AGENDA REPORT PLANNING COMMISSION REGULAR MAY 10, 1994 1. CALL TO ORDER 2. APPROVE MINUTES 3. PUBLIC HEARINGS 7:00 P.M. - Wetland Alteration Permit - East Farmington PUD - situated between County Road 74 and Highway 50 east of Highway 3 a. Wetlands J, K and L are being affected by the East Farmington PUD and J, G and I will be impacted by construction of the Prairie Waterway. (See map attached.) The purpose of this hearing is to discuss the neighborhood project in relation to the wetlands and, after it is closed, to recommend approval or denial of the alteration proposed. Following this action, a similar discussion is required for wetlands involved with the Prairie Waterway. . Prior to the hearing, both the DNR and COE are anticipated to have taken action on these requested permits. If approved, action by the Planning Commission should be relatively simple. If not, the Commission could withhold action until the two agencies have given their blessing or the Commission could approve the alteration permit subject to positive action being taken by both. In essence, the Prairie Waterway right of way will provide enough replacement wetlands to accommodate those lost within the proposed neighborhood. All wetlands lost through development must and will be replaced at a two to one ratio. b. 7:30 P.M. Variance Requested by David and Theresa Bryant- at 5194 Upper 183rd Street West for building coverage in excess of 30% Mr. Bryant made an informal presentation of this request at the last regular meeting. In essence, the Commission agreed that there was justification for granting a variance to the 30% building coverage ratio on this lot. The proposed 10' x 24' addition to the rear of the garage will exceed the maximum building coverage ratio by 28 square feet. The motion to approve this variance will need to specify the grounds under which the variance is being granted. 4. DISCUSSION a. Decision on Wetland Alteration Permit - Prairie Waterway Located in Section 29 and 32 between the Vermillion River and Highway 50 . The public hearing for this issue was closed during the last regular meeting. The City Engineer plans to be in attendance to respond to any questions from the Commission regarding Wetland Alteration for the Prairie Waterway. . . . Planning Commission Agenda Report - 5/10/94 - Page 2 b. Dave Finnegan Proposal to convert the Ford Garage large RtinR building to eight plex and move from Quik Trip site. It appears that the "tin" shed on the Quik Trip site has more substance than current appearance would indicate. The City Building Official has agreed that the building is possible tomove and to convert to living quarters. The owner has decided that he will move the building if authorized by the Commission, but now that Quik Trip has purchased the site, they wish to move ahead with their convenience store/gas station project. The request to move the struct~re to a temporary location just off the Quik Trip site on land still owned by Mr. Finnegan until he has enough time to go through the hearing process for a Conditional Use to build the eight plex into the shell of the existing structure. The Commission has had some previous experience with a two step move for a smaller structure within the downtown. The questions being asked are the desirability of a multi-family residential structure at this location as well as the possibility that the Commission would consider a two stage moving permit with the understanding that if the Conditional Use is not approved, the "tin" building would be removed. c. Draft Planning Commission By-Laws The City Administrator has asked for feedback on the standard boiler plate language being proposed for all Boards and Commissions that serve at the pleasure of the City Council. d. Jerome Schweims - 10535 155th Street, Lakevi11e, MN - Request to sell nursery supplies consistent with new nursery approved across the road. Mr. Schweims' sons are in the nursery business in Inver Grove Heights and he would like to expand the market garden to a supplier of nursery products. {?('~ 1! 1J,~ Charles Tooker City Planner
