This is to inform you that Wensco, Inc. will be holding an informational meeting
concerning the co-operative housing concept between 6:30 and 8:40 PM on October 14,
1998 at the Farmington Public Library located at 508 Third Street. This meeting will be
beneficial to attend because it will give you the opportunity to receive additional
background concerning the proposed plan as well as determine what issues the public
may see in the development of this project. I have been informed that the neighborhoods
surrounding the project have received this letter.

Wensco, Inc., on behalf on the Cameron Woods Senior Cooperative would like to invite
you to an informational meeting on October 14, 1998 at the Farmington Library located
at 508 Third Street, Farmington.
The purpose of the meeting is to review the site plan for the proposed Cameron Woods
Senior Cooperative and answer any questions you may have regarding the proposed
development. We ar seeking your input on this development and any comments will be
taken into consideration for future planning.

INTRODUCTIONIDISCUSSION

Staff met with the Developer on October 1, 1998 to discuss drainage and grading issues.
At that time, the Developer determined that there were additional issues that needed to be
addressed concerning these items and pulled the Conditional Use for a Grading Permit
from the City Council agenda on October 5, 1998.
As noted at the September 22nd Planning Commission meeting, the following items were
to be submitted and addressed at the October 13th meeting:
1. It is recommended that Easy Street be extended northerly into the Prairie Creek 5th
Addition and Eagle Point Way be eliminated. An agreement between ARC ON
Development, Inc. and Progress Land Company concerning the shared roadway and
final location of the street must be determined and submitted to the City.
2. The Developer will need to participate in the costs of improving 195th Street and will
need to waive all rights to object to assessments for those improvements.
3. The wetland area is to be delineated on the preliminary and final plat.
4. The water table elevation needs to be determined and shown on the preliminary plat.
5. All requirements ofthe Surface Water Management Plan must be met.
6. All other engineering requirements indicated during plan review must be met.
7. All other information required to be submitted on the preliminary & final plat
checklist.
The Developer is continuing to work with the Engineering staff to address the drainage
and grading issues, however, the solutions to these issues will require additional time.
After discussions with the Developer on October 9th, the Developer has requested that the
. existing applications for the Preliminary and Final Plat be withdrawn from the October

13th Planning Commission agenda (see attached letter). The Developer will be
resubmitting a revised Preliminary Plat the week of October 13th and seek a new public
hearing for Preliminary Plat review at the November 10th Planning Commission meeting.
As stated in the letter, the revised Preliminary Plat will closely match the original plat,
however, removal of the 193rd Street cuI de sac will create approximately 20 additional
high amenity lots.
ACTION REQUESTED
City staff recommends that the Autumn Glen Preliminary & Final Plat be closed
considering the request from the Developer to withdraw the Preliminary and Final Plat
from the October 13th Planning Commission Agenda.

Per our conversation today, Arean Development, lnc. is requesting you to withdraw the
existing application for Preliminary Pial, Final Plat and CUP for the Autumn Glen
Subdivision. Areon Development. Inc. will be resubmitting a revised Preliminary Plat
next week and seek Preliminary Plat approval only of~e revised Preliminary Plat.

The revised Preliminary Plat for Autumn Glen will basicJ.y mirror the original
Preliminary Plat submitted, except for small a change in the. east central portion of the
site. The change involves the removal of the 193rd Street cuI de sac and replacing it with a
loop street; this change will add approximately 20 additional high amenity lots to
Autumn Glen.
Areon Development. Inc. will need to be betore the Planning Commission with the
revised prelhninary Plat at the November 101.h meeting and would hope to move onto the
City Council the next available meeting.
I am sorry for this change in plans~ however, this resubmittal should be less cumbersome
than the previous submittal. which involved t!ttee different requests.

Surface Water Management Plan

The Surface Water Management Plan is an element in the 1998 update of the
Comprehensive Plan. The Surface Water Management Plan was finalized in September
1997 and was prepared by the Engineering firm of Bonestroo Rosene Anderlik &
Associates. Erik Peters, the author of the plan and a BRAA representative, will present
the plan to the Planning Commission.
The Plan is intended to serve as a guide for the expansion of the City's trunk storm sewer
system. The Plan recommends a combination of supply, storage and distribution system
improvements that will adequately serve the City at full development.
The plan addresses all of the requirements of the Metropolitan Land Planning Act and
was officially adopted by the City Council on October 20, 1997.
ACTION REQUESTED
Accept the Surface Water Management Plan of September, 1997 into the 1998
Comprehensive Plan Update.

INTRODUCTIONIDISCUSSION
Enclosed is a letter from Dave Olson to the Empire Township Board stating the interest of the
Seed Trust and Genstar Land Company to begin to petition property they own for annexation
into the City, currently contiguous to the City. A map of the property owned by the Seed Trust
and Genstar Land Company is also attached showing approximately 950 acres.
As stated in the letter, the City Council has indicated they would give favorable consideration to
annexation petitions of this property, but has indicated that the City will not likely be in a
position to petition the Metropolitan Council for MUSA for another 5- 7 years.
As you are aware, a petitioner may only request 60 acres of land at a time. Therefore, the entire
950 acres owned by the Seed Trust and Genstar Land Company will take several years to be
annexed into the City using this format.
This information has only recently come to the City's attention; it will require that the
Comprehensive Plan contain additional review of this area concerning transportation, public
utilities and land use possibilities. The City's consultant, RLK-Kuusisto has been contacted
concerning the annexation possibilities, and will reflect them in the Future Land Use Plan to be
shown at the Neighborhood meetings in late October.

Gentlemen:
On behalf of myself and the City Council, we wish to respectfully inform you that the City
of Farmington is not interested in pursuing an orderly annexation agreement with Empire
Township as presently proposed. This issue was discussed at a City Council workshop on
September 16, 1998 and it was the unanimous consensus of the Council that this type of
agreement would not be in the City's best interest.
The City has also been informed by representatives of the Seed Trust and Genstar
Development that they wish to begin to petition annexation of property they currently own
contiguous to the City. The City Council has indicated that it would provide favorable
consideration to annexation petitions of this property but has indicated that the City will
not likely be in a position to petition the Metropolitan Council for MUSA for another 5-7
years.
Finally, the City Council continues to be seriously concerned with any further proposed
expansions of the "Rural Center" in Empire Township and will voice these concerns to the
Metropolitan Council at the appropriate time.

The City Council remains committed to planned orderly growth in the City of Farrnington
and will continue to attempt to cooperate on joint planning with Empire Township to the
extent possible.

Visioning Workshops - Final Report

Enclosed is the final report from the Visioning Workshop sessions held on July 8th and 29th.
The report was compiled by the City's Consultant RLK-Kuusisto based upon the information
generated from your participation in the four visioning groups.
From the report, Policy Statements will be generated for each vision to define a definite course
or method of action selected to guide and determine present and future decisions for the City. A
Land Use Plan will also be generated and will illustrate where the present and future residential,
commercial, industrial and agricultural land uses will reside in the City.
The Land Use Plan will be displayed at three neighborhood meetings throughout the City,
including the northern, southern and rural sections of the City. City staff and the City's
Consultant will be at the meeting to explain the Plan and answer any questions. This is your
opportunity to review the Plan and give comments to staff concerning whether the visions were
met. The neighborhood meetings will be held at the following sites:

Comprehensive Planning Schedule

INTRODUCTIONIDISCUSSION
The attached Comprehensive Planning Schedule illustrates the upcoming meetings and actions to
be taken by the Planning Commission. Neighborhood meetings illustrating a draft of the Future
Land Use Plan will be held in late October. See the attached map for locations and dates of the
meetings.
A joint City Council & Planning Commission public hearing to adopt the Policy Statements,
Land Use Plan, Staged Developments Plan, Transportation Plan, Housing Plan and the Natural
resources Plan will be held on November 4, 1998.
Final review of the Comprehensive Plan by the Planning Commission will be held on November
24, 1998. City Council will review the Plan on December 7th and City staff will submit the Plan
to the Metropolitan Council on December 28, 1998.
The above dates are tentative at this time do to possible changes in the land use plan after
feedback from citizens at the neighborhood meetings. The Planning Commission will be kept
informed of any changes to the schedule immediately after it has been determined that the
schedule needs to be rearranged.
