Approve Minutes 3. Public Hearings . 7:00 P.M. - Conditional Use Permit for Swimming Pool at Middle School The School Bond Referendum included a swimming pool at the Middle School. The existing building was planned for a pool but actual construction was delayed for financial reasons. The structure will compliment the existing facility and provide a valuable service for the community. At l2,000 square feet, the addition will be a minor percentage of the building floor area. The conditional use process is required since public and parochial schools are listed as conditional uses in all of the residential districts. Recommendation Approve the conditional use as requested. . 7 : ~ 5 P. M. - Zoning Ordinance Amendmen t Adding Recycl ing as Condi tional Use in I-1 Light Industrial District The Zoning Ordinance amendment as now proposed includes recycling as a conditional use in the I-l Light Industrial District, but also exempts from the ordinance recycling activity associated with non-profit and community organizations. The purpose is to regulate both fund raising events and community clean up days through permits issued by the City. Recommendation Forward the amendment to the Council with a recommendation to approve. . 7:30 P.M. - Proposed Ordinance Amending Titles 4 and 10 of the City Code Regarding Wireless Telecommunication Services The ordinance as proposed will delete existing Title 4, Chapter 4 and substitute language which will relate to the location of antennas and towers within Farmington. The older ordinance needed to be replaced since it refers to antenna farms which are unlikely to develop. Instead, the proposed replacement emphasizes the use of existing towers. The proposed ordinance also amends the zoning ordinance by adding appropriate definitions and identifying six district within the City where towers may be constructed following the conditional use process. , I ~ . Recommendation Forward the amendment to the City Council with a recommendation to approve. 4. Discussion · Excavation, Grading and Mineral Extraction The planned reconstruction of County Road 50 anticipated a shortfall of needed granular material for the road base. It now appears that this estimate was low. The permit would authorize the mining of lOO,OOO cubic yards of material to be hauled on Easter Avenue on the east side of the industrial park. This will work until the wear course has been installed on 208th Street and Eaton Avenue in the Industrial Park 2nd Addition. Staff would prefer that City streets are used when they become available as the plans of Parks and Recreation is to improve a bike trail on Easter Avenue between 208th Street and County Road 50. Another question that the Commission will be concerned about is the end use plan for the borrow site. The grading plan shows a depression at the south end of the site which will collect water if built as designed. The consulting engineer has been asked to respond to both concerns. A recommendation needs to go to a hearing that will be held by City Council. . . Review ci ty MUSA Expansion Request Map Staff has been gathering information that will be utilized in a discussion with the Metropolitan Council staff prior to forwarding the actual request to City Council.
