COUNCIL MEETING
SPECIAL
SEPTEMBER 25, 1978
1. The meeting was called to order by the Mayor at 7:00 P.M.
Present: Mayor Akin, Councilmen Johnson, Kuchera, McElmury, Whittier
Also Present: Administrator Ford and Finance Director Hawes
2. The council discussed the special meeting they held on September 20, 1978
during which time they visited the soon to be vacated, Dakota Electric Assoc. ,
building on 3rd Street and received various proposals and representations from
that organization by which it was intended to generate some interest on the
part of the City in acquiring the building. The council discussed the matter
in general terms . Motion by Johnson, second by McElmury that the City
Administrator be authorized and directed to prepare in-house research in
regard to this matter for presentation to the council at the meeting of November 1,
1978. APIF, motion carried.
3. The council accepted the resignation of Park and Recreation Advisory Commission
Darrell Moench, and agreed that appointments would be considered at the meeting
of October 2, 1978.
4. Motion by Kuchera, second by Johnson to approve the attendance of the Police
Chief at the annual quarterly meeting of the Minnesota Chiefs of Police in
Bemidji on September 29, 1978. APIF, motion carried.
5. Motion by Johnson, second by Kuchera to adopt Ordinance No. 078-68 which
amends ordinance No. 1-10-2 by changing the annual salary for Mayor from
$200 per month to $225 effective 1-1-79. APIF, motion carried.
6. Motion by Akin, second by Kuchera to approve the modification to the arena
by the installation of overhang structures on the large doors in the amount of
$450.00. APIF, motion carried.
7. The council devoted the rest of the meeting to budget matters.
8. Motion by McElmury, second by Johnson to adopt Resolution No. R33-78 which
adopts the 1979 budget and authorizes the certification for levy of taxes to the
Dakota County Auditor. APIF, motion carried.
9. Motion made and seconded to adjourn at 8:45 P.M.
