a. 7: 15 P.M. - Ordinance Amending Off Street Parking

This amendment to the off street parking ordinance would allow wider accesses along both collector
and local streets. The rewording of the ordinance would allow a widening to occur in driveways that
serve as access for truck off street loading in industrial districts. This would ease the turning radius
needed for semi-trucks that need to enter and exit along these streets. The stricken words from the
ordinance would assure that these loading zones are intended fully for that purpose.
RECOMMENDATION
Forward the proposed ordinance to the City Council with the recommendation that it be approved.
b. 7:30 P.M. - Schematic Plan Pine Ridge Forest PUD
This is a continued public hearing on the schematic plan for Pine Ridge Forest, located south of the
Terra development and north of Nelson Hills Farm, and directly west of the proposed Cameron Woods
PUD. The developer for the project has been working with City engineering staff on resolving a
number of problems since the PUD was first proposed. Most of the issues that have been put forth
have been resolved. With the resignation of the City Engineer and Assistant City Engineer, there has
been some confusion and delay on both parties. The revised plans were not received in a sufficient
amount of time to allow for adequate review and comments by staff. Those comments will be offered
during the Commission meeting and relayed to the developer's engineers before the meeting is held if
any necessary ohanges are to be made.
The problems that existed as of the January 14, 1997 Planning Commission meeting includedl

. Grading questions that displayed a retention pond on or near the Enron Gas line easement (that
problem was resolved with Enron not allowing the ponding to occur on their easement).
. Rear yard slopes that were too steep and did not provide drainage swales for storm water, and
appear to be unusable.
. Confusion regarding accesses to the dedicated park portion not appearing on the plat.
. Other grading questions were raised by staff, including elevation levels of water faucets in homes
located in the eastern portion of the PUD.
RECOMMENDATION
Because of the 60 day time limitation for action on preliminary plats by the Planning Commission, a
decision must be made during this meeting. Staff recommends forwarding a recommendation to the
City Council to approve the Pine Ridge Forest PUD subject to conditions stated by the City
engineering staff.
c. 8:00 P.M. - Preliminary plat Cameron Woods PUD
The preliminary plat for Cameron Woods PUD has been submitted to City staff for review. The
property; located south of the Terra subdivision and north of Nelson Hills Farm 3rd Addition, west and
adjacent to County Road 31, will contain a cluster development of 6 townhomes consisting of 62 units.
The developer has made the changes requested by the Planning Commission at the meeting held on
November 12, 1996. These changes include; the inclusion of a 50 foot wide tree line buffer adjoining
the north and south property lines, dedication of the hillside as park space to the City, on site retention
ponds and indications made on the plat to retain as many existing trees as possible.
Residents voiced concern over traffic patterns that may arise because of this development during the
above mentioned meeting. While it was recommended that a traffic study be conducted to analyze
what options may be taken, current staff limitations and pending thoroughfare upgrades, a study at this
time is not feasible.
Staff is awaiting comments from both the City Engineering staff and the Soil and Water Conservation
District, both of which were delayed due to various reasons some of which were mentioned previously.
It is the opinion of Planning staff that this development does not pose any serious planning concerns.
RECOMMENDATION
Forward a recommendation to approve the preliminary plat of Cameron Woods PUD subject to the
provisions outlined by the City Engineering staff and the SWCD.
d. 8:30 P.M. - Preliminary Plat of East Farmington 3rd Addition

This is a continued public hearing. The Developer has requested that the hearing be continued once
again, until March 11, 1997, pending consideration of the PUD amendment by City Council. Pending
the outcome of that decision, the Developer will submit either the original or revised version of the plat
for consideration.
RECOMMENDATION
Continue the hearing for East Farmington 3rd Addition until March 11, 1997.
6. Discussion
. Variance Appeal Process
This is a continuation of discussion held at the January 14th Commission meeting. This issue stemmed
from complaints regarding denied requests for variances to the City's fence ordinance. The appeal
process would be similar to surrounding communities in that it would give citizens the option of
challenging Planning Commission fmdings. The topic will be discussed more fully when Lee Smick,
the new Planning Coordinator has had sufficient time to review the proposal.
. Improving the Fence Ordinance
A copy of the existing ordinance is attached. Discussion should include any changes which the
Commission fmds appropriate and/or necessary. Ms. Smick will also review the current ordinance and
make suggestions for changes she feels are appropriate.
· Meeting with Metropolitan Council
On February 7th, the City Administrator and I met with members of the Met Council to discuss the
proposed Comprehensive Plan Amendment for MUSA expansion. The Met Council had forwarded a
letter to the City which listed additional information they feel is necessary for their review of the
amendment. Staff will provide more information regarding the February 7th meeting during the
Commission meeting.
. Commission/Council Retreat - Agenda Items
The Council will be holding its annual retreat with members of the City's Boards and Commissions on
March 8th. Suggestions for discussion topics are requested.
