Public Hearings 7:00 P.M. - Todd and Lena Larson - Special Exception for Accessory Apartment at 819 7th Street The lot measures 16,200 square feet and it includes a large house. Requirements for an accessory apartment include a lot size of 10,000 square feet and 1800 square feet of finished living space, including the accessory unit. The accessory apartment may be a maximum of forty percent (40%) of the finished area and the density of housing shall not exceed 125% of the density allowed on both sides of the street in the block where the house is located. Three off street parking spaces are required and all conversion work must be limited to the inside of the structure. The required yard space is a modest 1000 square feet. While the lot and house size are both large and the block has been built with similar structures, the application does not include all of the information that would be required for a decision. There are no architectural drawings showing the layout of the house and the proposed apartment. . RECOMMENDATION Table action on the request until the required information is submitted. 4. Discussion . Request from City Council to reconsider where recycling may be appropriate within the City of Farmington Donn Johnson convinced the City Council during the August 5th meeting that recycling should be added to the list of permitted or conditional uses in Farmington. The agenda report is being mailed to Mr. Johnson since he would like to participate in your deliberations. The Council referred the issue to the Planning Commission for further discussion and a recommendation within the next 30 to 60 days. Staff has collected five ordinances from other cities in the metropolitan area, including Rosemount, Lakeville, Prior Lake, Savage and Elk River. All five include recycling within the light or limited industrial districts and they are either listed as a conditional use or the ordinance is designed to specify land use controls to protect adjoining uses. . . . I have included the Prior Lake ordinance for your review since this ordinance format is similar to that of the Farmington ordinance. Other recycling ordinances will be available at the meeting for discussion if needed. A major consideration on the part of the City Council in its decision to reopen this discussion was the appearance of an exclusive right to Dick's Sanitation for Farmington recyclab1es in the earlier decision. RECOMMENDATION Review available alternatives and, if enough information has been provided, reach a decision that can be recommended to Council. . FEI building rental on County Road 50 FEI has moved its headquarters from Farmington and now has an automobile supplier serving a regional market interested in renting the space. The question that needs to be resolved is the ability of the wholesaler to sell at retail if the opportunity presents itself. The simple answer is Uno" since retailing is not a permitted or conditional use in the I-1 Light Industrial District. However, FEI was essentially in the same type of business at this location, except that they deal with agricultural equipment. They also serve a large region and did offer goods at retail from time to time. An opinion from the City Attorney will be requested prior to the meeting. . MUSA expansion justification Planning staff is working on an update of the City Land Use map within existing MUSA boundaries to determine how much of an expansion can be justified.
