PUBLIC HEARING a. 7:00 P.M. - House Moving Permit - Roger Randal1 - Hed House The Developer appears to have second thoughts about moving the Hed house into East Farmington. He has been negotiating with Dallas Haas' estate for the lots immediately adjoining the former Hed property and appears to have settled on an agreement which will allow Roger Randall to permanently locate the house in the same neighborhood. The City has an interest in this transaction as an easement for utilities will be granted to the City by the Developer in the process. Mr. Randall has promised to submit a site plan for the relocated structure prior to the hearing. Recommendation Approve the request to facilitate closure on this issue. 3. DISCUSSION . a. Comprehensive Plan. Amendment - Emma Pohl MUSA Emma Pohl has asked to be annexed into the City as her property was one in which the well was dried up during dewatering for the Trunk Sewer line that serves the Congregate Care building and East Farmington. Several properties along 213th Street (formerly Main Street) requested annexation for the same reason. None of these properties, however, also have failing septic systems. Ms. Pohl has requested a sanitary sewer extension at the same time that water is provided. This involves a minor amendment to the Comprehensive Plan in which the Council needs to request MUSA to serve one lot. (See attached map.) Recommendation Forward a recommendation to the City Council to request MUSA expansion from the Met Council to serve one lot along the east side of Highway 3 across from Willow Street. b. Housing Goals Agreement - Metropolitan Livable Communities Act Because of the close timing of Planning Commission and City Council meetings, the Housing Goals Agreement was drafted as if the Planning Commission had made this recommendation. Be assured that any input provided at the meeting will be incorporated into the materials that 'are forwarded to the City Council on November 6, 1995.
