Public Hearings . 7:00 P.M. - Conditional Use and Variance for Farmington Elementary School Addition Per City Code, the Farmington Elementary School expansion requires a conditional use permit, and the addition of food storage space near the northeast corner of the building will require a front yard setback variance. The School administration is also interested in creating a 40 stall parking lot in the northwest corner of the site if a variance also can be obtained. A 40 stall parking lot would provide a great service to the neighborhood and, for that reason alone, a variance should be granted. Currently, most all school parking is accommodated on City streets adjoining this site. The variance for parking is necessary because a 20 foot setback would cause the lot to intrude into existing ballfields. One suggestion that could make the request more acceptable would be to include a shrub border between the edge of the parking lot and the property line. Spirea Anthony Waterer would provide a partial screen of the lot without needing much in the way of long term maintenance. It would, however, add to the cost of the project and the project architect has indicated that funding for the lot is tight. The variance request for the food storage area can be justified because of the existing building layout. No other location would meet the needs of the food service program. In addition, there are no other buildings in this block that will have obscured views because of the addition. Recommendation Approve the conditional use and both variance requests. The building expansion is necessary to serve the program needs of the School District and the variance requests have identified hardships that prevent conformance with setback requirements. . 7:00 P.M. - HRA Rezoning Request for Lots 8 and 9, Block 17, Town of Farmington HRA Director Henricks has petitioned the City to rezone both lots from B-2 General Business to R-2 Medium Density since the HRA is no longer interested in pursuing multiple housing in this block. The two lots are not attractive to potential buyers or their financial institutions because the single family dwellings are non conforming uses. At some future time, the property may be redeveloped and require another change, but at the present, the HRA has an obligation to the landowners to return this property to the original zoning category. Recommendation . Forward a recommendation endorsing the requested change in zoning from B-2 General Business to R-2 Medium Density Residential. 4. DISCUSSION . Evaluation of recycling with emphasis on District{s} that would allow it as a Permitted or Conditional Use Enclosed is a memorandum to the Development Committee and a letter to a business owner which represent the findings of that Committee. The issue of recycling was discussed several years ago by the Planning Commission in response to the City co- composting proposal. At that time, the Commission decided against including recycling as a permitted or conditional use in Farmington. The City Finance Director has indicated that the current City contract for solid waste services may need to be renegotiated since proceeds from recyclables in the waste stream now go to the contractor and a local recycling business may affect the City contractor's profit margin. A current request for a recycling activity has brought the issue of a suitable district back for discussion. This time the question is somewhat different because it is not attached to co-composting. However, the neighborhood feelings about recycling are no warmer than they were before. Expect to take commentary from the recycler, Mr. Johnson, as well as people living within the immediate neighborhood. Recommendation 4It Listen to the discussion and determine, if possible, whether this type of business should be allowed in Farmington and, if so, which district or districts would be suitable. · Deer Meadow 2nd Addition Final Plat Deer Meadow PUD and preliminary plat were approved by the Planning Commission and City Council in the Spring of 1995. The entire PUD was included in the preliminary plat and the entire site graded because the Developer needed soil in the western portion of the plat to fill lots in the eastern side. The 2nd Addition is comprised of all of the property not platted in Phase I. The only significant change in the plat since the earlier review is that the grading plan has been revised to lower some of the lots in the western edge of the property. The City Engineer has reviewed the grading plan and has approved the revisions. Other aspects of the plat have not changed from the proposal which was given preliminary approval.
