CALL TO ORDER 2. a) b) PUBLIC HEARINGS 7:00 - Schematic Plan for Pine Ridge Forest PUD 7:15 - Preliminary Plat for Cameron Woods PUD a. 7:00 P.M. - Schematic Plan Pine Ridge Forest PUD This is a special hearing on the schematic plan for the Pine Ridge Forest PUD, located south of the Terra development and north ofi'\elson Hills Farm, and directly west of the proposed Cameron Woods PUD. The developer continues to work with the City engineering staff to meet the requirements of the submission. The four acres at the west of the development reside outside of the existing lvfUSA and the developer will phase the development for later in the year, hoping that MUSA will be expanded to incorporate this acreage. Staff has had initial meetings with the Met Council staff and they have stated that there is a strong possibility for the MUSA to be expanded at this location. The problems that existed as of the February 11, 1997 Planning Commission meeting included: A. City receipt of a letter of agreement between the developer of Pine Ridge Forest PUD and Heritage Development regarding the outlots on both properties; B. the schematic plan must address the follo\\ing: · encroachment of the eastern portion of the lots into parkland, . the control of water flow on the site, · the grading near the home located at 18515 Exodus A venue, . a detailed tree planting plan, · any requirements requested by City Engineering staff after their review. . . . RECOMMENDATION Because of the uncertainty of whether this area was located in MUSA or not, the review period for the project has expired and an extension of time should be requested by the developer. Staff recommends forwarding a recommendation to the City Council to approve the Pine Ridge Forest PUD subject to the above conditions. 7: 15 P.M. - Preliminary plat Cameron Woods PUD This is a special hearing for the preliminary plat for Cameron Woods PUD. The property located south of the Terra subdivision and north of Nelson Hills Farm 3rd Addition, west and adjacent to County Road 31, will contain a cluster development of 6 condominiums consisting of 62 units. At the February 11, 1997 meeting, the Planning Commission requested to review building elevations for the project. Initial review by the City's engineering staff has presented no problems, however staff has not completed the review at this time. RECOMMENDATION Staff recommends forwarding a recommendation to the City Council to approve the preliminary plat for Cameron Woods PUD contingent upon the approval by the City's engineering staff. 3. Discussion a) Appeal on Variance Process At the February 11, 1997 meeting, the Planning Commission instructed staff to review the wording in the proposed variance appeals process. The wording, "when there is alleged to be some error" has been revised to read "when issues of fact, procedure or other findings made by the Board are in dispute", a party may appeal a decision of the Zoning Board of Adjustment. The ordinance \,ill require the mailing of notices to the Board of Adjustment when the Zoning Officer sets a public hearing for the appeal. b) Fence Ordinance The Planning Commission has directed staff to revise the fence ordinance. Staff will propose the revising of wording in the ordinance for a better understanding of the requirements. Staff proposes that the ordinance address fencing requirements along rear to rear facing lots, rear to side facing lots and side to side facing lots. The existing ordinance recognizes that comer lots consist of two front yards and requires four foot fences along both street frontages. Staff proposes that a revision to this requirement accept six foot fences along the side of a residential building on a comer lot and continue to require a four foot fence along the true front of the lot. Staff proposes this change because of the increased privacy a six foot fence would provide along on a comer lot and . . . because of the minimal safety hazards with the fence located at the nearest front corner of the principal building. Revisions will also include requirements for appropriate fencing material and maintenance of fences. A procedural requirement for receiving approval for a fence over four feet in height will include a statement by surrounding residents that no adversity to the fence exists. 4.
