This will continue the city council efforts to meet with all of the boards and commissions this year as you have held work sessions with the Planning Commission (two) and Water Board. DISCUSSION The Parks and Recreation Advisory Commission would like to discuss the following issues with the city council- 1. Pickleball Courts 2. Skate Park 3. Potential Community Survey/Referendum If the city council has any other issues to discuss, please let me know. CITY OF O 430 Third St., Farmington, MN 55024 FARMINGTON 651-28o-6800 FarmingtonMN.gov TO: Mayor, Councilmembers and City Administrator FROM: David McKnight, City Administrator SUBJECT: Farmington Firefighter Relief Association Review (20 Minutes) DATE: May 3, 2021 INTRODUCTION I have asked Farmington Fire Relief President Jeff Albee and Fire Chief Justin Elvestad to attend the work session and review the Farmington Fire Relief Association role,funding and status. This is primarily for the three new members, but good information for all of you to hear. DISCUSSION The purpose of the Farmington Firefighters Relief Association is to provide retirement relief and other benefits to its members and dependents. The Farmington Firefighters Relief Association is a governmental entity that receives and manages public and private money to provide retirement benefits and aid for individuals providing the governmental services of firefighting and emergency first response. The city and the Farmington Firefighters Relief Association reached an agreement a number of years ago where the city contributes $150,000 annually. This meeting is intended as an educational opportunity and I am sure the members of the association will be happy to answer any and all questions. CITY OF O 43o Third St., Farmington, MN 55024 FARMINGTON © 651-28o-6800 goo ® FarmingtonMN.gov TO: Mayor, Councilmembers and City Administrator FROM: Katy Gehler, PWD/City Engineer SUBJECT: Use of Dakota County Waste Abatement I ncentive(25 Minutes) DATE: May 3, 2021 INTRODUCTION At the April 19th council meeting the agreement with Dakota County for receiving the waste processing incentive was approved. Staff is working on completing the first quarter submittal for the reimbursement.The intent of this item is to discuss how the funds will be distributed within the solid waste fund. DISCUSSION The waste processing incentive will be provided at$25 per ton delivered and processed at the Red Wing Resource Recovery Facility up to$223,000. Based on 2020 collection,we are estimating$200,000 in revenue from this program. Dakota County is requiring the funds to be used in line with the goals of the the Dakota County Solid Waste Master Plan. Below are options the council could consider. 1. Provide a rebate to solid waste customers on their utility bill. Typical residential rebate would be on the order of$10-$30 per account. 2. Provide bulky item disposal incentives. 3. Offset rate increases for 2022. 4. Other The council is asked to discuss these options and provide direction on the use of these funds ahead of the 2022 budgeting cycle. DISCUSSION City staff has completed the first round of interviews for the Community Development Director position. I will be asking the city council to pick a date for the second round interviews/presentation (Thursday, May 13th or Friday, May 14th) at the work session. A second interview will be held with the candidates and they will also be asked to prepare a presentation on a topic that will be assigned to them and present it to the city council. BUDGET IMPACT NA ACTION REQUESTED Please come prepared to pick a date for the interviews that the city council will be participating in for the Community Development Director position.
