HomeMy WebLinkAbout11.09.78 Special Council Minutes MINUTES COUNCIL MEETING SPECIAL NOVEMBER 9, 1978 1. The Mayor opened the meeting at 7:00 P.M. Present: Mayor Akin, Councilmen Johnson, Kuchera, McElmury, Whittier Also Present: Administrator Ford and Deputy Clerk Finstuen 2. The purpose of this meeting primarily was to allow the City Council to sit as an Election review board. The tabulation of the General Election held on November 7, 1978 were presented to the Board. Motion by McElmury, second by Johnson to adopt resolution #R42-78 which approves of the results of the General Election of November 7, 1978. APIF, motion carried. 3. The council discussed briefly the increase in the number of voters, the possible need for more precincts and the consideration of an increase in wages paid to election judges. The council asked staff for recommendations. 4. Motion by McElmury, second by Kuchera to authorize the payment to election judges in accordance with the list submitted in the total amount of $765.00. APIF, motion carried. 5. Motion by McElmury, second by Johnson to authorize the payment of bills as presented. APIF, motion carried. 6. The council considered vacancies on the Park and Recreation Advisory Board, CATV Commission and the HRA, either existing or upcoming. It seEned to be a consensus on the part of the council to defer the filling of vacancies and expirations until the month of January at which time the new council would be sitting and all appointments could then be made at the normal beginning date of all appointments consistent with council policy. (February 1, 1979). 7. The City Administrator informed the council that he had been discussing with Bob Rosene, the City Engineer, the desirability of having full scale master reproducables. The Administrator informed the council that the former City Engineer, Don Blaisdell, had in his possession his work product which was a complete set of reproducables and that rather than paying approximately $1,000 to have copies made, there might be an opportunity for the city to purchase the originals from Mr. Blaisdell at a substantially reduced cost. The City Adminis- trator was authorized to pursue that matter and report back to the council. 8. The council then discussed in a very general way several items including alternate methods of providing police protection, binding arbitration, revision of fire protection contracts, and a bill owed to the city from the FAA regarding a building permit. 9.
