APPROVE MINUTES - JUNE 14, 1994 3. PUBLIC HEARINGS a. 7:00 P.M. - Dakota County Estates 9th Addition Preliminary Plat The preliminary plat of Dakota County Estates 9th Addition includes 10 single family lots, 3 quad home lots, 2 apartment lots, and 4 business lots. It is the last phase of the Dakota County Estates PUD which was approved in 1985. The plat is bordered on the north by Upper 183rd Street, on the west by Pilot Knob Raod, the south by Prairie Creek 2nd Addition, and the east by both the 4th and 8th Additions of Dakota County Estates. The business lots range in size from 48,000 to 50,000 square feet. the northernmost will be the location for a branch of the First National Bank of Farmington. The apartment lots have been optioned by Wensmann Homes and will be developed as quickly as demanded by the market. . The major question about this plat is the designated quad home area. Quad homes are not being built today to the extent that they were in 1985. It might be time to consider another use like the deck homes currently being built by Wensmann Homes. It would be possible to locate 12 deck homes on this site. This is consistent with the housing unit to land area ratio of the other deck homes without in- creasing the density approved in the original PUD. If this should be acceptable to all parties, the plat could eliminate the lots lines separating Lots 1-3, Block 3 and Lots 1 and 2, Block 2. If this is done, it would be appropriate to suggest that Wensmann Homes rework the site plan for the lots in Block 2 to eliminate the appearance of crowding next to the single family homes. The plat includes two trail rights of way. One adjoins Lots 1 and 2, Block 2 on the east side of Ensley Lane and the other is situated on the north side of Block 3 adjoining 185th Street West. This will complete a trail link between the north boundary of Farmington and the Original Town of Farmington Plat. Reconnnendation Approve the preliminary plat of Dakota County Estates 9th Addition subject to requirements of the City Engineer and a potential reworking of the apartment and quad home portion of the plan. . . , M . b. 7:20 P.M. - Amend Zoning Ordinance by Adding Congregate Care Facilities to the R-l District South Suburban Medical Center is planning to build a congregate care facility on the east side of the hospital. This was not part of the medical vocabulary when the ordinance was adopted. If it were, it is likely that congregate care facilities would have been part of the City Code listed as a conditional use in the R-l District. Recommendation Forward a recommendation to the City Council endorsing the addition of congregate care facilities as a conditional use in the R-l District. 4. DISCUSSION a. Planting Plan - Kwik Trip Enclosed are the planting plans and architectural rendings that were stipulated when the Kwik Trip conditional use was approved. It appears that the company has complied with the intent of that motion. b. Sign at Christian Life Church School . The Church would like a separate sign to advertise the school. Currently the School sign is incorporated into the Church sign and is not noticeable. The question involves a judgement about the number of signs that would be acceptable for two principal uses or a principal and accessory use advertising urban uses in an agricultural district. Take a look at the existing sign and try to imagine another 30 square foot sign on the opposite side of the driveway. c.
