AGENDA REPORT PLANNING COMMISSION REGULAR APRIL 9, 1996 1. Call to Order 2. Approve Minutes 3. Public Hearings a. 7:00 P.M. - Variance Request from Colin Garvey - Expanded Driveway Width Garvey Construction is in the process of building a new facility within Farmington Industrial Park on the east side of Eaton Avenue. The plan shows a 38 foot wide curb cut that will provide access to a loading area and the six stall parking lot in front of the office portion of the structure. The opening will require a six foot wide variance from code requirements and is necessary because it serves the two mentioned uses. In this situation one opening is considered to be preferable to two separated openings. It is also noted that the two powder coatings companies in the Industrial Park were granted similar variances on October 11, 1994 and April 11, 1995, respectively. Recommendation Grant the requested variance based upon a City preference for one access to the front of the C.G. building. . b. 7:10 P.M. - Variance Request from Tim VanEps - 504 Willow Street This residential property is located within the I-1 Light Industrial District and is, therefore, a legal nonconforming use. Section 10-6-1 of the City code indicates that a nonconforming use may be continued but not extended, expanded or changed unless to a conforming use, except as permitted by the Board of Adjustment (Planning Commission). The owner has requested that the Commission authorize an expansion of the use by adding bedroom space over the garage. The owner has included some rough sketches of his concept which would extend the hip roof configuration to the garage. This likely would be an improvement to the aesthetic appeal of the house, however, it would be appropriate for each member to view the existing structure. Recommendation Approve the variance based upon the assumption that the construction will improve the visual impression of the property and that no expansion of the ground floor area will be involved. c. 7:20 P.M. - Continued Hearing - Prairie Creek Fourth Addition Preliminary Plat The engineering questions raised during the initial public hearing have been resolved through a redesign of the sanitary sewer and storm sewer systems. The City Engineer has .iven conceptual approval and the Developer plans to have complete engineering drawings vailable for the special meeting scheduled for April 16, 1996 to handle Dakota Meadows Townhouses preliminary plat. 4. Discussion ~. Final Plat of East Farmington Second Addition East Farmington Second Addition is a 72 single family lot and one townhouse lot subdivision within the East Farmington PUD. The preliminary plat for the Second Addition was approved as a part of the PUD and is being presented for informational purposes only. No formal action is required. b. Dakota Meadows Townhomes This preliminary plat was presented on Thursday, March 28, 1996 and because most basic decisions were taken care of during the rezoning phase, the Chairman agreed to call a special meeting of the Commission for Tuesday, April 16th at 7:00 P.M..
