ADJOURN ciTv of O 430 Third St., Farmington, MN 55024 FARMINGTON © 651-28o-6800 ®, ® FarmingtonMN.gov TO: Planning Commission FROM: Tony Wippler, Planning Manager SUBJECT: Site Plan and Conditional Use Permit Request-Airlake Truck and Body-22096 Canton Circle-Continued DATE: April 20, 2021 INTRODUCTION Application has been made by Messenbrink construction for site plan and conditional use permit approvals for the property located at 22096 Canton Circle. The owner of the property,Airlake Truck Body& Paint, is proposing to construct a 20,000 square foot building for their operation on the subject property. Airlake Truck Body& Paint is a precision commercial collision repair business and is currently located in Lakeville. DISCUSSION Section 10-6-23(E)of the City Code requires that"Major Projects" be reviewed by the Planning Commission. U nder Section 10-6-23(E)subd. 1,projects need to be reviewed by the Planning Commission when construction of new structures with site improvements is proposed for undeveloped land. Site Plan The company is currently located in Lakeville and have chosen to relocate to Farmington. They propose to construct a 20,000 square foot building to house their vehicle body repair and paint business. The proposed building will have an reception, office, break room and bathroom area in the southwest corner of the building. An indoor vehicle storage area is proposed in the southeast corner of the building and a paint booth is proposed in the northeast corner of the building. The remaining area (largest portion) of the building will consist of open shop area. The building is oriented north and south with the office facing Canton Circle. The site plan show 12 off street parking stalls (not including the car storage area proposed within the building)towards the southern end of the site. Additional paved area is shown on the west and north sides of the proposed building to allow for circulation and movement of vehicles on site. The off-street parking that is being shown meets the city's off-street parking requirement as outlined in code. The site is within the B-3 (Heavy Business) zoning district and requires the following minimum building setbacks: • Front yard: 20 feet required (50 foot shown on site plan) • Side yard: 6 feet(38.77 feet to eastern side lot line; and 132.51 feet to western side lot line as shown on the site plan) • Rear Yard: 6 feet 79 feet shown on site plan) All setbacks as shown on the site plan exceed the minimums as identified above. The B-3 (Heavy Business) zoning district allow for 35% maximum coverage for all structures. The lot is 2.32 acres in size and the proposed lot coverage(building only-20,000 square feet)would be 19.79%, well below the maximum that is allowed. Transportation The site plan shows access off of Canton Circle. Solid Waste Plan The applicant proposes to keep the waste dumpsters within the proposed building(northwest corner of building). The dumpsters would be rolled out on trash pickup days. Proposed Use Auto Repair, Major is listed as a conditional use under the B-3 zoning district requirements. As outlined in City Code, a conditional use shall be approved if it is found to meet the following criteria: 1. The proposed use conforms to the district permitted and conditional use provisions and all general regulations of this title. Auto Repair, Major is listed as a conditional use within the B-3 (Heavy Business)zoning district. 2. The proposed use shall not involve any element or cause any conditions that may be dangerous, injurious or noxious to any other property or persons and shall comply with the performance standards listed below. The proposed use will not involve any elements or conditions that will be dangerous, injurious or noxious to any other property or persons and will comply with the performance standards listed below. 3. The proposed use shall be constructed, designed, sited, oriented and landscaped to produce harmonious relationship of buildings and grounds to adjacent buildings and properties. The proposed site plan accomplishes this. 4.The proposed use shall produce a total visual impression and environment which is consistent with the environment of the neighborhood. The proposed site pan accomplishes this. 5.The proposed use shall organize vehicular access and parking to minimize traffic congestion in the neighborhood. The proposed site plan accomplishes this. 6. The proposed use shall preserve the objectives of this title and shall be consistent with the comprehensive plan. The proposed use is consistent with the city's 2040 Comprehensive Plan. ACTION REQUESTED City staff recommends approval of the Airlake Truck and Body site plan and conditional use permit subject to the following: 1. A sign permit application shall be required for any signage to be placed on site. 2. The applicant shall obtain all necessary building and fire permits that maybe required for the establishment of the proposed use. 3.
