 7:00 P.M. , July 5, 1978. APIF, motion carried. 10. The Mayor took note of a memo from Police Chief Metcalf, informing the council that he was on military leave. This gave rise to a discussion of the requirements of the law as to a public employer on behalf of a member of the National Guard and the Reserve. The Attorney and Administrator were asked to research this matter and inform the council of all aspects of it. 11. Motion by Kuchera, second by Johnson to approve the bills for payment as presented. APIF, motion carried. 12. The Council asked that the Administrator revive the matter of a drive-up post office box somewhere in the City of Farmington on public property. 13. A short discussion by the council was held concerning excessive water pres- sure in the municipal system within certain areas of the city. 14. Several residents of Hill Dee Addition complained of accummulation of dirt on the streets and of drainage problems at least in one area and also complained of street sweepings being dumped on a city owned vacant lot in the area. It was agreed that these matters would be looked into. 15. A question concerning picnic tables in Hill Dee park or the borrowing of picnic tables from Rambling River would be referred to the Park and Recreation Manager. 16. Motion made and seconded to adjourn at 8:30 P.M. The council then went into executive session with the Attorney regarding law suit with Davis Electronics. Respectfully submitted, Wi liam J.
