PARK AND RECREATION COMMISSION
January 4, 1973
Present: Allan Corrigan, Leon Orr, Mar1ys Miller and Phyllis Brosseth.
The meeting was called to order by Chairman Orr at 7:05 p.m.
Orr stated that Barbara Yackel would give figure skating lessons
for seven weeks and would charge $10 per hour. She currently works
with the Fighting Saints and gives lessons throughout the twin
city area. It was decided to contact her and begin the lessons
in Farmington on January 20. An article would be put in the paper
and announcement be made at school. Each student would be charged
$5 for the lessons.

The West View Acres re-p1at was discussed. They are required to
give 1.9 acres of land for park purposes, which is 5 percent of their
plat. They currently only have 1.7 acres listed on their re-p1at.
A lengthy discussion followed whether to require them to add the
additional land to make up the difference of they could make up
the difference in cash.
A motion was finally made to accept the plat as is, with the difference
to be made up in cash to equal the 5 percent, with the value to be
determined by the council. Motion made by Phyllis Brosseth,
seconded by Leon Orr. Voting for were Brosseth, Orr and Miller.
Against, Corrigan.
It was decided unanimously not to put a skating rink in at the
Hill Dee park this year, due to the costs.
The park designated by the builder of Pine Knoll Estates was briefly
discussed. It was noted that the area was mainly low or swamp
type area and nothing could be done until spring whenfue area would
be looked at.
A dedication of Rambling River park with a possible community picnic
in the summer was mentioned. A possible date of July 4 was brought
up, however no plans were made.

The PA system for the skating rink and pool was discussed. The budget
allowed $200 for this item, however the cost will be between $400
and $450. A motion by Miller, seconded by Brosseth with AIF to

Meeting called to order at 7:05 p.m. by Chairman Orr.

Meeting called to order at 7 p.m. by Chairman Leon Orr
The minutes from the Janus ry 18 meeting \olere revie\oJed and approved.
Discussion of the swimmi.ng pool operation was the first item on "the agenda.
Jay Rasmussen suggested that 10 lifegU3rds be hired for tte 1973 swimming
season, of which 5 would work at one time.
It was also decided that the lifeguards would all \olear uniform suits this
year with the girls wearing one piece, the boys red trunks with white shirts
which read lifeguard. The girls suits \-lould also be of a red nylon material.
Chemical supplies for this year \-lere to be purchased from Maynard Nicholsen
as last year.
The pool will be open from June 2 until August 26. The hours will be from
1 to 4:30 and 6 to 9 with lessons to b e given during the morning.
Admission \-l111 be I,J'30 for family ticket; :$20 for single; ~til5 for those
13 through graduation and ~?1!) for thos 12 and under. Adult swimming lessons
will be given on Hednesday eveniJ'l.gs.
Family night will be Sunday night and Friday n:tght from 8 to 9 p.m. Adult
night ,.Jill be \'ednescays. Goen s'\oJimrrdng will be held on Wednesdays until
suIt lessons are begun.
Swimming lessons '\oJill be given in the mornings with a fee of $'3.50, an increase
of 50 cents from last year.
Skating rinks for 197'3-74 were discussed. The possibility of making several
small rinks in various locations \olas a thought. The matter \olill be discuss8d
at another time.
Orr discussed \olj~h the Commission members the study far the nroposed
arena for Farruin:'ton '\.}hicn the Jaycefls have 1.nitiated. Jerry Bauer and Leon
Orr \olill serve on this committeefrom the Park Commission. The first meeUng
\ole.s schedllled for February 20.
RGsmussen agreed to work part time throughout the year when the need for this

Forrest l'rilcox discussed nine items which would make a well rounded
of play equipment for the Rambling River Park. The following items
purchssed with the appr-oval of the council: Items taken from the

The total cost of the items '\oJould be $5,096.50 of which Mr. Hilcox agreed to pay

March 15, 1973
Present: Allan Corrigan, Jerry Bauer, Leon Orr, Jay Rasmussen
and Phyllis Brosseth.
Also present: Art Callan, Joe Ketelboeter, Elton Hanson, Ben
Hotchkiss and Mrs. Richard Hunter.
The meeting was called ot order by Chairman Orr at 7:20 p.m.
Orr explained the developments of the Arena Study Committee which
is comprised of various men from different organizations in
the community. He said they have had several people reply in
favor of such a p~oject. He said the prospects look good,
however a final report will be made on April 1, which will be
distributed to the civic organizations in Farmington.

Jay Rasmussen read a letter from Rod Wilson, last years assistant
director who stated he would not be returniqg this year.
It was decided not to hire an assistant director this year, however
go on a head guard system. It was tentatively decided that
David Schmidtke and Sue Finden would serve in this capacity. A
motion was made by Bauer, seconded by Corrigan to increase their
salary 50 cents an hour when they served in this capacity.
Motion carried.
It was also felt that eight guards would be hired this year instead
of 10.
The location of two of the chairs at the pool were discussed again.
It was decided to contact Maynard Nickelson concerning purchasing
a new chair instead of removing and then installing it again.
Rasmussen also stated that more kick boards were needed this year
and he would check into unbrellas for the life guard chairs.
The mming of the hot water heater from the basket room into
the private shower in the girls locker room was discussed. The
matter was to be looked into.
Swimming applications would be out soon, Rasmussen said and the
pool would open June 2.

A plan for landscaping for the pool was discussed with exposed
aggregate put around the trees to keep the stones or bark from
getting into the pool and grass, decided upon.

March 15, 1973
A petition was presented from 21 home owners in theHill-Dee Addition
concernirg improvements they wanted in the Hill-Dee Park.
They requested such things as swing sets, sand boxes, teeter totters,
monkey bars, ball diamond, slides, swimming pool, picnic tables,
grills, rest rooms and tennis court.

Corrigan presented a plan which he had prepared of the future deq-
elopment of the Hill-Dee Park. The plan showed the location of
trees, playground equipment, future multi-purpose court and ice
rink. It was also noted that there was $1,500 in the budget this
year for plantings in the Hill-Dee Park.
A motion was made by Phyllis Brosseth, seconded by Bauer to accept
the plan as presented. Motion was accepted with all in favor.
Mrs. Richard Hunter appeared before the commission and requested
that the Kids Cooler be opened again this year near the pool.
It was decided that everything had been kept neatly and orderly
last year and the Commission saw no reason why they could not
be open again this year.
It was decided to hire two boys to work two hours each morning
with t he sutIlDer softball program. They would be paid $20 a week.
The Commission decided to have open skating at the Burnsville Areana
sometime in May for two hours. This would be.. free skating for
the young as well as the old. If residents would care to ride the
bus they could do so at 25 cents or provide their own transportation.
The money used to pay for the Burnsville arean would be money left
from the figure skating lessons.
A discussion followed concerning the ncme of the Evergreen Knoll
Park. Orr suggested that since Felix Tillges had done so much for
that area, maybe the park should be re"'named. The matter was tabled
until another time.
Since the FAA center is again expanding, the Park Commission will
be the recipients of nine large evergreen trees.. Instant Shade
Company would move the trees for $700 so it was decided to have
them do the work.
Another short meeting was set for Thursday, March 29 at 7 p.m.

Meeting called to order at 7:10 by Chairman Orr.
The landscape plan for the small park putside the village hall
was discussed. The plan featured the bell from the former village
hall in the center, with a bench on each side and trees at the
end. Smaller plantings would be scattered throughout the area.
The commission deceided on two benches with cement bottoms and
wooden seats and backs. Cost of the benches were $89.

Several women from the Hill-Dee Addition were in attendance. They
expressed a need for play equipment in the Hil-Dee park, such as
swings, sandboxes, etc. They requested that the Commission not
spend the entire $1,000 alloted for plantings and use part of
this moeny for equipment. It was decided to proceed with the
plantings, however with the remaining money left from the park
outside the village hall, to ~ecommend to the council to purchase
a swing set for the Hill-Dee Park. Motion made by Phyllis Brosseth,
seconded by Marlys Miller to proceed with the above. It was
decided to order # 297 (Game Time) swing with one chair type
fiberglass seas # 508 and five, # 349 belt seats.

Orr informed the Commission that the tennis courts were about 45
percent complete. The remainder of the work will begin about
the middle of April and should be completed about June 1.
Ken Gerten had asked the Commission about the plantings such as
flowers and foilage for the 3 parks. He would not give a price,
however he stressed that the cost would be down since he would
like to experiment with flowers in the three areas. The Commision
decided to let Gerten plant what he desired in the parks.
The hiring of someone the clean the tables, pick-up trash and
clean the rest rooms in the Rambling River park was discussed. Orr
was to talk with Bill Hince concerning this.
The moving of the hot water heater from the basket room at the

pool into the single shower in the girls locker room was discussed.
Bauer had received an estimate from Sauber which would run about
$300. Another estimate was to be obtained.
The meeting date of the next regular meeting was changed until
April 18 at 7 p.m.

The Commission decided upon
Rambling River Park:
Five wooden top tables at $89.90 a piece.
Five benches. Two backless and three with
would be 8 ft. long and be placed by the tennis
and river.
Four grills. One by the pool at Evergreen Knoll Park and three
in Rambling River Park. All would be different.
The Commission then decieded upon the following items for the Evergreen
Knoll Park:
Two benches on the west side of the pool without backs and one
on the east side of the pool near the north end with a back.
The total of the above equipment would be $1,090.
Motion by Corrigan, seconded by Bauer ~o order the above equipment.
Motion carried with AIF.

A letter was received from the Highway department concetning the
request for the guard rail along Highway 50, near the Rambling
River park. The letter stated that they would not install a
guard rail since they felt it would endanger the drivers more than
if one were installed.

It was decided to renew the summer baseball program insurance
as set last year.
The park land in Westview Acres was discussed. The Commission
agreed that the park land must be left at 1.92 acres, not_
1.75 acres.
Pine Knolls Park which was donated by Henry Feilan was discussed.
The land he donated is completely under water and will always be
a swamp area. He has now been contacted and besides the land he
has offered to give $2,000.

The Commission discussed the park land dedication requirements
for all platted areas. Apartment buildings were also discussed
such as them donating a certain amount of money per unit to be
used for park land. This was tabled and will be discussed at
a latter date.
It was noted that a lighted sign was to be placed west of Rambling
River Park on Highway 50 to warn motorists of the up-coming
curve. This was to prevent cars from going into fue park area.
The telephone and NSP lines in the Rambling River park were
to be buried within the next month, according to each of the
local utility companies.
It was stated that the Feely property of 28 acres had now
been condemned. The outcome would not be known for some time.
The solicitation program which was discussed many months
ago was table indefinetly.

Hay 20 from 5 to 7 p.m. was set for open skating for Farmington
residents at the Burnsville arena. A bus would be provided at
a charge of 25 cents. Farmington residents will be able to skate
during this two hour period free, from funds from the figure
skating program held this past winter.

The tennis program for this summer was to be looked into.
Chairman Leon Orr contacted an instructor in the twin cities
and his fee would be $10 per hour. Orr would meet with
this man and report back to the Commission at the Hay meeting.
A motion was made by Jerry Bauer, seconded by ~~r1ys Miller to
proceed to recieve quotes to install the light bases around
the tennis court as not to dig up the ground again next year.
The motion carried with AIF.
The benches for the park in front of the city hall were discussed.
It was decided to not order the high back benches which were
previou1ys decided upon and order a wood and steel type bench
'tl7i th a beck.
The matter of changing the Evergreen Knoll park name was
tabled after much discussion from Commission members.

It was decided that the placque for the pedestia1 which the
city hall bell would sit on would read "Farmington's Original
Fire Ball, 1880-1968." Mar1ys Miller had looked into the cost
of the gold placque and found one to be about $20 and another
about $150. She was to look into this further.
Jay Rasmussen presented a list of names of those he recommended
be hired for the swimming pool this summer. The following
names were his selection: David Schmidtke, Ann Novitzki,
Debbie Juenke, Ann Norgaard, Brian Kelly, Sue Finden, and
Debbie Rotty, all who had guarded in the past. He also
recommended Cathy McDonald to be hired to fill the open
position to make 8 guards this season. A motion by
Phyllis Brosseth, seconded by Mar1ys Miller with AIF to
recommend to the council the hiring of the guards listed above.
It ,vas a1so.decided to hire Denis Rotty and Terry Gilbertson as
part time at $1.25 per hour when additional personna1 would be
needed in the basket room. The names of David Thorn and Ricky
Schmitz for the morning baseball program were also approved
at $20 per 'tveek per boy. Motion by Brosseth, seconded by
Miller with AIF.
Rasmussen stated he would be taking the guards into the twin
cities this next week to look into the uniform guard suites.

S'vimming lessons will begin as soon as the pool opena. Lessons
are scheduled for mornings throughout the summer monhhs.
Application forms have been distributed at the school and will
be available at the village hall for children outside the school
district who would like to enroll in the program. The cost
will be $3.50 and a child must be 48 inches tall to take lessons.
It was decided to put small rock around the shrubs at the pool
instead of aggregate.

PARK AND RECREATION COMMISSION
June 21, 1973
Present: Jay Rasmussen, Leon Orr, Allan Corrigan, Jerry Bauer,
Mar1ys Miller and Phyllis Brosseth
Chairman Orr called the meeting to order at 7 p.m.
The Commission recommended the name of Mrs. Joe Jones Sr. to be
Youth Center Adult Board.
Improvements for next years budget were discussed. A tentative
list of suggestions were made for each park:

EVERGREEN KNOLL PARK
Backstop,?for northeast corner, about $ 800.
Tennis court, $9000.
Sign for entrance to park, $200.
Bik_ racks for smaller bikes (racks and cement, $600.)
W.t~h for children signs. It was decided to write Police
Chi~f Robert Metcalf and reqUest a study made o~ the hazards
in t;he area of the pool. such as speed, and walking habits.

Rasmussen stated that season tickets to date totaled $4,770;
lessons, $671 for the first session; daily admissions, $636.50
through June 18.
It was also decided to purchase the lifeguards white -.eatshirts
with "Farmington Pool" in red lettering on the front.
Rasmussen said there had also been an interest in water polo. He
was imformed to proceed with this program.
The motion to adjourn was made by Rasmussen, seconded by Corrigan
with A.I.F.

SPECIAL
Present: Leon Orr, l'Iarlys l'Iiller, Jerry Bauer, Allan Corrigan and
Phyllis Brosseth
Also present: Pat Akin
The meeting was opened at 6:30 p.m. by Chairman Orr.
Pat Akin explained to the Commission members how many of his trees
had been destroyed when persons had pulled them from his garden area
located near the s~oJimming pool. He also stated this was the second
time such an incident had occured and several years ago he had been
promised a fence.

The Commission discussed the incident and agreed to budget for a
permanent type fence to begin where the snow fence now is to the line
by Doyles. The remainder of the permanent fencing could be installed
in the future, with possibly installing a section each year to keep
the costs do"\vn.
The Commission spent the remainder of the meeting reviewing the budget
adding and deleting from th~ "vorl:: copy.

Minutes
Attending: Leon Orr, .Jerry Bauer, Mar1ys Miller, .Jay Rasmussen.
Motion Diade by .Jerry Bauer, seconded by Marlys Miller to recoIDD1end
to the city council that $3000be used of the 1973 Park budget for
preliminary architect plans and soil tests of property for the
proposed ice arena. Motion passed. The bond issue to be in December
if findings are proper.
.James Gerths attended the meeting representing the Farmington Hockey
Association. He stated that last year 160 children were participating,
(30 girls) and $7,000 was spent. He said more facilities are needed
to handle the amount of youth who would like to skate.
The 1974 proposed budget was ammended to include $500 for needed
tables and grills in the Rambling River park and $1,750 for a five and
one half ton air condttioner for the Youth Center. Between 150
and 350 youths have been attending the dances each week.
Motion made by Marlys Miller, seconded by .Jerry Bauer to apply to
LAWCON for $75,000 for development and acquisition of future
development and acquisition of future park lands. Motion passed.
A revised park development and acquisition plan was approved through
1978.

Minutes
Present: Allan Corrigan, Leon Orr, Jay Rasmussen, Jerry Bauer, and
Phyllis Brosseth
Also present: Harold Rice-Little League Baseball; Mrs. Marla Gerths-
Hockey Boosters; Julie Reisinger, Wanda Thelen, Jeff Thelen and Kevin
Gephart-Youth Center; Mrs. Lila Schmidtke and Mrs. Sauber..Senior
Citizens.
Chairman Orr opened the meeting at 7 p.m.
The Commission discussed naming the parks in each subdivision and
decided to name them according to the name of each sub-division. To
date we have Hill-Dee Park; Westview Park and Pine Knoll Estates Park.
The closing of the park at night was discussed and it was decided to
leave it open for the remainderof the season unless there is vandalism
reported.
Phyllis Brosseth gave a report on the dedication of Rambling River Park
Sunday, September 23 at 2 p.m. A luncheon for the Commission members
council and invited guests will be held at 1 p.m.
A report was also given concerning the Halloween parties scheduled
for October 31.
A discussion followed with members of the above groups concerning
the parks and recreations proxrams in the village.
PARKS - No one seemed to have any suggestions for next year for improving
the parks accept that a street crossing sign by Rambling River park
be installed since this is the major location where people cross to the
park. It was suggested that a state a~a for concerts and speakers
be installed in a long range plan for the addition to Rambling River
park.
SWIMMING POOL - Suggestions were for more water polo, a teen night from
8 to 10 p.m. and leaving the pool open over labor day week-end.
YOUTH CENTER - More furniture, better janitoral service, more equipment
such as pin-ball machines. It was suggested that a sign be put up
stating that if a person breaks the machines, they are responsible.
The youth also stressed that they want parents to chaperone the dances.
Street dances were also suggested, More cupboard space and coat racks
for the senior citizens use as well as the youth.

GENERAL RECREATION - More storage space for equipment for both the
Little League and Hockey Boosters Club was stated. It was also stated
that more ice for not only hockey but open skating was vital to
the present programs. In time diamonds for Little League are going to
be desperate.ly needed. It was also suggested that a joint group
be organized for all recreational sports since insurance is overlapping
in many. Mrs. Gerths said she would try and organize a meeting to
begin working on this program.
A motion was made by Corrigan to adjourn, seconded by Phyllis Brosseth.

PARK AND RECREATION COMMISSION
October 18. 1973
Present: Leon Orr, Allan Corrigan, Jay Rasmussen, Marlys Miller and
Phyllis Brosseth.
Also present: Tom Jensen
Meeting called to order by Chairman Orr at 7 p.m.
The 1974 budget was discussed and it was announced that $7.500
was the acquisition figure for the budget as approved by the council.
It was decided not to restore the Hill-Dee Park this year since the
grade must be brought back fore the landscaping and planting of the
trees can be done. This will be one of the first projects to be
completed next spring.

The arena was discussed and it was apparant that it would eventually
fall under the Parks and Recreation Commission. It was generaly felt
that at the present time it would remain with the group of citizens
from Farmington at least until the time of the bond issue.
The development of the Feely property was discussed. It was announced
that the appeal had not been started since the parties involved had
not been notified when the awa.. had been made. The appeal was
official started from Octoberl6.
It was decided that the re-arrangement of the plan for the development
of the south side of the Rambling River park would show the access
into the park from County Road 31 instead of Highway 50. The parking
lot would be moved to the entrance point also.
The Commission decided to pursue plans with the purchasing of material
for a hockey rink for this season. The Hockey Boosters Club had
previously stated they would put up the rink, if the Commission would
purchase the material. This was to be looked into as was the lighting
at the rinks.

Skating lessons for this season will again be held with Barbara Yackel
to be contacted for dates. An adult class was also to be looked into.
Jay Rasmussen was to find people to supervise the rink during open
hours and report back to the Commission concerning this at the Nov.
15 meeting. It was decided to pay the supervisors at the rink
$1.25 per hour plus providing them with a jacket.
The swinuning pool budget was reviewed.

A ponding area to be built near the new high school was mentioned. This
was to be a one and a half acre pond.
A report was given on the Halloween parties. They will be held Oct-
ober 31 for pre-school children through sixth grades and a dance for
students 7th through 12th on Friday, November 2 from 9:30 to 12 at
the youth center. Pop and cookies will be served the children
through fourth grade and pop only to the older students.
The next meeting was set for November 15 at 7 p.m. with the
Deeember meeting changed to the 13th, due to the Christmas holidays
busy schedule the following week.

MINUTES
November 15, 1973
Present: Leon Orr, Jerry Bauer, Jay Rasmussen, Marlys Miller and

Chairman Orr called the meeting to order at 7:35 p.m.
The Rambling River Park expansion was discussed. It was decided
that the parking lot would be located along County Road 31 and have
spaces for 70ca~s. There would also be five ball diamonds in the
park. A ponding area was discussed. Norman Nellum from the SCS
office had stated they would do a survey, designs, specifications
and estimates for a ponding area. It would then be sent tothe Div~
ision of Waters, Soils and Minerals and the Division of Game and Fish
for app~oval.
. It was decided to ask Robert Boeekman to once again serve as ex.officio
member of thePark Commission.
In the matter of the Feely property .. it was noted that 75% of the
amount of the money had been paid, and the city could now legally
take possession.
Skating lessons we~e once again discussed. Barbara Yackel and Jerre
Swenda1verman will be t..ching the lessons beginning December 27
and running through ~eb~uary 14. Lessons will be given every Thur.
from 4 to 6:30 p.m. Students will pay $5 for the eight lessons.
There will be 30 minutes of instruction and 30 minutes of open
skating. Two assistant for open skating and two for lessons will be
hired at $1.75 per hour.
Public skating was discussed with Jay Rasmusssen recommending the
following girls be hired .at $l.25 per hour to be ffguardsff at the
rink. The names were: Ann Novitzki, Ter~ Gilbertson, Judy Hunter,
Julie Reisinger, Judy Hince and Diane Thelen. The rink will be
open from 4-5:30 and 6:30 to 9, Monday through Friday and 1-5:30 and
6:30 to 9 on week-ends.

The next meeting was scheduled for Thursday, December 13 at 7 p.m.
