The Dakota County Parks and Recreations Committee has

PARK AND RECREATION COMMISSION
Special Meeting
A,;)ril 1, 1974
Present: Leon Orr, Marlys Miller, Jerry Bauer, Doris
Thelen, Richard Pietsch, Robert Boeckman
and Jay Rasmussen.
The minutes of the previous meeting were read and armroved.
Organizations again will be able to rent the pool after
9:00 nm for snecial occasions. People are to contact
Jay Rasmussen for information.
Water polo will be from 9:00 p.m. to 10:00 p.m. depending
on team registration.
A new daily operations report was presented and accepted.
A personnel duties book is being completed and will be
presented soon.
Motion by Richard Pietsoh, seoond Jerry Bauer to reoommend
to the council that the following personnel be employed tor
the coming season.

April 25, 1974
Present: Leon Orr, Marlys Miller, Doris Thelen,
Richard Pietsch and 3ay Rasmussen.
Also Present: Terry Holmes
The minutes of the previous meetinQ were read and approved.
The taking of bids for the tennis court lighting is set
for 2:00 p.m., May 6, 1974.
Terry Holmes will head the tennis program. Dates for
lessons will be announced later.
The rates for lessons will be:
Grades 4th throu~h 8th
Grades 9th through 12th

The tennis courts will be reserved for adults on Mondays
and tvednesdays from 6:00 p.m. to 9:00 p.m.
The Youth Center will hold a dance 1'1ay loth. The age
and times are as follows:
7th and 8th graders 9:00 p.m. to 10:30 p.m.
(at a lower ticket rate)
9th through 12th grade 9:00 T:.rn. to 12:00 p.m.
Dick Pietsch reported on the 'Nomen and mens golf tour-
naments. These will be held in September.
Marlys Miller reported on preliminary plans for music
in the park for Sundays this summer.
An invitation will be extended to the Council to meet
with this Commission at their regular Meeting, May 16th,
regarding the present and future Park and Recreation
prop.:ram.

The Commission first toured the Northview Park and 5th and
Linden St.
The Council met with the Commission at 8:00 p.m. Reports by
members were given.

The Commissio~s recommendations to the City Council:
We discussed the desirability of selling the south portion
of Northview Par;{ for industerial development and the
Commission was in full agreement to recommend to the Council
that the land not be sold because industerial use of land
immediately adjacent to the river is not consistant with ~- .
long j!ange park acquisition and development plan. .~/ ......~~
The Commission discussed the possible sale of city owned
land on Linden Street adjacent to the river for residential
development. The Commission was in full agreement that while
this land was not originally acquired for park purposes,
it is presently owned by the City and is also identified in
th~ long ran~e park plan.

The bicycle traffic problem at the pool entrance and the
pedestrian and bicycle traffic on highway 50 at Division St.
were discussed. A memo will be sent to the chief of police
on this matter.
The new crafts program has been set up at the youth center.
17 girls are in the arts and crafts class and 27 boys and
girls are enrolled in the puppetery class.

The Tennis Tournament was discussed.
The Commission recommends to the Council that an
air conditioning engineer be hired to make recommend-
ations and cost estimates to air condition the Youth
Center.

Rambling River Park.

The minutes of the previous meeting were approved.
These questions were deliberated:
1. Should a curfew be imposed for general activity
at Ramblin~ River Park?
2. Should restrooms be locked at a specified hour?
l.. Should we continue to permit alcoholic beverages
in the park?
Conclusions:
Our objective is tJ keep the park open for ALL
residents to have maximin enjoyment. \ve recommend
that the police make periodic spot checks for potential
problems. We do not recommend any actions on curfews
at this time.
The memo was read to the commission concerning times
of Youth Center dances. The chairman wj.ll check 'tVith
the Administrator regarding scbeduling.
The Commission and the Farmington schools would like
the downto'\rm lights saved for their use at a later
date.
Before the next meeting, the chairman will meet with
SUDt. Boeckman and l'1rsEmond, school board member,
to discuss hockey boards for the year 197h-1975.
The Cornmission discussed the transfering of :,'?SOO.OO
to the HHA committee. This transfer was appro~ed
1...)'i th the understahding: that '\f.Jhen lIRA. sells bonds
next year, this amount "rill be replaced in our budget
for the acquistion of park land in 1975.
Youth. Sunday wi 11 be July 28th in Rambling River Park
with Julie ReiSinger chairman.

August 22, 1974

The minutes of the previous meeting were read and
approved.
The 197h budget was reviewed.
Horseshoe court: vIe recommend to the Council that
F::mery Hall construct the project not to exceed
the J~400. 00 as stated in the budget.
Sand area around play equipment: Curb and sand
recommendations are to be given to the city
engineer.

Trail system: More information is to be gathered
concerning land where the 11etropoli tan Sewer Board
will be constructing an intercepting sewer
between Farmington and Lakeville.

The minutes of the previous meeting were read and

Marlys Miller Made a motion that a four drawer
steel file with a lock be purchased for the
Council chambers in order that all ark Oommiss-
ion files be availabe for referance during
meetings. Doris Thelen second, passed. ~ memo
vJill be sent to I::Ir. Ford by the s~cretary re-
questing the file.

skating urogram. He is to contact Ms Yakel
again this year to be the instructor.

We discussed the nossible sale of the south
portion of Northview Park. We costponed our
recommendations until a mer1ber of our COMmission
meets with the new committee being formed by
thB mayor to study the project.
\ctlvities in Rambling River Park this past
summer were discussed. 'l'he high school band
and the Farminr:ton choral group wl11 be again
contacted for their ossible participation in
the 1975 year. The goal of the Oommission is
to have a schedule set ur by 11ay. Citizens would
then have this information to refer to through-
out the summer.

Prior to the meetinp, the Commission met with the
Council to study the 1975 budget. A ~rog1'ess
report was given to them and our goals for the
future were discussed.
The minutes of the nrevious meeting were read
and ap'roved.
Jay F:asmussen renorted on the figure skating
lessons. Barbara Yackel has been hired to
instruct; the first lesson to be January 16th.

a later date.

Marlys Miller reoorted on the Holloween parties
planned for October 31st and November 1st for
the children of the community. The Legion
Auxiliary, VF'\"JAuxili a1'Y and Future Eomer1akers
of .A.merica will assist.
The tennis court and shelter were discussed. A
set of rules will be formulated for the 1975 year.
