4. DISCUSSION
a) Expansion of nonconforming garage

Ron Keating is seeking either a conditional use or a variance in his proposal to expand his
nonconforming garage located at 609 Spruce St. The garage currently is located two (2)
feet off of the property line. It is requested that the Commission decide if either permit is
necessary or if a building permit would suffice.
b) Prairie Creek East concept plan
Warren Isrealson has submitted a new subdivision concept plan located to the east of his
existing Prairie Creek PUD. The plan is tentatively being titled Prairie Creek East.
The concept plan consists of397 single-family units on approximately 160 acres (density
level = 2.48 U/A). Wetlands and a flood plain are found proposed land development.
The topography of the land is basically flat and consists mainly farmland. A wetlands
drainage way, which stems from Lake Julia, cuts through the project diagonally, running
northwest to southeast. It appears some wetland mitigation will need to take place due to
the design of the project. Currently the wetland boundary covers all or portions of some

wts .....--eIfgmeering and will soon be submitted to both the City and the Soil and Water
Conservation District for review. The boundaries shown are part of the new delineation.
A City trail easement exists within the drainway and is part of the trail way plan.

Street design and layout will be consistent with the existing Prairie Creek pattern. 187th
St. W. will have a larger cartpath (38ft.) to accommodate higher volumes of traffic. The

Development Committee has suggested an additional access into the northern portion of
the development to better circulation. There are five (5) existing accesses in and out of
the development; two (2) into Prairie Creek, two (2) into future development to the north,
and one (1) to the south for future development in that direction. The number of accesses
to the south are limited due to the proposed parkland and property owned by the City
along the eastern section. Embers A venue, a minor collector, will eventually be extended
to the future 195th St. W. extension.
Genstar Company owns the land to the north and \\ ill eventually bring in a proposal that
will tie into this project. John Malenski owns the property to the south ofthe project and
plans to either develop it himself or sell it to a.potential developer. Empire Township is
located to the east and abuts the project.
c) MUSA Amendment Application
Community Development Director Dave Olson will be presenting the City's MUSA
Amendment Application that will be submitted to MET Council. The application
schedule calls for a public hearing that will be held at the City Council level on August
18th, then if accepted, will be forwarded to the Council for review. MET Council has a
60 day review period for MUSA Applications.
d) Residential Access Guidelines along Akin/Pilot Knob Road
Recently, several residents have inquired about lot splits along Akin Road, just north of
and adjacent to Pine Knoll subdivision. This section of Akin Road is slated for tumback
to the City on completion of the Pilot Knob Road realignment. In speaking with Pete
Sorenson of Dakota County Planning/Transportation Department, the County is willing
to back up the City on either accepting or denying additional accesses onto Akin Rd. The
County's access guidelines call for 660 feet between residential driveways.
The Planning Department would like to discuss options with the Planning CommiS'Sion.
The options would be to 1) adhere to the 660' access guidelines established by the
County, 2) establish new City policy for access spacing, 3) handle each situation
individually and allow for variances that pass reasonable safety measures on a case by
case scenano.
e) Appointment to the Joint Planning Commission
Dean Johnson has inquired about who the new replacement would be from the Planning
Commission now that Craig Schlawin has stepped dO\\TI. The Joint Planning Board
typically meets on the third Thursday of each month. Dave Olson will temporarily be
taking over the responsibilities of the staff member.

Work is still being completed on the application to Metropolitan Council for the expansion of an
additional 714 acres of MUS A in the City Farmington. Copies of the application will be
distributed and a presentation of the information contained in the application will be made at the
August l2th meeting.
